FRA releases final safety regs, ROD for Texas bullet train
 
The Federal Railroad Administration (FRA) has released the final Rule of Particular Applicability (RPA) and Record of Decision (ROD) for Texas Central Railroad LLC, bringing the private company's proposal to build a Dallas-to-Houston high-speed rail (HSR) line closer to construction.

 

The RPA provides the regulatory framework for the railroad, establishing a comprehensive set of safety requirements that will govern the HSR system's signal and trainset control, track, rolling stock, operating rules and practices, system qualifications and maintenance, Texas Central officials said today in a press release.

Meanwhile, the ROD completes the FRA's environmental review of the project that began in 2014. A final environmental impact statement for the project was released in late May.

Is Texas High-Speed Rail Ready for Construction?

 

 

Private high-speed rail developer Texas Central is another step closer to starting construction of a $20 billion, 240-mile line connecting Dallas and Houston. The Federal Railroad Administration (FRA) has released the final Rule of Particular Applicability (RPA) and Record of Decision (ROD) that establish federal safety standards for operation and give environmental clearance for the selected alignment, respectively.

 

“This is the moment we have been working toward,” Texas Central Railroad CEO Carlos Aguilar said. (Texas Central Railroad is the operating subsidiary of Texas Central.)

Gov. Abbott’s office to ‘re-evaluate’ bullet train project stance after being provided ‘incomplete information’

 

Abbott’s reconsideration of his position on the Dallas-to-Houston high-speed train project comes days after sending a letter to Japan’s prime minister telling him it had the governor’s ‘full support.’

 

 

AUSTIN — Gov. Greg Abbott’s staff said Wednesday the governor is reconsidering his position on the Texas bullet train after they received incomplete information that originally led him to write a letter to Japanese Prime Minister Yoshihide Suga expressing “full support” for the project.

 

“From the beginning of this project, the Governor made clear that he could support this project if, and only if, the private property rights of Texans are fully respected,” spokesman John Wittman said in a statement to The Dallas Morning News.

 

“The Governor’s team has learned that the information it was provided was incomplete. As a result, the Governor’s Office will re-evaluate this matter after gathering additional information from all affected parties,” Wittman said.

On June 18, the Texas Supreme Court let stand a ruling that Texas Central has the right of eminent domain for acquiring property for the Dallas-Houston HSR line.

Texas Central Secures Operator. Financing Next?

 

 

Privately funded high-speed rail developer Texas Central has signed on Spain’s Renfe as “early operator” of its proposed 236-mile line linking Dallas and Houston. Securing funding is next, the company reported July 14.

 

The move follows Texas Central’s June announcement of a $16 billion final agreement with Italian firm Webuild Group and its U.S. subsidiary Lane Construction Corp. as design-build lead for the high speed rail (HSR) line.

Texas Central CEO is not optimistic construction will start in six months

 

 

During a recent interview the CEO of the Texas Central high-speed rail project did not shed much light on progress. Instead, there appears to be some fog developing.

 

Carlos Aguilar, CEO of Texas Central, was recently interviewed on the Y’allitics podcast and said a lot is dependent on the passage of the $1 trillion infrastructure bill. He also was not sure ground will be broken in the next six months, even though the target start date all along has been the end of 2021 or beginning of 2022.

Texas Central now has a date with the Texas Supreme Court regarding its status as a railroad company

 

 

The Texas Supreme Court has changed course on a case involving the Texas Central high-speed rail project.

 

After originally declining the case, the Supreme Court decided to take it on after reviewing a petition from landowner Jim Miles. The case centers around whether or not Texas Central is legally a railroad company. If it is, then it has the eminent domain authority to acquire property for the high-speed rail route that will connect Dallas to Houston. Oral arguments are set to take place on Jan. 11, 2022.
