CDC mandates masks on public transportation

 
The order applies to planes, trains, buses, boats, terminals, train stations, seaports and Uber and Lyft rides.

 

 

The U.S. Centers for Disease Control and Prevention announced Friday night that mask-wearing will be required on all on all public transportation beginning Monday night.

 

The mandate issued by CDC division director Martin S. Cetron was made after President Joe Biden issued an executive order Jan. 21 that called for "immediate action" on mask-wearing for "all forms of public transportation."

CDC says travelers must wear masks on all forms of public transportation

 

 

(CNN)To slow the spread of Covid-19, the US Centers for Disease Control and Prevention issued late Friday an order that will require people to wear a face mask while using any form of public transportation, including buses, trains, taxis, airplanes, boats, subways or rideshare vehicles while traveling into, within and out of the US.

 

The order goes into effect at 11:59 p.m. Monday.

Federal Register Notice: Wearing of face masks while on conveyances and at transportation hubs

 

The Centers for Disease Control and Prevention (CDC) issued an Order pdf icon[PDF – 11 pages] on January 29, 2021 requiring the wearing of masks by travelers to prevent spread of the virus that causes COVID-19. Conveyance operators must also require all persons onboard to wear masks when boarding, disembarking, and for the duration of travel. Operators of transportation hubs must require all persons to wear a mask when entering or on the premises of a transportation hub.

 

This Order must be followed by all passengers on public conveyances (e.g., airplanes, ships, ferries, trains, subways, buses, taxis, ride-shares) traveling into, within, or out of the United States as well as conveyance operators (e.g., crew, drivers, conductors, and other workers involved in the operation of conveyances) and operators of transportation hubs ( e.g., airports, bus or ferry terminals, train or subway stations, seaports, ports of entry) or any other area that provides transportation in the United States.

 

People must wear masks that cover both the mouth and nose when awaiting, boarding, traveling on, or disembarking public conveyances. People must also wear masks when entering or on the premises of a transportation hub in the United States.

 

This Order pdf icon[PDF – 11 pages] will be effective on February 1, 2021 at 11:59 pm (EST).

 

The following are attributes of masks needed to fulfill the requirements of the Order. CDC will update this guidance as needed.

  • A properly worn mask completely covers the nose and mouth.
  • Cloth masks should be made with two or more layers of a breathable fabric that is tightly woven (i.e., fabrics that do not let light pass through when held up to a light source).
  • Mask should be secured to the head with ties, ear loops, or elastic bands that go behind the head. If gaiters are worn, they should have two layers of fabric or be folded to make two layers.
  • Mask should fit snugly but comfortably against the side of the face.
  • Mask should be a solid piece of material without slits, exhalation valves, or punctures.

 

The following attributes are additionally acceptable as long as masks meet the requirements above.

  • Masks can be either manufactured or homemade.
  • Masks can be reusable or disposable.
  • Masks can have inner filter pockets.
  • Clear masks or cloth masks with a clear plastic panel may be used to facilitate communication with people who are hearing impaired or others who need to see a speaker’s mouth to understand speech.
  • Medical masks and N-95 respirators fulfill the requirements of the Order.

 

The following do not fulfill the requirements of the Order.

  • Masks worn in a way that does not cover both the mouth and nose
  • Face shields or goggles (face shields or goggles may be worn to supplement a mask that meets above required attributes)
  • Scarves, ski masks, balaclavas, or bandannas
  • Shirt or sweater collars (e.g., turtleneck collars) pulled up over the mouth and nose.
  • Masks made from loosely woven fabric or that are knitted, i.e., fabrics that let light pass through
  • Masks made from materials that are hard to breathe through (such as vinyl, plastic or leather)
  • Masks containing slits, exhalation valves, or punctures
  • Masks that do not fit properly (large gaps, too loose or too tight)

I think this was basically already being followed by most if not all transit agencies (with the obvious exception of the short lived Maskless Car experiment on the NICTD South Shore Line).

CDC issues rule requiring travelers to wear face masks

The CDC’s new order goes further than an executive order signed by President Joe Biden last week.

 

 

All travelers using public transportation will now be required to wear a face mask, the Centers for Disease Control and Prevention stated in a new order issued late Friday aimed at containing Covid-19 case counts across the country.

 

Passengers will be required to follow the new rule while “boarding, disembarking, and for the duration of travel” on planes, buses, subways, trains, ferries and ride-share vehicles, the guidelines say.

 

The new order states masks must completely cover a traveler's nose and mouth. Face shields, scarves and bandanas are not permissible forms of coverings, the CDC said.

I think this was basically already being followed by most if not all transit agencies (with the obvious exception of the short lived Maskless Car experiment on the NICTD South Shore Line).

Kevin,

 

I think the real purpose here is two-fold:

 

1.  Provide uniform guidelines across all transportation modes and providers.

2.  Establish enforcement authority - although the CDC does say that widespread voluntary compliance is anticipated and does not intend to rely on criminal or civil enforcement.

Some agencies approached it as educational rather than criminal, so if they saw somebody maskless they would just offer them a complimentary mask.  Now it will be more than an offer.

NEW: Federal Mask Requirement for Surface Transportation Providers

 

Yesterday, the Centers for Disease Control and Prevention (CDC) issued an Order imposing a mask requirement applicable to public transportation systems, rail, and van, bus and motorcoach service providers to mitigate the risk of COVID-19.  The CDC Order implements President Biden’s Executive Order 13998, Promoting COVID-19 Safety in Domestic and International Travel, “to save lives and allow all Americans, including the millions of people employed in the transportation industry, to travel and work safely.”

 

Science-based measures are critical to preventing the spread of COVID-19. Mask-wearing is one of several proven life-saving measures including physical distancing, appropriate ventilation and timely testing that can reduce the transmission of COVID-19. Requiring masks will protect America’s transportation workers and passengers, help control the transmission of COVID-19, and aid in re-opening America’s economy.

 

In addition to the CDC order, the Transportation Security Administration (TSA) anticipates issuing additional information and guidance on this topic.

 

The U.S. Department of Transportation has posted Frequently Asked Questions online and will continue to add to this site with additional information in the coming days. The Department will be scheduling stakeholder calls beginning the week of February 1, 2021.

Mask Signage Available for Transit Stakeholders to Amplify Federal Mask Requirement for Public Transportation

 

 

Thank you to those who attended today’s FTA stakeholder call on the recently announced federal mask requirements for transit systems to mitigate the risk of COVID-19. During the call, FTA heard from our stakeholders about the need for signage to inform about the requirement for mask use on transit vehicles and in transit facilities. The Transportation Security Administration (TSA) has posted a sample sign for transit agencies to download to educate, inform and encourage passengers and employees about the new federal mask requirement.

TSA: Riders who refuse to wear masks face fines

The Transportation Security Administration (TSA) late last week stepped up its enforcement of a recently implemented federal mask mandate on public transportation, announcing that people who violate the order could face fines of up to $1,500.

 

Last month, President Joe Biden signed an executive order requiring passengers to wear masks when they are in airports and bus and rail stations, as well as on passenger aircraft, public transit service, passenger railroads and over-the-road buses operating on scheduled fixed-routes. The measure was ordered in an effort to reduce the risk of travelers spreading the coronavirus.

 

Late last week, TSA updated its guidance on the measure, saying that the civil penalty for those who refuse to comply could face fines that range from $250 for the first offense up to $1,500 for repeat offenders.  . . .
