STart, Sound Transit’s public art program, is proud to host an online meet-and-greet with renowned sculptor Donald Lipski on Dec. 9, and you’re invited! 

 

Known for his whimsical large-scale installations, Lipski will be creating plaza artwork for the Federal Way Link light rail station, opening in 2024. 2020 Year in Review: Construction continued during an unprecedented year

 

As 2020 draws to a close, we want to pass along our sincerest thanks for riding along as Sound Transit celebrated many project milestones on the Federal Way Link Extension. Even with the many challenges this year brought, our FWLE project team worked hard and stayed committed to bringing the project to reality. Our work included: 

  • Securing additional project grant funding 
  • Progressing station designs
  • Closing Star Lake Park-and-Ride to prepare for station construction
  • Hosting a virtual groundbreaking event
  • Relocating utilities
  • Demolishing structures 
  • Clearing and grading 
  • Mass excavation and hauling
  • Midway landfill removal of refuse and installation of a new liner
  • Starting drilled shafts and column construction for aerial guideways

In January, the Federal Transit Administration awarded FWLE a $790 million Full Funding Grant Agreement. This grant plays a key role in the $3.1 billion project. In addition, the U.S. Department of Transportation’s Build America Bureau executed a $629.5 million low-interest loan supporting the project. The one-of-its-kind agreement should save regional taxpayers between $200 million and $300 million through lower interest costs.

 

At the same time, crews focused on preparing for construction of the guideway. Our dedicated team of engineers, construction experts and project staff collaborated and advanced design work, permitting, and construction.

 

In March, the Star Lake Park-and-Ride was permanently closed, allowing us to make way for the construction of a new Link light rail station and garage on the site. 

 

In early spring, the public weighed in on updated designs for the Kent/Des Moines station area and South 272nd Street station area and parking garages. 

 

In July, we celebrated the start of construction! Thank you to the leaders on the local, state and national levels as well as community members, organizations, business owners and artists who volunteered their time and talent to be a part of our virtual groundbreaking ceremony. 

 

While traditional in-person neighborhood briefings could not take place due to ongoing social distancing restrictions, we shared updates through a project video. We released our first video in September and provided an overview of the entire project. You can watch it on our YouTube page. The video is available in English, Korean, Spanish and Vietnamese. In 2021, we’ll share more detailed videos for SeaTac, Des Moines, Kent and Federal Way. We also launched a Facebook group keep you informed about the latest construction progress.

 

STart, the Sound Transit art program, enlisted local artists to create more than 100 murals. STart installed about 40 of these unique pieces of public art in August and more in September. Unfortunately, several of these works were vandalized shortly after installation, so Sound Transit worked to restore the damaged murals and took additional security measures to prevent further damage. You can see the murals along construction fencing near the Kent/Des Moines area station and in Federal Way near the Transit Center. Learn more about the art and artists.

 

In October, the project marked the beginning of building the light rail guideway with construction of drilled shafts at the site of the future Kent/Des Moines station area. In preparation for this, crews demolished buildings, relocated underground utilities, cleared vegetation, and leveled the ground. Though construction involves some tree removal, this reduction is only temporary. We’ll plant thousands more trees than we remove for the project. Some of the most significant work has been at the Midway landfill, where waste material has been excavated and replaced with fill material for construction of at-grade tracks. 

 

By 2024, Federal Way Link and other extensions currently under construction will expand the region’s light rail system from 22 miles to 62 miles and from 22 stations to 50 stations. After Federal Way Link opens in 2024, riders will enjoy fast, frequent and reliable service between South King County, the University of Washington, downtown Seattle, the Eastside, Sea-Tac Airport and Lynnwood. The extension includes three new stations serving Kent, Des Moines and Federal Way.

Federal Way Link Extension design-build contract now more than 25% complete

The design-build contract for the Federal Way Link Extension is more than 25% complete, with final design scheduled to complete by mid-2021. This demonstrates significant progress of the project following the launch of heavy construction in July 2020.

 

"Community members across the region can watch the rapid construction progress that is now underway and look forward to 2024, when they can ride a light rail network that we’re on track to nearly triple, from 22 to 62 miles. Seven out of eight of our major projects under construction are on or below budget and on or ahead of schedule," said Sound Transit CEO Peter Rogoff. "These projects and the voter-approved projects that will follow will be critical both for our mobility and for creating thousands of jobs to help us rebound from the pandemic recession."

Sound Transit broke ground with heavy construction for the Federal Way Link Extension last July following utility and site preparation work that got underway in 2019. Progress to date includes completing 30 of 121 drilled shafts for constructing elevated guideway and station facilities. Last month crews also achieved a major milestone with completion of a bypass route on State Route 99 in SeaTac. The bypass will enable a partnership with the Washington State Department of Transportation to build a bridge over the roadway during 2021 and 2022. Work is underway on three new light rail stations and will begin on three new garages, which will add 2,000 new parking spaces for riders in Des Moines, Kent and Federal Way. To view a gallery of recent construction photos click here.

 

Kiewit Infrastructure West Company is the design-build contractor for the $3.1 billion project. It is funded in part by a $790 million grant from the Federal Transit Administration and a $629.5 million Transportation Infrastructure Finance and Innovation Act (TIFIA) loan from the U.S. Department of Transportation.

 

While projects currently in construction continue to move forward on schedule, further voter-approved expansions face an unprecedented and extremely challenging financial environment. A pandemic-driven recession that has severely reduced consumer spending and tax revenues has converged with increased cost estimates driven by real estate and construction market pressures.

 

The Sound Transit Board has begun a realignment process that is moving forward under a two-pronged approach. The first prong prioritizes aggressively seeking new federal and state funding to help bridge an $11.5 billion affordability gap for completing projects on their original schedules. To the extent that sufficient new resources are not secured, the Board’s second prong, as required by the ST3 Plan, will utilize the plan’s identified tools to ensure affordability under updated projections for current revenue sources.

Federal Way’s light rail extension is on track

 

Sound Transit’s Federal Way Link Extension project, which will open light rail service from Angle Lake to Federal Way in 2024, is progressing right on schedule. In fact, the project reached a major milestone this month: our design-build contract is more than 25% complete! 

 

This type of contract means the same contractor, Kiewit Infrastructure West, is both designing and constructing the project, which creates more efficiency. We expect final design to be complete by mid-2021.

Construction of Federal Way Link Extension’s first elevated track segments is underway

The first elevated light rail structures for the Federal Way Link Extension are now in place. Workers began installing the girders this week to support the elevated station platform of the future Kent/Des Moines station. Girders supporting the elevated rail line will be installed throughout the alignment in the coming months. 
                                                              
"Our work to bring light rail to Federal Way continues to move forward rapidly," said Sound Transit CEO Peter Rogoff. "By 2024, the track structures that South King County residents are watching go up will carry thousands of riders each day on a 62-mile rail network, compared to the 22-mile segment we have today. While greatly expanding our region’s mobility, this project will help our region recover from the COVID-19 recession by employing thousands of workers in living wage jobs." 
 
The current work includes placing six girders at a time. The girders are typically between 100 to 115 feet long and weigh up to 130,000 pounds. The girders are too large to be delivered during the day due to oversized load traffic regulations. Crews have also drilled 36 of 121 shafts and placed 25 of 121 columns that will support future elevated tracks and station facilities.

Weigh in on new station area designs

 

 

We're making significant progress on designs for our Federal Way Transit Center station area and parking garage. We're excited to share them and get your feedback!

 

In 2017, we asked the public how they wanted our new Link light rail stations from Angle Lake to Federal Way to look and feel. Community members preferred designs that incorporate elements of the Federal Way Performing Arts Center and former Weyerhaeuser headquarters. Many comments noted the transit center area will be the main gateway to the City of Federal Way.

Capital Investment Grants (CIG) of more than $158 million will go to the Federal Way Link Extension project, and more than $94 million will go to the Lynnwood Link Extension project 

 

The awards are funded by the American Rescue Plan, which Senators Murray and Cantwell championed in Congress, and will reduce the required local match on each project, saving Washington taxpayers millions 

 

Senators Murray and Cantwell had previously helped secure federal commitments of $1.4 billion for the Federal Way Link Extension and $1.2 billion for the Lynnwood Link Extension

WASHINGTON, D.C. – U.S. Senator Patty Murray (D-WA), a senior member of the Senate Appropriations Committee, and Maria Cantwell (D-WA), Chair of the Senate Commerce Committee, today announced two new Capital Investment Grant (CIG) program awards, administered by the Federal Transportation Administration (FTA), for Sound Transit’s Federal Way Extension and Lynwood Link Extension light rail projects. The funding for the award comes from the American Rescue Plan. The awards include $158 million for the Federal Way Link Extension project, and more than $94 million for the Lynnwood Link Extension project. This funding will supplant part of the local share of funding for the projects that was required for the Full Funding Grant Agreements that Sound Transit had entered in to with the FTA for each project, saving local taxpayers millions. With many transit agencies struggling during the pandemic, Senator Murray fought to include funding specifically to help alleviate local match requirements for transit projects with Full Funding Grant Agreements in the American Rescue Plan.

 

“The people of Puget Sound have been clear they want to see more investments in light rail and public transit throughout the region, so I’m working to help make that happen. I fought to make sure the American Rescue Plan included funding for struggling transit agencies and to save local taxpayers money—I’m glad that the FTA is using that funding to continue their commitment to these critical projects,” said Senator Murray. “The Federal Way and Lynnwood Link Extension projects are crucial to reducing congestion, curbing emissions, and opening up opportunity and mobility to communities that have traditionally been left behind. These projects and their continued success and progress show how much we can achieve on transit with federal support, and I’m going to continue working to get that support in the other Washington, through programs like the Capital Investment Grant and upcoming infrastructure legislation.”  

 

“This is good news for Puget Sound commuters. Every federal dollar that we get helps keep Sound Transit’s light rail expansion moving and gets us closer to building a transit spine from Everett to Tacoma,” said Senator Cantwell. “These funds will help provide four light rail stations between Shoreline and Lynnwood, and three stations between Kent and Federal Way.”

 

The CIG program is a discretionary funding program for the construction and expansion of new and existing fixed-guideway public transit systems such as heavy rail, light rail, commuter rail, bus rapid transit, streetcars, ferries, and certain corridor-based bus systems. Agencies applying to the CIG program work closely with the FTA through rigorous project development and engineering phases, after which the FTA decides whether to give the project a grant agreement and the corresponding federal dollars.

 

In 2020 and 2018 respectively, Sound Transit and FTA entered into Full Funding Grant Agreements (FFGA) for the Federal Way Link Extension and Lynnwood Link Extension projects. These agreements include federal commitments to help fund these projects along with a local funding match. The grants announced today will go directly to Sound Transit to continue work on these projects, and come in addition to previously committed federal funding for the project, saving Sound Transit a combined more than $252 million they originally would have had to spend on the projects.  

 

“This funding is critical to delivering the largest transit expansion program in the nation, providing thousands of jobs while we combat rising congestion and climate change,” said Sound Transit CEO Peter Rogoff. “We thank Senator Murray and Senator Cantwell for enabling these transformative investments, and for continuing to advance their pending bill to help close our affordability gap for future extensions by providing up to $1.9 billion in additional pandemic relief.”

 

Federal Way Link Extension Project

Sound Transit’s Federal Way Link Extension Project will receive a grant for $158,583,550 in American Rescue Plan CIG funding to supplant part of the local share in the FFGA that Sound Transit originally agreed to pay for the project. The project is a 7.8-mile light rail transit (LRT) line that will extend from the existing Angle Lake Station to the Federal Way Transit Center in south King County.  FTA entered into a FFGA with Sound Transit for the project in in January 2020.

 

Lynnwood Link Extension Project

Sound Transit's Lynnwood Link Extension project will receive a  grant for $94,047,724 in American Rescue Plan CIG funding to supplant part of the local share in the FFGA that Sound Transit originally agreed to pay for the project. The project is a 8.5-mile extension to the light rail system from the Northgate station in King County to the Lynnwood City Center Station in Snohomish County. FTA and Sound Transit  entered into a FFGA for the project in December 2018.

 

Senators Murray and Cantwell have both been strong advocates in Congress for securing and strengthening federal investments in Washington state transportation priorities, including previously helping Sound Transit to secure a $1.4 billion federal commitment for the Federal Way light rail extension, making the project possible. Senators Murray and Cantwell were also instrumental in securing more than $1.2 billion in federal funding commitments for the Lynnwood Link extension project in 2018.

 

Earlier this year, Senators Murray and Cantwell introduced the Public Transit Capital Investment Relief Act of 2021. The legislation would provide relief for public transportation agencies through the CIG Program by increasing the federal cost share of the total project cost for qualifying projects that are under construction or near completion. In Washington state, there are currently two major transit projects that would qualify for an increase in federal cost sharing under the legislation: the Lynnwood Link Extension and the Federal Way Link Extension, both in Seattle. Senator Murray’s legislation would increase funding for the Lynwood Link Extension by a projected $978 million and for the Federal Way Link Extension by $948 million.
