The Kansas City (MO) Star, 1/25:

List of 50 infrastructure projects used by Trump transition team came from consulting firm

A draft list of 50 major infrastructure projects compiled and shared by President Donald Trump’s transition team was put together by a Washington-based consulting firm, McClatchy has learned.

The list surfaced in documents obtained Tuesday by The Kansas City Star and News Tribune of Tacoma, Wash., both McClatchy papers. McClatchy reported that the Trump team had given the list to the National Governors Association.

The list of projects is not a final decision of the Trump administration’s priorities. States were advised that their suggested infrastructure projects were not binding.

“Once the new Administration takes office, there will be a more formal process for states to submit information,” the National Governors Association’s letter reads. “Projects will be chosen through a more formal process as well.”

The Trump administration, according to the National Governors Association, would prioritize projects that were considered national security or public safety emergency projects, those that had at least 30 percent of initial design and engineering work already completed, and those that would create jobs and had potential for increased domestic manufacturing.

Several publications picked up on Tuesday’s story, some questioning if certain states were omitted from consideration based on political calculations. California and Rhode Island, for example, were two heavily Democratic-voting states that did not have any infrastructure projects on the Trump transition team’s initial list.

Chicago Business Journal, 1/25:

Trump's infrastructure plan includes two Chicago rail projects

A pair of transportation sites in Chicago are among the 50 national infrastructure projects proposed by the Trump administration, according to a McClatchy report.

Trump, who promised during his campaign to address national infrastructure needs, identified two local initiatives that he wants the federal government to support: The redevelopment of Union Station and the modernization of the CTA's Red and Purple lines.

AP via ABC News, 1/25:

Senate Dems propose $1 trillion infrastructure plan

Senate Democrats on Tuesday offered a plan to spend $1 trillion on transportation and other infrastructure projects over 10 years, challenging President Donald Trump to join them on an issue where they hope to find common ground.

Democrats estimate their plan would create 15 million jobs. The plan includes $210 billion to repair aging roads and bridges and another $200 billion for a "vital infrastructure fund" to pay for a variety of transportation projects of national significance.

Infrastructure was raised at a meeting Monday between Trump and lawmakers from both parties. Senate Minority Leader Chuck Schumer, D-N.Y., said Democrats pitched their plan to Trump and asked for his support. Schumer said he also warned Trump that doing so would mean he'd have to "go against" elements of the Republican Party. Trump acknowledged that and seemed open to working with Democrats, he said.

Progressive Railroading, 3/1:

AAR offers rail-policy ideas for Trump's infrastructure plan

In his first speech to a joint session of Congress, President Donald Trump said last night that he will send lawmakers a bill calling for a $1 trillion investment in the nation's infrastructure.

Although the president provided few details, he said the nation's "crumbling infrastructure will be replaced with new roads, bridges, tunnels, airports and railways gleaming across our beautiful land."

The package will be financed through public and private capital, the president added.

Earlier in the day, Association of American Railroads (AAR) President Ed Hamberger outlined a five-point policy position on infrastructure investment in an open letter to Trump.

Progressive Railroading, 10/5/17:

House rail subcommittee hears from industry stakeholders

The House Transportation and Infrastructure Committee's Subcommittee on Railroads, Pipelines and Hazardous Materials yesterday held a hearing to gather stakeholders' perspectives on what's needed to improve the nation's rail infrastructure.

Several representatives of railroad and transportation labor organizations testified before the subcommittee members. The hearing was held as the subcommittee and committee prepare for the Trump administration's infrastructure package proposal.

Subcommittee Chairman Jeff Denham (R-Calif.) opened the hearing by encouraging rail industry witnesses to comment on ways to improve existing federal funding, such as the Railroad Rehabilitation and Improvement Financing and railroad grant programs.

Progressive Railroading, 10/12/17:

Sound Transit's Rogoff urges Congress to sustain federal funding for transit

At a congressional hearing yesterday, Sound Transit Chief Executive Officer Peter Rogoff called on lawmakers to continue providing federal funding for transit agencies.

Testifying before the U.S. House Subcommittee on Highways and Transit, Rogoff said he was encouraged by President Donald Trump's stated goal to rebuild U.S. infrastructure. However, Rogoff said he's disappointed by the administration's fiscal-year 2018 budget proposal that would undermine those goals.

AAR news release:

AAR Statement on Trump Administration's Infrastructure Principles

WASHINGTON, D.C. – February 12, 2018 – Edward R. Hamberger, president and CEO of the Association of American Railroads (AAR), issued the following statement in reaction to infrastructure principles released today by the Trump administration.

“The private freight rail industry commends the Trump administration for formally beginning the discussion on infrastructure legislation with this document today. The sector particularly welcomes the efforts to streamline the federal permitting processes, including in the proposal's attempt to codify Executive Orders into law while also strengthening existing processes. At its core, however, the most important aspect to any such package remains the integrity of the Highway Trust Fund. Policymakers should make every effort to return surface transportation funding to a truly equitable, user-pay system as originally designed."
