During the Blizzard of 1996, NYC saw snowfall amounts ranging from a low of 20 inches in Central Park to over 30 inches in other areas. IIRC, the LGA saw about 28 inches. The subways in southern Brooklyn that come above ground and run in a depressed trench were the only ones that were forced to shut down for a while. And that was largely due to the fact that there is no place to push the snow out of the way and the blowing winds push all the snow above down into the trench. Otherwise, all other subways kept running. That included the El's, ground level subways, and of course the actual subways.
Alan,

Take care and take trains!

SEPTA Storm Plans For Wednesday, February 10
Customers Urged To Check For Possible Service Disruptions

February 09, 2010

In advance of the major snow storm expected on February 9 & 10, SEPTA has announced it will operate the transportation system for as long as safely possible, but customers should be prepared for the possible cancellation of service, on a route by route basis, as the storm progresses.

The safety of our customers and employees remains paramount in the face of these unprecedented dangerous winter storms.

SEPTA will attempt to give customers at least a one-hour notice of service cancellations via the broadcast news media, http://www.septa.org/ , and our Twitter account. Information is also available by calling SEPTA Customer Service at (215) 580-7800.

Regional Rail service will operate with reduced capacity on all lines. Significant delays can be expected as the storm progresses.

It is strongly recommended that customers heading toward Center City from outlying areas use the terminus stations of the Broad Street Line and Market Frankford Line. On the Broad Street Line, the stations are Fern Rock to the north and Pattison Avenue to the south. For the Market-Frankford Line, the stations are 69th Street to the west and Frankford Transportation Center to the east. Both subway lines will also operate throughout the night time hours on a half-hourly basis.

Extra efforts will be made to maintain service on the following major bus and trolley routes:

City Bus Routes 14, 21, 23, 27, 33, 47, 52, 55, 60, 66, 79, C and R

City Trolley Routes 10, 11, 13, 15, 34 and 36

Suburban Bus Routes 93, 96, 99, 104, 109, 110, 113, 124, 125 and 130

Trolley Routes 101 and 102

The Norristown High Speed Line, is always susceptible to drifting snow and will likely be suspended.

Customized Community Transportation (CCT), which provides reserved transportation for senior citizens and the disabled, will operate tomorrow only for customers with reservations for dialysis treatment.

Bus routes that normally operate in private areas such as corporate business parks, shopping malls and college campuses will not enter those properties.

From Philadelphia, PA Inquirer, 2/9/10:

SEPTA: No guarantees during snowstorm

Planning to take the train or bus or trolley to work tomorrow?

How are you going to get home?

So far, SEPTA officials aren't saying if they'll cancel bus, train or trolley service, or when, as the region braces for its third big snowstorm of the winter. Unlike the other two, this one is coming in middle of a work week.

Continue here.

Here is the reason for the R3 Police Activity:

Train hits unoccupied car in Delco

A SEPTA train struck an unoccupied car stopped on the train at an intersection in Delaware County tonight, an agency spokesman said.

None of the crew or eight passengers on board were hurt, said SEPTA spokesman Andrew Busch.

The outbound R3 Media-Elwyn train hit the car at Woodland Avenue in Rutledge Borough shortly before 9:30 p.m., Busch said.

A bus was sent to the location to take the pasengers to their destinations, Busch said. Service was halted on the line, likely for the night.
