KFOX-TV14, El Paso, TX, 9/29:

El Paso, Juarez Light Rail Line Approved

EL PASO, Texas -- In just a few years, a light rail line could transport thousands of people from Juarez to El Paso and back again.

On Tuesday, Juarez Mayor Jose Reyes Ferriz and most of the Juarez city council accepted a resolution from the El Paso city council, saying the two cities will work together to create a commuter line between the sister cities.

El Paso Times, 9/30:

Juárez mayor: Light rail can exist by 2013

EL PASO -- A light-rail commuter train that will take people from the southernmost neighborhoods of Juárez to the international bridges in Downtown could be in service as early as 2013, officials from there said Tuesday.

Getting that train to cross the border into El Paso, though, will require the help of elected officials here, Juárez Mayor José Reyes Ferriz said on Tuesday during an El Paso City Council meeting.

"This is a certainty. We are going forward with these plans," Reyes Ferriz said. "And we are working with the leadership on this side of the border to make sure that a border-crossing line becomes a reality."

These guys have a very ambitious vision:

The city councils of El Paso and Las Cruces earlier this year began a study into the possibility of extending the RailRunner line down to this region -- a venture that could cost El Paso at least $1 million per mile of track.

Reyes Ferriz said the light-rail line his city would build could serve as a connector to the RailRunner if it was expanded to Chihuahua, as local officials hope.

Well which is it? Light rail or commuter?

If they are going to extend RailRunner to El Paso and then beyond into Juarez, would they also need a light rail line between El Paso and Juarez?

And yes border crossing is an issue. On a rapid transit or commuter line that makes multiple stops, you're going to have to do a customs inspection at the border since you can't pre-screen people at one central location. Probably one reason the San Diego Trolley does not actually cross the border (aside from political and territorial issues), but it stops just steps from the international border crossing so people can be screened on foot.

this project isn't at all likely to happen... ever. the federal process wouldn't even make possible a 2013 start date without an international border involved (even if it were just traditional commuter rail).

And not even a mention of PCCs running between El Paso and Juarez until 1974 !

Hooray! :D Maybe Brookville Equipment Co. will get the contract to return the derelict El Paso PCCs to life.
