Article is confusing as subject jumps around to San Francisco and Las Vegas.

I think the meaning here is that with the public skeptical about the California HSR project, and with X-Train appearing to go nowhere fast, the entire system could be built by the same entity so that the Las Vegas service is a branch off the service within California. Both would be dependent on the other and would share trackage over the common segment between Palmdale and Los Angeles.
