MTA Awards Contract to Repair and Harden the South Ferry 1 Station

Station Submerged in 15 Million Gallons of Water and Extensively Damaged as a Result of Superstorm Sandy
 
 
 

The Metropolitan Transportation Authority (MTA) has awarded a $193.8 million contract to Judlau Contracting, Inc., to rehabilitate the new South Ferry station and include elements that would protect the station from flooding in the event of future damaging storms.

 

MTA New York City Transit (NYCT) had previously awarded a contract and work has been completed to remove all damaged finishes and equipment from the South Ferry station. NYC Transit has also implemented interim measures to protect the station from a storm surge, including emergency egress bulkheads at station entrances.

 

In October 2012, Superstorm Sandy sent 15 million gallons of salt water into the new South Ferry station, destroying all electrical and mechanical systems and components and filling the entire structure from the track level to the mezzanine, a depth of 80 feet. The flood water, a mix of seawater, sewage, and debris, caused extensive damage to the station and critical equipment.

 

“While the old South Ferry Station has been brought back into operation as a temporary replacement, it is obsolete and is not ADA compliant,” said MTA Chairman and CEO Thomas F. Prendergast. “Reopening the new South Ferry station complex and protecting it against future storms is an MTA priority. It will improve access to Lower Manhattan for thousands of customers and is part of our commitment to ‘Build Back Better.’”

 

The 31-month contract awarded November 26 includes leak mitigation, replacement of track, mechanical, electrical, signal, and communications equipment, as well as ceiling and wall panels and other damaged assets. Other work to be performed under this contract consists of:

• architectural finishes; civil work; structural steel work;

• HVAC work; new ventilation system;

• new pumping equipment;

• refurbishment of two elevators and five escalators;

• fire protection;

• new traction power system and;

• miscellaneous electrical work at two circuit breaker houses and a ventilation plant.

 

The project will incorporate strategies to protect NYCT’s property, equipment and employees from future flooding. Resiliency measures will protect components of the underground station, including electrical and traction power equipment, mechanical systems, plumbing fixtures, communications equipment, and instrumentation/control devices and will include retractable flood doors at the station entrances. Other entry points for water such as vents, manholes and hatches, conduits, and ducts will also be hardened.

More than $343 million will go toward rehabilitating the South Ferry Terminal Station, Sen. Charles Schumer said Wednesday.

 

The funding, part of the Federal Transit Authority's Emergency Relief program, will be used to rehabilitate the station following Superstorm Sandy and protect against future flooding. Schumer, Sen. Kirsten Gillibrand and Rep. Jerrold Nadler helped secure the money.

U.S. Senators Charles E. Schumer and Kirsten Gillibrand and Congressman Jerrold Nadler today announced over $343 million in federal funding for South Ferry Terminal Station, a MTA New York City Transit recovery capital project post Superstorm Sandy. Mayor Bill de Blasio highlighted the importance of the funding and repairing this key transit hub. The funding is being awarded through the Federal Transit Authority’s Emergency Relief program.

 

“Superstorm Sandy seriously damaged our critical infrastructure, like the South Ferry Terminal Station, and this federal funding will help make sure the subway station is better protected in the event of another mega storm,” said Senator Schumer. “I am pleased to announce over $343 million in federal Sandy-relief funding to help make sure our subways are stronger than ever before.”

Jerrold Nadler.   "Closed since Superstorm Sandy hit, the South Ferry Terminal Station suffered extensive damage.  This funding will rehabilitate the South Ferry Terminal Station to a State of Good Repair and protect the restored infrastructure from future flooding.  The South Ferry Terminal is a key piece of New York City Subway system that is used by neighborhood residents, workers, tourists and commuters and when it is again operational it will greatly improve the efficiency of the entire Seventh Avenue subway line."

This funding will make an enormous difference in repairing and better protecting a key transit hub, as we implement a comprehensive plan to ensure that Lower Manhattan - and the city at large - will be safer and better prepared in the event of an emergency," said Mayor Bill de Blasio. This funding for this program was appropriated in the Sandy Relief Bill, which Schumer, Gillibrand and Nadler fought hard to secure. Funding in the amount of $34,395,855 will be awarded to the MTA through the FTA’s Emergency Relief program. This recovery project was added to the MTA Capital Program in July 2013 in response to the storm and was not previously part of any capital plan prior to Sandy. This project will rehabilitate the South Ferry Terminal Station to a State of Good Repair and protect the restored infrastructure from future flooding. The rehabilitation work will include leak remediation and repairs to the station, rail tracks, line equipment, signals and power equipment. Flood protection measures will include hardening of station entrances, vents, manholes, hatches conduits and ducts.

Feds hand over $343 million in Sandy funds for South Ferry

 

One of the many challenges currently facing the MTA involves the lingering damage from Superstorm Sandy. Although it’s been nearly 2.5 years since the storm and its surge swept through New York, the MTA has repaired only two of the damaged subway tunnels, and the rest are seemingly on borrowed time. The agency simply can’t spend the money fast enough and can’t take multiple tunnels out of service at the same time. So long as the infrastructure holds up enough, the MTA can make the repairs over the next few years, but it’s a battle against the corrosive effects of saltwater and time.

South Ferry Station's Main Entrance to Close for 9 Months: MTA

 

The South Ferry subway station's main entrance on Whitehall Street will be closed for nine months as the station undergoes repairs for damages sustained during Sandy, according to the MTA.

Well this sort of got overshadowed today by negative news of a derailment elsewhere in Manhattan, but it's a long time coming in light of the fact that Superstorm Sandy happened almost 5 years ago.   From NBC New York, 6/27/17:

 


 

South Ferry Subway Station Reopens 5 Years After Sandy Flooding

 

 

The South Ferry subway station has reopened nearly five years after Superstorm Sandy flooded it with 15 million gallons of water.

 

The station on the No. 1 line reopened Tuesday after more than $340 million worth of repairs.
