From MTA website:

MTA Prepares for Storm

The MTA has activated all its storm-fighting forces across New York City Transit subways and buses, Metro-North Railroad, Long Island Rail Road and MTA Bridges and Tunnels. For safety of customers and MTA personnel, all MTA services are subject to being delayed, curtailed or suspended during a storm as significant as the one currently forecast. MTA personnel are preparing for the possibility of snow and ice building up overnight and possible high winds, and customers are urged to monitor this page for service status before leaving home Thursday.

See below for specifics from each division.

MTA New York City Transit:

NYC Transit Prepares for Storm

New York City Transit subway trains will be stored on underground express tracks during mid-day hours to protect them from the elements, which will affect express service on portions of some subway lines. The 220 outdoor track miles of the subway system are more susceptible to weather-related conditions and will be monitored closely. The Rockaway A S, Sea Beach N, Flushing 7, Brighton B Q and the Dyre Av 5 Lines are particularly vulnerable to accumulating snow and ice and service may need to be temporarily suspended while snow blowers are dispatched to clear snow from the tracks. In addition, some overnight track work has been canceled and FASTRACK on the A C in Brooklyn has been canceled for the remainder of the week.

The Department of Buses began to install tire chains on buses last night and all buses operating in the storm will be equipped with tire chains to enhance their traction on snow and ice. However, even with tire chains, buses will be susceptible to delays based on road conditions and topography. Articulated buses will be removed from service overnight, and supervisors and tow trucks will be posted throughout the city to respond quickly to any buses which are unable to move because of road conditions.

More than 1,000 subway workers will be on duty when the storm hits to clear snow and ice from subway stations, starting first with those stations located outdoors. Depending on the pace and timing of the storm, not all 468 subway stations may be cleared of ice and snow by the beginning of rush hour, so customers are urged to use extreme caution on all staircases and platforms.

Paratransit customers may also experience additional travel and wait times. Customers may want to reconsider travel, unless medically necessary.

MTA Long Island Railroad:

LIRR Prepares for Storm

Railroad crews are armed with chainsaws to clear fallen trees that could block trains, and pre-positioned rail-mounted snow fighting equipment is ready to combat snow accumulation along the tracks. Special train cars modified to put antifreeze on third rails to keep them clear of ice are ready for deployment.

For Thursday, Feb. 13, LIRR plans to operate on a normal weekday morning rush-hour schedule. Extra personnel have been called in to keep platforms clear of snow and ice. The railroad will activate switch heaters and will run trains throughout the night to patrol for weather-related problems.

MTA Metro North Railroad:

Metro-North to Operate Reduced Service on Thursday, Feb. 13

For Thursday, Feb. 13, Metro-North will operate reduced service due to the winter storm with some local and express trains that serve adjacent stations being combined and making additional stops.

This service plan represents 75% of our regular service and is based on projected lower ridership and our efforts to minimize the effects of the storm on our equipment and infrastructure. The combined trains were chosen to minimize customer impacts and to get customers to their destination within 10-15 minutes of their normal time.

See the schedules page for train times. See PDFs of the schedules.
Customers should take care when traveling during inclement weather and allow for additional travel time. Please use caution when entering and exiting trains, and on platforms and staircases.

Also check this website and the news media for updates, listen for station announcements, sign up for email alerts, and download the Metro-North Train Time App for iPhone and Android users.

The latest Connecting Services information is available here.

New York City Transit

The N Sea Beach Line, A S Rockaway, 7 Flushing, B Q Brighton, and 5 Dyre Av lines are more vulnerable to accumulating snow and ice. We are also closely monitoring conditions on these outdoor lines for potential suspensions for snow removal.

In addition, Bronx <6> Express subway service and Queens <7> Express subway service is suspended. All service on those lines will run local until further notice.

Subway trains will stored underground on express tracks tonight -- express service will be impacted on portions of certain lines into Friday. De-icing subway cars are in operation. Additionally, subway trains equipped with scraper shoes will keep ice off the third rail.

All buses in service have tire chains but service may still be curtailed based on road conditions.

Long Island Rail Road

The LIRR is operating four extra, early-afternoon trains today from Penn Station for those customers looking to leave work early due to the winter storm conditions. They supplement the weekday schedule that we are running on today.

There is extremely limited service restored on the Port Jefferson Branch: once an hour between Hicksville and Huntington, and every two hours between Huntington and Port Jefferson. In addition, there are scattered 15 to 20 minute delays system-wide on the LIRR’s other branches.

LIRR Huntington/Pt Jefferson Branch Service Advisory

The canceled eastbound Huntington trains are:

The 4:00 PM train from Penn due in Huntington at 5:07 PM
The 5:06 PM train from Penn due in Huntington at 6:07 PM
The 5:17 PM train from Penn due in Huntington at 6:21 PM
The 5:35 PM from Penn due in Huntington at 6:34 PM
The 6:08 PM train from Penn due in Huntington at 7:18 PM
The 6:56 PM train from Penn due in Huntington at 8:04 PM

Westbound train service between Port Jefferson and Hicksville will be suspended during the PM Peak service.

We apologize for the inconvenience; however snow and ice accumulations over the electrified third rail prevent the safe operation of electric service.
LIRR crews will be wo
rking after the PM rush hour tonight to clear snow and ice from the third rail between Hicksville and Huntington and clear the Right of Way to Port Jefferson.

The LIRR’s goal is to provide normal AM service on the Huntington/Port Jeff line as well as on our other branches. We are monitoring overnight snowfalls and conditions closely across the LIRR system.
We experienced greater than anticipated accumulations on the Huntington/Port Jeff branch which lead to suspension of service in that area for much of the day.

MTA Metro North website:

Explaining Today's (Friday, Feb. 14) Service Plan

This morning, due to the severe impact of the winter storm and low projections of ridership, Metro-North operated on a Saturday schedule, and we plan to do so for tonight's evening rush.

The result of this decision, based on forecasts and made last night with the storm still in progress, was not satisfactory. We apologize, but also want our customers to understand the decision.

The following factors were taken into account:

Based on the forecasts projecting one MORE foot of overnight snow accumulation in the service area, we developed a service plan we could deliver, with a plan to add trains as necessary. Why schedule fewer trains? No railroad wants to offer an aggressive service plan that it could not deliver. And no railroad wants to run more trains than necessary in storm conditions that could damage equipment or infrastructure or worse, result in passengers stranded in dire circumstances.

Another reason for operating a Saturday schedule is the need to limit the use of track switches and interlockings. These mechanisms, where trains change from one track to another, increase capacity and allow us to operate more trains. But they have moving parts and cannot function when snowbound. So a Saturday schedule can enable more reliable service by allowing the railroad to "straight track" operations and enabling Metro-North crews to focus on clearing key infrastructure points first.

In fact, we operated every train we committed to operate this morning and then provided 14 additional trains to address crowding. The service plan provided 40% of AM weekday capacity. Clearly, this was not sufficient. But with the additional trains, we increased capacity to 55%.
For today's PM Peak we will operate a Saturday schedule with extra trains available on stand-by at Grand Central. Metro-North representatives will be available at Grand Central to supplement PA announcements and assist customers with train departure information.

Throughout this storm, our employees have been working around the clock to maintain equipment and infrastructure, to clear all station platforms, to dig out all train yards and to get you where you need to go. Throughout the night, mechanics in the shops were tuning up the trains to prepare them for morning service and making repairs as needed.

Four patrol trains operated through the night to clear snow from the third rail, which provides power to the electric fleet. Track workers and signal maintainers continue to dig out switches. Mechanics are stationed at Pelham in case trains have difficulty making the "changeover" from third rail to catenary power.

We hope this gives our customers a better understanding of why we provided the service we did this morning.

Metro-North Railroad

For Friday, February 14, Metro-North is operating a Saturday schedule due to the severe impact of the winter storm on our service territory. Our crews continue to dig out switches and ensure rail cars are ready for service.

As of 11 AM, 68% of customers traveled on Metro-North. To serve this ridership level, extra trains will operate out of Grand Central during the PM Peak when they are needed to accommodate ridership. Customers should listen for announcements regarding extra train service. Metro-North representatives will also be in Grand Central to assist customers with train departure information. The plan will provide 77% of service with the extra trains.

Long Island Rail Road

The MTA Long Island Rail Road will be running regular evening rush hour service on Friday, February 14. LIRR personnel worked around-the-clock, since the storm hit on Thursday, to clear snow from tracks and station platforms. However, some platforms may still be slippery. Customers are advised to allow extra travel time and use caution on platforms and stairs and while boarding/exiting trains.
