ST. PAUL, Minn. -- Minnesota's No-Fault Insurance Act doesn't extend to passengers on light rail transit lines, which was a huge surprise to a woman injured this month on the Green Line.

This incident reminds me of similar situation that occurred in Carlisle, PA.  A police officer cited a handicapped woman for drunk driving when he observed her operating an electric scooter in an erratic manner.  The woman fought the ticket in court, and the judge tossed the case because, according to Pennsylvania law, a battery-powered scooter is not a motor vehicle; therefore not subject to motor vehicle code.     Sloan
