Mark I beg to differ on the transit following a freeway corridor. I am no fan of median based rail lines, because while they give stuck vehicle drivers something to look at and wish they were on, the negative is both air and noise pollution associated with the traffic that affects passengers waiting at the stations.  I have used the Green Line LRT in Los Angeles (in the middle of the I-105 freeway) or the Red Line rapid transit in Chicago on the Dan Ryan Expressway as good examples.  A noise barrier, while it would benefit the neighborhood, would just lock the vehicle noise into the trough and make the decibel level worse for waiting rail passengers.  It also makes stations and thus the entire transit line more expensive, as stations have to be built with parking lots and pedestrian bridges or tunnels to straddle the highway.

Kevin:  I'm not saying I would have preferred the freeway route--I myself would have wanted the Aurora Avenue (SR 99) route as the walk shed for passengers would have been denser there than along the chosen route.  Of course, businesses and residences would have had to be removed for that route versus minimal such disruption with the freeway line.  That said, the trains (between Northgate and Lynnwood) will not run in the median but rather mostly east of the freeway before crossing over and ending up on the west side.  Perhaps as regards noise and air pollution there is no significant difference, but at least--and again if no tall noise barriers or retaining walls block passengers' line of sight--half of the passengers would be able to look out to that golf course or suburban-type scenery with abundant greenery, rather than cars and trucks if it were indeed in the median between north and south freeway lanes.  Also, part of the line will be elevated in spots, further reducing at least "sight pollution" where passengers would be forced to look out on adjacent freeway lanes.  Such median routes must indeed be miserable for all the reasons you cite.  But yes, those waiting at the stations could be subject to less than desirable atmospheric and noise situations.  Perhaps some design innovations at the stations might ameliorate those issues.

Light rail to Snohomish County takes another step forward with final design contract

 

 

Light rail service to Snohomish County takes a big step forward today as Sound Transit moves ahead with a final design contract for the 8.5 mile rail extension.

 

Sound Transit today issued a formal notice to proceed on the $73.7 million final design contract with the HNTB Jacobs Trusted Design Partners joint venture.

 

A trip from Lynnwood to downtown Seattle will take 28 minutes and the extension is expected to carry up to 74,000 riders each weekday by 2035.

 

Today's step follows news in February that the project received approval from the Federal Transit Administration to move into final engineering work and is in line for up to a $1.2 billion grant through the FTA New Starts program.

 

Cost estimates for the Lynnwood Link extension range from $1.5 to $1.7 billion. Also included in Sound Transit's request for federal funding are other elements needed to support the extension, including 34 new light rail vehicles and a portion of a new light rail maintenance facility, bringing the total project cost to approximately $2.3 billion. A final budget will be established in 2017 with construction scheduled to begin in 2018 and open for service in 2023.

 

The line will extend north from the Northgate Link extension that is currently under construction and is scheduled to open in 2021.

 

Last year the Sound Transit Board selected the final alignment and station locations for Lynnwood Link. Trains will run along the I-5 corridor from Northgate to Lynnwood with four new stations at Northeast 145th Street, Northeast 185th Street, the Mountlake Terrace Transit Center at 236th Street Southwest and at the Lynnwood Transit Center. New parking structures at 145th, 185th, and Lynnwood Transit Center will add approximately 1500 park and ride spaces within the I-5 corridor as part of the project.

Last year the Board also directed staff to plan for potential future stations at Northeast 130th Street in Seattle and 220th Street Southwest in Mountlake Terrace. The light rail tracks in those areas will be built to accommodate construction of future boarding platforms in a way that would not severely impact service.

 

Lynnwood Link is the northernmost of the more than 30 miles of Sound Transit 2 light rail extensions approved by voters in 2008. By 2023, Sound Transit is also scheduled to open an eastward extension to Mercer Island, Bellevue and Redmond's Overlake area, and a southward extension to the Kent/DesMoines area. By 2030, Link is expected to carry more than 280,000 riders each weekday.

 

This June the Sound Transit Board is expected to adopt a package of potential transit expansion projects to put before voters in November. The current Sound Transit 3 draft expansion package includes a light rail extension from Lynnwood to Everett. Public invited to review, comment on latest light rail station designs

 

Sound Transit will host three public meetings next week to present the latest designs for three of the Lynnwood Link light rail extension stations.

 

The 30 percent design open houses in Lynnwood, Shoreline and Mountlake Terrace offer a chance for the community to provide feedback on station designs, station names, public art and other station-related projects.

 

Each open house will focus on the station design in that area. All open houses will be held from 6-8 p.m. A brief presentation starts at 6:10 p.m. and the public is invited to stop in at any time.

 

Lynnwood Link opens in 2023 and will provide a 26-minute trip from Lynnwood to downtown Seattle. For more information on the 2008 voter-approved Lynnwood Link extension see: www.soundtransit.org/lynnwoodextension

Welcome to the Lynnwood Link Extension (LLE) email list if you are a newcomer and thank you to those who have already been receiving these email updates. Email updates continue to be one of the best ways to stay updated on the LLE project and opportunities for public involvement, so stay tuned!

 

2016 was a busy year for the LLE project. Our staff, in coordination with jurisdictional and transit agency partners, started the LLE project's final design phase and began further refining the project's guideway, stations and operating systems. The 30%, 60% and 90% (ready for construction) milestones during this phase are named for their association with a general level of design "completeness". 30% design was completed in the fall and we are working to finish 60% this spring. The LLE project anticipates starting early construction in late 2018 and opening for service in 2023.

Summary of the 30 percent station design open houses

In November of 2016, the LLE project outreach team hosted three open houses and an online open house featuring the 30% station designs an update on project progress and an opportunity for public comment. Over 4,000 people actively engaged with the project during this time both in person or online.

 

Project staff received over 175 comments and answered many questions during these open houses. Topics included ridership, pedestrian and bike access, bus coordination, parking and general excitement about the project. All comments gathered from the public are being shared with the project design team as they continue with 60% design.

 

Coming up next will be an additional opportunity for public involvement when the project reaches the 60% final design milestone, anticipated for this spring. If you were not able to make the November 2016 open houses or are interested in reviewing the materials displayed, please visit our document archive.

 

Participation by the numbers

  • More than 400 people attended three public open houses

Sound Transit received over 650 station name suggestions during its open houses in November 2016.

 

The Sound Transit Board is expected to adopt station names this spring or summer. We will send out notifications with the results.

As part of its commitment to sustainability, Sound Transit hosted a one-day plant salvage in April at the future Lynnwood Link site. More than 35 community members, equipped with shovels, pots and gloves showed up to take home hedges, hardscape and flowers. Thanks to the neighborhood (and staff volunteers) for braving the spring wind and drizzle to make this event successful!

Lynnwood Link light rail extension receives $100 million federal appropriation

Funds are first installment of proposed $1.174 billion Full Funding Grant Agreement

 

 

With Congressional approval of the Federal Fiscal Year 2017 Appropriations Bill, Sound Transit will receive $100 million in federal funds for its Lynnwood Link Extension that will begin construction next year. The funding is the first installment of a potential $1.174 billion full funding grant agreement for the project, which in 2023 will extend light rail service from Northgate to Shoreline, Mountlake Terrace and Lynnwood. The President is expected to sign the bill into law this week.

 

"Thanks to the tireless leadership of Sen. Patty Murray and other members of our congressional delegation, Sound Transit will again be able to move confidently ahead with bringing light rail to Lynnwood," said Sound Transit Board Chair and Snohomish County Executive Dave Somers. "Now in final design, Lynnwood Link is slated to start construction next year, with planned completion in 2023. Maintaining promised federal funding is critical to keeping this voter-approved project on track."

 

"Communities in Washington state and across our country deserve a federal government that not only partners with them on infrastructure projects, but also one that gives transit agencies the certainty they need to carry out long-term projects," said Senator Murray, a senior member of the Senate committee that oversees transportation funding. "I'm glad Congress was able to come together on this bipartisan deal to keep current projects on track, and I look forward to continuing to fight for investments that allow communities to plan, create jobs, improve public transportation, and move our economy forward."

 

"We're hitting 'go' on a massive capital investment program that will give our citizens a real way out of ever worsening congestion. Federal funding will continue to be a critically important contributor to our success," said Sound Transit CEO Peter Rogoff. "This first grant installment for Lynnwood Link will help us finally deliver light rail to Snohomish County and get thousands of daily riders off of the traffic on I-5." 

 

Congress approved $100 million in Federal Fiscal Year 2017 funding as part of a $1.174 billion Full Funding Grant Agreement (FFGA) under the Federal Transit Administration (FTA) Capital Investment Grant Program, also known as the "New Starts" program. Engineering approval by the FTA last year enabled the agency to move forward with final engineering work on the extension and gave the project its second-highest possible rating under its competitive grant process. The $1.174 billion FFGA is scheduled to be executed in 2018.

 

Federal partnerships are key to delivering the regional high-capacity transit system and the FTA's Capital Investment Grant Program has been a significant source of funding for the light rail system. Lynnwood Link would be the third light rail project to receive an FFGA.

 

The $54 billion system expansion approved by voters last November assumes an additional $4.7 billion in federal funding, most of which is from the FTA Capital Investment Funds program.

 

Trains on the Lynnwood Link Extension will run along the I-5 corridor from Northgate to Lynnwood with four new stations including Northeast 145th Street, Northeast 185th Street, the Mountlake Terrace Transit Center at 236th Street Southwest and at the Lynnwood Transit Center. The project will be built to accommodate the potential for future stations at Northeast 130th Street in Seattle and 220th Street Southwest in Mountlake Terrace. New parking structures at 145th, 185th, and Lynnwood Transit Center will add approximately 1,500 park and ride spaces in the corridor as part of the project.

 

Construction on the 8.5-mile long light rail extension is scheduled to begin in 2018.

 

By 2021, Sound Transit will complete light rail to the U District, Roosevelt and Northgate. In 2023 trains will reach Mercer Island, Bellevue, Overlake/Redmond, Shoreline, Mountlake Terrace and Lynnwood. From there, Sound Transit will keep building until the agency has completed the 116-mile system. Next up will be extending light rail to Federal Way and downtown Redmond in 2024. From there, continuing expansions will focus on Tacoma, West Seattle, Ballard, Everett, South Kirkland and Issaquah.

 

Commuters from the Lynnwood Transit Center will enjoy 13-minute rides to Northgate Mall, 18-minute rides to the U District, 26-minute rides to downtown Seattle and 60-minute rides to Sea-Tac Airport.
