SEPTA.org:

Market Frankford Line A/B Skip Stop Pilot Program
Beginning April 16, 2018

Effective Monday, April 16, SEPTA will begin a pilot program to change the hours of A/B skip stop service for AM weekday travel as follows:

  • A/B skip stop service will be in effect until 8:00 a.m.
  • At 8:00 a.m. All Stop service will begin

Evening A/B stop service will not change.

This pilot is based on changing customer travel patterns at current A& B designated stations and will be in effect until the summer schedule change - June 10, 2018.

During this time, ridership at stations will be carefully monitored and SEPTA will evaluate this information to determine next steps.

Please Note: permanent station signage, including line maps, will not be changed during the period of this pilot.

I believe SEPTA had skip-stop A/B service on the Market-Frankford Line until recently.... probably before the major rehabs on both the Frankford and West Philadelphia ends.  So if that is the case, this is nothing new.. They're just restarting what they had once before.

My read says this pilots a temporary change to curret skip-stop "and will be in effect until the summer schedule change - June 10, 2018."

SEPTA  will then evaluate ridership data collated tor a possible future change.
