DART Blue Line South Oak Cliff Extension Update

The Final Local Environmental Assessment (EA) is complete as of May 2013. The Draft Local EA was available for review during a 30-day comment period October 1 to October 31, 2012.

The Final Local EA documents the transportation and environmental impacts associated with the construction and operation of the South Oak Cliff (SOC-3) Blue Line Extension as compared to a No-Build Alternative. A broad range of environmental categories were assessed. Comments received on the Draft Local EA are addressed in the Final EA. The Final EA also includes the Mitigation Monitoring Program to ensure that any mitigation is incorporated into the project during final design and construction.

Progressive Railroading, 1/24/14:

DART begins South Oak Cliff Three Line extension

Today, Dallas Area Rapid Transit (DART) and Dallas city officials will officially launch the South Oak Cliff Three Line extension.

More here. I haven't figured out yet why they are calling it the Three Line instead of the Blue Line. I had not heard of any plans to re-designate the routes by number instead of color.

Construction starts on Dallas LRT extension

THE mayor of Dallas Mr Tennell Atkins formally launched construction of the southern extension of the Dallas Area Rapid Transit (Dart) Blue Line to University of North Texas (UNT) Dallas campus on January 24.

Story here.

DART is not changing from color routes. They still have Blue, Red, Green and Orange. The term South Oak Cliff Three Line extension (usually written SOC (3)) is used by the engineers to designate the project and contract under discussion. This project is the third and last segment to be built through the South Oak Cliff neighborhood of Dallas. It.will only be used by the Blue Line. The confusion came because the PR Department issued press releases and posted on the DART website using the term South Oak Cliff Three Line extention instead of just calling it a Blue Line extension as it will be operated.

DART website:

Phase One of Ledbetter Station Redesign Project Restricting Parking Access, Effective March 2015

Ledbetter Station customers parking at the station are encouraged to exercise both caution and patience as major construction related to the Blue Line extension to UNT Dallas begins.

When parking at the station, please uses spaces on the south and middle portions due to the presence of construction equipment and contractor access to the station.

Phases of the approximately 19-month project will include raising and lengthening both platforms, repositioning of the mobility access ramp and Kiss & Ride area, plus enhanced lighting and landscaping.

DART will provide periodic updates on potential service impacts as the project continues.

Buses will Replace Two Weekday Blue Line Trips From VA to Ledbetter, Effective Monday, March 16

Construction currently in progress at Ledbetter Station will require the partial substitution of buses for trains on two weekday trips, beginning Monday, March 16, 2015.

Trips leaving West End Station at 3:36 p.m. and 6:01 p.m. (scheduled to arrive at Ledbetter Station at 4:02 and 6:24 respectively), will terminate at VA Medical Center Station. Passengers will then board buses for the remainder of the ride to Ledbetter. Feeder buses that meet these two trips at Ledbetter will be asked to wait until the shuttles arrive.

The shuttle operation will remain in place while the west platform is replaced and resume later this year when work on the east platform begins. Repair of the station's mobility access ramp is also under way, with a shuttle bus provided to transport passengers between the parking and platform areas.

We apologize for any inconvenience. Thanks for riding DART.

With Phase I of the Dallas Streetcar and the soft opening of the MATA extension, this DART light rail segment is the last one I await before making a decision to hold another Summer RailFest in the Dallas area (last one was 2005).  It would be nice if Phase 2 of the Dallas Streetcar is open too, but it will be anyhow the longer we have to wait for the Blue Line extension.

DART's web page for the SOC-3 extension still says the target opening will be 2016. That's next year, but there are 366 possible days with the leap year. DART has been fairly adept at projecting opening dates ahead of time, and then sticking to them. In the case of the DFW Airport Orange Line extension they ended up opening several months ahead of schedule!  So... is there any indication that this segment will be opening early 2016 or late 2016?  That may spell the difference in whether our group goes to Dallas in 2016 or 2017.

Here is what transpired at the 2/18/16 meeting.

Looks like the are still going to make the goal of late 2016 for revenue service.... but they appear to have a long way to go with the stations.
