The Times, Ottawa, IL  5/13:

Residents across Illinois organize for railroad battle

Kankakee County residents will do what they can to cause the derailment of the proposed Great Lakes Basin Railroad.

Both La Salle and Grundy counties’ boards have passed resolutions opposing the project.

The goal, of at least many of those living or farming in the path of the proposed rail line, is to knock the $8 billion project off the tracks before one rail spike is ever pounded into the ground.

Norfolk Southern won't ride GLBT rails: Railroad

Norfolk Southern Railroad will not be participating in Great Lakes Basin Transportation's proposed freight line route, making it the second of the six railroads the project is focused on to announce it won't be joining in.

In a May 23 letter to the Surface Transportation Board, which is collecting comments for an environmental impact statement on the project, John Scheib, an attorney for the railroad, said officials there understand the purpose of the project is to provide Class 1 railroads with more efficient rail operations by bypassing the congested Chicago network.

"Norfolk Southern has a robust route network, with multiple routes into and out of the Chicago area and also owns its own bypass route that runs directly to Kansas City," he wrote.  .  .  .

STB extends comment period for proposed Great Lakes line, proposes rate case rulemaking

The Surface Transportation Board's (STB) Office of Environmental Analysis (OEA) has extended the public comment deadline on a draft environmental study for Great Lakes Basin Transportation Inc.'s proposed freight-rail line from June 15 to July 15.

In April, the OEA issued a notice of intent to prepare an environmental impact statement and initiate the scoping process for the proposed 278-mile line, which would run through Indiana, Illinois and Wisconsin. The office later extended the public comment period from May 16 to June 15. However, no additional extensions will be granted, STB officials said in a decision issued June 10.

The Times, Munster, IN 6/18:

Logistics pros get look at Great Lakes Basin RR

CHICAGO — The managing partner of Great Lakes Basin Transportation was in familiar surroundings Wednesday as he promoted his idea to build a freight railroad from the LaPorte area to southeast Wisconsin, circling Chicago to serve as a bypass around that congested city.

The 2016 Rail Summit brought professionals from across the country and throughout the supply chain to the Urban League Club of Chicago, where Patton was once president, for a day-long series of seminars on railroads, ports, waterways and long-haul trucking.

Patton and Great Lakes Basin President Jim Wilson argued during afternoon breakout sessions that the proposed railroad would provide valuable service to cargo haulers throughout the country.

"We could give connectivity to the entire North American rail network," Wilson said.

GLBT formal application on hold

While the federal Surface Transportation Board has extended the comment period for a proposed freight rail line that would slice through southern Lake and Porter counties for another month, those behind the project have yet to file a formal application.

Great Lakes Basin Transportation's founder and managing partner Frank Patton and its president, Jim Wilson, said they would file their application later this year, after getting feedback from the federal agency on the comments and concerns submitted as part of the Environmental Impact Statement process.

Progressive Railroading, 7/11:

STB wants alternative routes for Great Lakes Basin's proposed rail line

The federal Surface Transportation Board (STB) has told Great Lakes Basin Transportation Inc. that it needs to provide details on alternatives to its preferred alignment for the company's proposed 278-mile freight-rail line around Chicago.

In a July 5 letter from the STB's Office of Environmental Analysis (OEA), the board told the company that it must submit by Aug. 29 the alternative alignments — or an explanation if the company can't provide alternatives — before the OEA can issue a "final scope of study" for the environmental impact statement (EIS).

"In addition to the route initially proposed by an applicant when the EIS process begins, the board's EISs typically evaluate a number of proposed potential alternative alignments and more minor route various, as well as the no-action (no-build) alternative," wrote OEA Director Victoria Rutson.

Chicago Tribune "Post Tribune," 8/5:

Federal agency begins look at proposed freight line

The fate of a proposed freight train line with a route that would cut through southern Lake and Porter counties is in the hands of the three-person Surface Transportation Board.

The federal agency will determine whether Great Lakes Basin Transportation's proposal for a 278-mile rail line from Milton, Wis., to LaPorte will move forward as proposed, be completed on an alternate route, or not constructed at all.

The agency's Office of Environmental Analysis will review more than 3,500 comments and documents submitted over the past few months and collected at meetings along the route. That office will put together an environmental impact statement on the proposed freight line, a project officials have said would take two to three years.

The Times, Munster, IN 8/30:

Rail line backers want 3 more weeks to submit alternatives

Great Lakes Basin Transportation has asked federal regulators to give it until Sept. 20 to come up with alternative routes for its proposed 278-mile rail line around Chicago.

The federal Surface Transportation Board in a July 5 letter asked Great Lakes Basin Transportation to submit alternative routes by Monday. Under the company's original proposal, the double-tracked freight line would run from southeastern Wisconsin into Illinois and through Lake, Porter and LaPorte counties in Indiana.

Great Lakes Basin Transportation Chairman Frank Patton said the request was delivered Monday afternoon, with his company needing more time to prepare some of the detailed engineering required.

STB gives Great Lakes more time to propose alternative route

The Surface Transportation Board (STB) has granted Great Lakes Basin Transportation's (GLBT) request for a deadline extension to file an alternative route for its proposed freight line around Chicago.

In an Aug. 31 letter, the STB's Office of Environmental Analysis granted GLBT an extension until Sept. 20 to respond to the office's request for an alternative route.

GLBT files alternate route plan for proposed railroad line

Officials with Great Lakes Basin Transportation filed an alternate route plan this week that shaves more than 21 miles off the route of the proposed freight line and takes it further away from Lowell Middle School.

The proposed route, filed with the federal Surface Transportation Board Tuesday and released online Thursday, also runs south of Westville instead of through the city limits. Modifications also were made to the route in Illinois and Wisconsin, where it originates, but it is unchanged as it runs through southern Porter County.

The alternate route, according to the filing, will allow operating speeds up to 70 mph, and GLBT used public response "to adjust its network design and create a new preferred route." The new route, as submitted, is about 260 miles; the original route was 281 miles.
