Anaheim’s proposed 3.2-mile, $318 million streetcar – which would make it shorter and yet more expensive than Santa Ana’s proposed streetcar project – probably won’t meet its ridership projections and could prove a financial burden on the taxpayer.

<p>OCTA</p>Plans for Orange County, Calif.’s first modern streetcar got a major boost Tuesday when President Barack Obama included $125 million for the OC Streetcar in his budget for next fiscal year, signaling federal endorsement for the much-anticipated project.  

The OC Streetcar is planned to travel along a 4.1-mile route from the Santa Ana Regional Transportation Center, through Downtown Santa Ana and the Civic Center, along the Pacific-Electric right of way, and connect to a new multimodal transit hub at Harbor Boulevard and Westminster Avenue in Garden Grove.

Up to six streetcars are planned to run along the route, stopping every 10 minutes during peak hours at 10 stations in each direction. On the current schedule, construction for the OC Streetcar would begin in late 2017, with service beginning in 2020.



The inclusion of the OC Streetcar in the president’s budget puts the project into the federal funding pipeline on the path to receiving up to half of the project’s cost from federal funds. Within the next two years, the FTA will consider a full-funding grant agreement, which finalizes the total project funding amount from the New Starts program.

“The OC Streetcar has earned the support of the local businesses and residents of Santa Ana and Garden Grove and now we are seeing officials at the federal level recognize what a strong transportation project this is,” said OCTA CEO Darrell Johnson. “We look forward to partnering with the federal government as we continue toward construction.”

The OC Streetcar, now in project development, is intended to provide easy connections for people traveling from trains and buses to employment, retail and recreational areas in the heart of Orange County.
<p>OCTA</p> The Orange County Transportation Authority is the lead agency developing the project, which is expected to cost about $289 million overall. OCTA has been working with the Federal Transit Administration through the federal New Starts program. Other funding is coming from various state and local sources, including Measure M, the county’s half-cent sales tax for transportation improvements.

Last year, the project took several steps forward when it earned state and federal environmental clearances, hired HDR to manage the project and selected a designer, HNTB, to advance the streetcar plans.

March 03--ANAHEIM -- Katella Avenue, Disney Way and Harbor Boulevard are the roads city officials say a $298.7 million streetcar should travel to get people from the ARTIC transit hub to Disneyland and the Convention Center.

The Orange County Transportation Authority's board (OCTA) approved the hiring of RNL Interplan to complete conceptual design for the Orange County Streetcar's stations, the agency announced yesterday.

ORANGE – Plans for Orange County’s first modern streetcar took several important steps forward this week when the OCTA Board of Directors approved a series of actions to help facilitate the design and construction of the project. At its meeting on Monday, the actions of the Orange County Transportation Authority board, included:

  • Selecting RNL Interplan as the firm to complete the conceptual design of each of the OC Streetcars station stops. A team of architects and urban designers will work with the community to plan a suitable design for each of the stops along the route.
  • Releasing a request for proposals for a firm to manage the construction of the OC Streetcar project. The successful firm, to be selected based on qualifications, staffing and a proposed work plan, will give input on the design to ensure that it can be built and will manage its construction.
  • Approving respective cooperative agreements with the cities of Santa Ana and Garden Grove – the two cities where the OC Streetcar will be built – for the design phase of the project. The agreements identify roles and responsibilities, including financial responsibilities, for the design phase.

The OC Streetcar, now in project development, is intended to provide easy connections for people traveling from trains and buses to employment, retail and recreational areas in the heart of Orange County.

The OC Streetcar project has reached several milestones, but its latest was the final step before county authorities negotiate a federal funding grant agreement that could cover up to half of the total capital cost.

Streetcar Apparently Still a Possibility in Anaheim

 

Among the very first actions of Anaheim’s new city council majority this year was to, once and for all, put an end to plans for any sort of streetcar project in the city.

OCTA Considers Faster Bus Service or Streetcar for Heavily-Used North and Central County Routes

 

The Orange County Transportation Authority’s (OCTA) plans for the future could give public transportation in the county’s north and central areas a boost, including the possibility of two streetcar routes along north Harbor Boulevard and Westminster Avenue.
