Amtrak NEC tweet 6:50 PM:

Service restored between Philadelphia, PA and Baltimore, MD following track condition issues. Expect residual delays.

From MARC, their delays on NEC due to the Amtrak issue:

Penn Line delays near Baltimore

Update #8: Train 642 is on the move north to Penn Station and Martin Airport. Trains 544 and 446 will follow soon after a northbound Amtrak train clears.

Update #7: Expect a 15-20 minute delay in the departure of Train 544 (9:00pm) from Washington due to the very late operation of Train 449.

Update #6: Train 449 is on the move south from West Baltimore. Trains 642, 544, and 446 will move once two or three trains come south from Baltimore due to extreme congestion in Penn Station.

Update 4 Correction: Train 449 is not on the move, however, the transfer is nearly completed. Trains 642, 544, and 446 continue to hold south of the disabled Amtrak train. Updates will follow.

Update 5: Train 451 (7:35pm departure from Penn Station) is cancelled due to the disabled Amtrak train south of Baltimore. Train 449 (6:25pm departure from Penn Station) is still south of Baltimore transfering Amtrak passengers and will make scheduled stops at BWI, Odenton, Bowie State, and New Carrollton.

Train 448 (7:40pm departure from Union Station) is cancelled. The next northbound Penn Line train will be Train 548 departing Washington at 9:00pm.

Update 4: Transfer is completed and train is headed south, currently 80 minutes late.

Trains 642, 544, and 446 will be moving north once several trains come south. There is extremely heavy train congestion in and around Penn Station now, with no platform tracks available. Trains must depart southbound from Baltimore before any northbound trains can enter Penn Station.

Update #3: Train 449 is transfering passengers from the disabled Amtrak train. This is blocking both tracks north of West Baltimore. Train 642 (5:50pm departure from Union Station) is holding at West Baltimore, currently 23 minutes late. Delays to Trains 544 (6:23pm departure) and 446 (6:40pm departure) are likely. Updates will follow.

Update #2: Train 449 is back in Baltimore, operating 30 minutes late. The disabled Amtrak train does not have lights or air conditioning, so MARC 449 will stop and transfer passengers. Expect 20-25 minutes additional delay.

Update: Train 449 is reversing into Penn Station to operate around the disabled Amtrak train. Estimated 15-20 minute delay, updates will follow.

Due to a disabled Amtrak train south of Penn Statation, MARC trains may be delayed between West Baltimore and Penn Station. Currently MARC 449 (6:25pm departure from Penn Station) is stopped behind the disabled train. Updates to follow.
