Norfolk Southern Service Alert Hurricane Isabel Isabel, a major hurricane, continues to track in the general direction of the U. S. and is currently located about 500 miles east of Nassau, Bahamas. It remains likely that Isabel will come ashore sometime Thursday along the Mid-Atlantic coast. The exact location cannot be determined at this time and could range from North Carolina to Long Island. In prepartion of anticipated activty of Hurricane Isabel, Norfolk Southern has initiated contingency plans in order to prevent injuries and property damage, to aid in clearning up in the storm's aftermath and resuming operations as quickly as possible. Hurricane Isabel - Update


September 16, 2003

Norfolk Southern continues to monitor the progress of Hurricane Isabel
and implement contingency planning. Although the storm has been
downgraded, it remains a major hurricane and a potential threat to parts
of the Eastern Seaboard. Operating Divisions along the Eastern Seaboard
and particularly in mid-Atlantic region have begun preparations
including placing additional staffing on call and staging personnel,
ballast, and equipment in key locations. Some locomotives and equipment
are being moved from coastal and low lying areas to higher ground.

Customers with questions regarding specific shipments moving to or from
this area should contact the National Customer Service Center at (800)

Hurricane Isabel - Tuesday p.m. Update


September 16, 2003. 4:21 p.m.


Norfolk Southern continues to implement precautionary measures in
advance of Hurricane Isabel. A Hurricane watch has been posted from
Chincoteague, Va., to Little River Inlet, S. C., and for portions of the
Chesapeake Bay. Equipment is being moved from coastal areas in this
region and low lying areas prone to flooding. Additional precautionary
measures are being taken at Norfolk and at other locations which may be
impacted by this storm. It is anticipated that curtailment of service
may begin in some areas on Wednesday, depending on the path of the
storm, to provide for the safety of NS employees and to enable employees
in the affected area to take care of families and homes.

Hurricane Isabel - Update


September 17, 2003


A Hurricane Warning is in effect from Cape Fear, NC to Chincoteague, VA,
including Pamlico and Albemarle Sounds as well as the Chesapeake Bay
south of Smith Point. Local, State, and Federal authorities are
recommending preparations to protect life and property. Some mandatory
evacuations are in effect in coastal areas of North Carolina and
Virginia. The center of Hurricane Isabel is expected to make landfall
in Eastern North Carolina during the day on Thursday; the precise timing
and location is uncertain but the impact of the storm will cover a wide
area.

Norfolk Southern has implemented contingency planning and every
precaution is being taken to assure the safety of employees and prevent
damange to facilities, equipment, and shipments. This includes the the
movement of equipment and shipments that have not yet placed within
customer facilities, out of coastal and low lying areas prone to
flooding. Norfolk Southern is also beginning to hold trains normally
scheduled to move into eastern Virginia and North Carolina and position
them to allow for movement of equipment and shipments out of the
impacted region; this will also allow for quicker movement once
conditions improve so as to minimize inconvenience to our customers.
Operations in the region will be adjusted along the path of the storm as
it approaches. Personnel, equipment and supplies such as ballast that
may be needed for track clearing or repair have positioned near the area
so that operations can be restored to normal as quickly as possible and
as conditions allow.

Customers with shipments to or from this areas should expect delays.

Special note to customers with committed service agreements: Force
majeure is invoked effective 6:00 PM (Eastern), September 17, on all
traffic moving to, from or through Eastern Virginia and Eastern North
Carolina.

Hurricane Isabel - Update

September 18, 2003


The effects of Hurricane Isabel continue to be felt along coastal area
in North Carolina and Virginia. As the storm moves inland heavy rains may
cause severe flooding along the Potomac, Susquehanna and Delaware river basin,
as well as smaller streams in New Jersey and Delaware and the eastern parts
of Maryland, Virginia and North Carolina and the commonwealth of Pennsylvania.
Over the next 48 hours, operations in several key market areas in the northeast
will be impacted due to high winds, heavy rain, and flooding. This includes
operations in Maryland, Delaware, and Pennsylvania, particularly on Friday.

Personnel, equipment and supplies such as ballast that may be needed for track
clearing or repair have positioned near the area so that operations can be
estored to normal as quickly as possible and as conditions allow.

Customers with shipments to or from these areas should expect delays. For
information on specific shipments, please contact the National Customer Service
Center (800) 635-5768.

Special note to customers with committed service agreements: Force majeure
was invoked effective 6:00 PM (Eastern), September 17, on all traffic moving to,
from or through Eastern Virginia and Eastern North Carolina and continues in effect.
Effective 3:00PM, September 18, force majeure is extended to include New Jersey,
Delaware and Pennsylvania.

Hurricane Isabel - Update

September 22, 2003, (sent at 8:43 a.m.)


Service levels are returning to normal in the aftermath of Hurricane
Isabel. All major routes are open, however commercial power outages
continue to impact operations in eastern Virginia, particularly between
Crewe and Norfolk, Virginia. Generators and additional support have
been moved into this area but customers with traffic moving to, from, or
through this area should expect 12-18 hour delays.

Special note to customers with committed service agreements: Force
majeure is lifted effective 12:01 AM, September 22, 2003, in all areas
except Eastern Virginia. Force Majeure remains in effect on shipments
normally moving from, to, or via stations between Crewe and Norfolk,
Virginia.

Hurricane Isabel - Final Update

September 25, 2003


Service levels continue to improve to near-normal conditions in the
aftermath of Hurricane Isabel. All commercial power impacting
operations in eastern Virginia is expected to be restored today.

Special note to customers with committed service agreements: Force
majeure is lifted effective 12:01 PM, September 25, 2003, in Eastern
Virginia.
