GDC Notes Progress on Hudson Tunnel Project

The Gateway Development Commission (GDC) on May 5 reported “significant progress and early work beginning in 2023” on the Hudson Tunnel Project, the largest component of the Gateway Program.

 

The GDC Board of Commissioners passed a resolution that finalizes agreements among funding partners on the Hudson Yards Concrete Casing – Section 3, described as “the vital portion of the Hudson Tunnel Project linking the new Hudson Tunnel directly to Penn Station New York, for which President Biden announced a $292 million MEGA grant in January.” The resolution allows work on this element to move into construction, which is expected to begin during 2023.

 

GDC also highlighted other early work projects for the new Hudson Tunnel beginning construction or procurement this year. Those include the Tonnelle Avenue Overhead Bridge and Utility Relocation Project in New Jersey, where construction is expected during 2023, and as the Hudson River Ground Stabilization project and construction of the Palisades Tunnel, where the procurement processes are anticipated to launch in the coming weeks.

Federal Transit Administration approves project’s advance to engineering phase

 

WASHINGTON — The federal government has committed $6.88 billion to the Hudson River Tunnel project, the long-discussed additional connection between New York and New Jersey that will eventually double capacity into and out of New York’s Penn Station.

 

News of the funding commitment was tucked somewhat innocuously into a Federal Transportation Administration press release announcing that the FTA had given permission for the tunnel project to enter the engineering phase. In its seventh paragraph, it noted that “Once all financial, technical, and legal requirements are completed, FTA’s anticipated funding commitment to the Hudson River Tunnel project will be $6.88 billion, subject to annual appropriation of funds by Congress.”

 

But elected officials on both sides of the Hudson celebrated the funding commitment, with U.S. Sen. Chuck Schumer (D-N.Y.) saying on Twitter that the project will receive “the largest federal infrastructure grant in history,” and U.S. Sen. Cory Booker (D-N.J.) using the same platform to say, “This historic $6.88B federal investment … is a win for regional connectivity and economic growth.”

Project Expected to Create More than 72,000 Jobs, Reduce Delays for 200,000 Commuters, and Grow the Economy

 

WASHINGTON -- Today, the Biden-Harris Administration is taking a critical step forward on one of the largest infrastructure projects in American history: the revitalization and expansion of the Northeast Rail Corridor, specifically the Hudson River Tunnel (HRT) project between New York and New Jersey. Thanks to the President's Bipartisan Infrastructure Law, the Federal Transit Administration (FTA), part of the U.S. Department of Transportation, informed the Gateway Development Commission (GDC) that the Hudson River Tunnel project has received approval to enter the Engineering phase of the FTA Capital Investment Grants (CIG) program

 

Once the project begins, it is expected to create more than 72,000 American jobs in the region. "Every day, 200,000 people pass through the North River Tunnel, and a closure affects not just the entire Northeast Corridor, but the entire country," said U.S. Transportation Secretary Pete Buttigieg. "Today, we are proud to announce that the Hudson River Tunnel project is entering the Engineering phase, moving us a huge step closer to finally revitalizing and expanding this century-old piece of American infrastructure." 

 

The Hudson River Tunnel project is part of the Gateway Program, a series of strategic infrastructure investments designed to improve rail service in New York and New Jersey. The Hudson River Tunnel project is particularly critical because the existing North River Tunnel serving Penn Station is more than 110 years old and was severely damaged during Superstorm Sandy in 2012. While the tunnel has been repaired frequently, its age and damaged condition present reliability concerns for more than 200,000 people who travel through the tunnel on more than 400 trains every weekday. According to a study by the Northeast Corridor Commission, commuters in 2020 were delayed more than 210 hours due to maintenance issues. 

 

The Hudson River Tunnel project will build a new two-track rail tunnel from the Bergen Palisades in New Jersey to Manhattan, directly serving New York Penn Station and rehabilitating the existing North River Tunnel. Additionally, as part of the construction, nearly 5,000 new affordable housing units will be created in the adjacent Hudson Yards. The project will improve New Jersey Transit and Amtrak service for a region that impacts more than 20 percent of the nation’s economy. If the North River tunnel were to shut down for one day, it would cost the United States more than $100 million. 

 

"Hundreds of thousands of Americans travel under the Hudson River every day, not just between New York and New Jersey but between points all along the East Coast," said FTA Administrator Nuria Fernandez. "FTA is proud to invest in the Hudson River Tunnel, through the CIG program, so these rails can continue to carry millions of people and billions of dollars that help define our country's economy every year."

 

Once all financial, technical, and legal requirements are completed, FTA’s anticipated funding commitment to the Hudson River Tunnel project will be $6.88 billion, subject to the annual appropriation of funds by Congress. The overall project cost is approximately $17.18 billion.

 

In addition to the Hudson River Tunnel project, U.S. DOT has provided support for the Gateway program including through a CIG grant agreement for Portal North Bridge, a Mega grant for the Hudson Yard Concrete Casing, which will provide the opening of the new Hudson River tunnel on the New York side, and most recently a RAISE grant for Tonnelle Avenue, which will provide the opening of the tunnel on the New Jersey side. The Hudson River Tunnel project is also under consideration for Federal Railroad Administration grant funds. 

 

While moving into the Engineering phase means the Hudson River Tunnel project is one step closer to accessing billions of dollars in anticipated federal funding, this step also allows GDC to incur costs for engineering activities, demolition and utility relocation, property acquisition, and other non-construction costs, including procurement of specialized equipment and materials.

 

The CIG program is a multi-step, multi-year funding opportunity to help communities carry out transformational transit projects nationwide. More than five dozen potential projects are currently in various phases of the CIG "pipeline," covering 23 states and every time zone. The program received a significant authorization boost thanks to President Biden's Bipartisan Infrastructure Law – up to $23 billion over five years to invest in new high-capacity transit projects – helping meet the growing demand for federal transit support.

Hudson Tunnel Project: $6.88B CIG Grant

The Gateway Development Commission (GDC) announced July 6 that the Hudson Tunnel Project has entered the Engineering Phase of the Federal Transit Administration’s (FTA) Capital Investment Grants (CIG) Program, and that the FTA had updated the project to receive an up to a $6.88 Billion CIG Program grant.

 

The announcement clears the way for the Hudson Tunnel Project to receive the vast majority of the federal funding needed for full construction. GDC said it expected the remainder of federal funding to become available to the project through the approximately $4 billion in Federal-State Partnership for Intercity Passenger Rail Grant Program, Rebuilding American Infrastructure with Sustainability and Equity (RAISE), and Consolidated Rail Infrastructure and Safety Improvements (CRISI) Grants that have already been applied for.
 
Taken together, the CIG funding, along with other federal components and Amtrak’s contribution, mean the entire project is poised to have the Federal funding it needs to undertake early work construction this year, and major construction in 2024. In addition, the States of New York and New Jersey and the Port Authority of New York and New Jersey have committed to fully funding the local share of the project.
 
The next phase of the CIG Program process is negotiating and reaching a Full Funding Grant Agreement (FFGA) between the FTA and GDC, as the Project’s Sponsor, which is expected in 2024.

New Subway and Rail Tunnels Are Coming! Eventually.

We got a fresh look this week at the Second Avenue Subway extension into Harlem. The MTA showed renderings of the project’s Phase II, the second of four parts, which will take the line from 96th Street up to 125th and over to Lexington Avenue, where it can link up with the Metro-North station and the 4-5-6. Good news, albeit at a cost of $6.9 billion or possibly more. The first train will run, suggests the MTA, in eight years. Fingers crossed for that — both the project and its timeline.

 

Within a couple of days, we also heard that a partial deal is in place to dig the desperately needed pair of new tunnels under the Hudson, serving Amtrak and NJ Transit. This one is a race against the clock, because the two tubes now serving Penn Station are a century old, were damaged by Hurricane Sandy, and desperately need to be closed down for rehab work.  . . .

Murphy says ‘the biggest policy mistake of the past 50 years in New Jersey’ was Christie’s decision to cancel Gateway tunnel project

 

Murphy told NBC’s Chuck Todd on “Meet the Press” Sunday that “the biggest policy mistake of the past 50 years in New Jersey” was Christie’s decision to cancel the construction of a new tunnel between New York City and New Jersey in 2010. Murphy said that if the construction was not halted, the new tunnels would have been completed five years ago.

 

“The tunnels that exist were built in 1910,” Murphy said. “They’ve been damaged severely over the years. This is two new rail tunnels under the Hudson River. It’s a game changer for New Jersey commuters but tragically the — the project that was cancelled by my predecessor would have been opened five years ago. So, we’re going to get it but it’s sadly later than it should have been.”

Hudson Tunnel project lands more federal funding, marks start of work

Friday ceremony marks start of construction on casing to connect tunnel to Penn Station

 

NEW YORK — The much-delayed Hudson Tunnel project to build a new connection between New Jersey and New York’s Penn Station has received an additional $3.8 billion in federal funding.

 

The additional funding brings the federal commitment to the $16.1 billion tunnel project to more than $11 billion, Bloomberg reports. It was announced Friday by Sen. Chuck Schumer (D-N.Y.) at a event in Manhattan’s Hudson Yards area featuring Transportation Secretary Pete Buttigieg, New York Gov. Kathy Hochul, and other officials. That event was to mark the start of construction on the third of a eries of underground concrete casings providing a connection between the tunnel and Penn Station.

 

“This is a day that I know that this city, this region, this country has been looking for and waiting for for a very long time,” Buttigieg said, while Hochul said “years of inaction, excuses, delays and the infighting are finally over. We’re now heralding in a new era of working not against each other but working together to accomplish great things.”

Hudson Tunnel Project Receives More Federal Aid; Reduces States’ Need

 

NEWARK/NEW YORK – The GDC submitted its final financial plan to the FTA; The Hudson Tunnel project will receive more federal aid and reduce the need for funding from New York and New Jersey.

 

In North Jersey, the Gateway Development Commission (GDC) submitted its final financial plan before it reaches a full funding grant agreement with the FTA. This is in an effort to secure funding for the Hudson Tunnel Project. RT&S reported on December 5th that the GDC announced the beginning of construction on the project. On December 27th, the GDC CEO Kris Kolluri sent a letter to the Board of Commissioners outlining the progress on the project. Now, the 136-page document details federal grant commitments and how much “is being paid by the local parties, including New York, New Jersey, and the Port Authority, and how cost overruns will be handled.” The FTA will review the financial plan and require a number of remaining documents (including credit assessments, legal agreements, etc.) from the commission before finalizing said agreement.

More federal aid lowers cost of Gateway rail tunnel project under Hudson for NJ, NY

 

The Gateway Development Commission has submitted what is expected to be its final financial plan before reaching a full funding grant agreement with the Federal Transit Administration to secure the final piece of its funding for the $16.1 billion rain tunnel project under the Hudson River.

In the last year or so, the commission has secured a number of grants or increases in grants that significantly raise the federal cost-sharing of the project, which includes construction of a new two-track rail tunnel under the Hudson River to connect with New York Penn Station, followed by major renovation of the existing two-track tunnel, which dates from 1910 and was seriously damaged by Superstorm Sandy in 2012.

Gateway commission awards delivery partner contract for Hudson Tunnel Project

 

The Gateway Development Commission (GDC) Board yesterday awarded the delivery partner contract for the Hudson Tunnel Project to MPA Delivery Partners, a joint venture of Parsons Corp.Arcadis of New York Inc. and Mace North America Ltd.

 

GDC will maintain oversight of all elements of the project. MPA will provide project management support in key areas, including interface risk management, cost and schedule assurance, safety and quality management, and innovation and value engineering. In addition, MPA will provide construction management support in the form of field management and safety, quality and compliance support.
