SPRINGFIELD, Ill. — State legislators have proposed a plan to merge Chicago’s three transit agencies and their parent organization into a single entity, and provide $1.5 billion in additional funding for the new organization, WTTW-TV reports.

 

The 621-page HB 5829, introduced by state Rep. Evan-Dina Delgado (D-Chicago) would create the Metropolitan Mobility Authority, replacing commuter rail organization Metra, the rapid-transit Chicago Transit Authority, bus organization Pace and the Regional Transportation Authority; creates an office of transit-oriented development; and seeks to have the state enact zero-emission vehicle requirements “identical in substance” to California’s, among other provisions. A brief companion bill, HB 5828, provides the $1.5 billion in funding.

 

“I imagine a time where riders will enjoy a seamless experience where they can easily jump on a bus or a train, feel safe, feel comfortable, pay one universal fare and arrive at their destination on time,” Delgado told WTTW.

Merge CTA, Metra and Pace? Lawmakers debut fix amid pushback from suburbs, transit agencies

 

State lawmakers unveiled an ambitious plan Monday to fold Metra, Pace and the CTA into one supersized agency that would replace the Regional Transportation Authority.

 

Proponents promised benefits such as a universal fare and more efficiency, but the seismic shift will be anything but a smooth ride in Springfield.

“We know that our current regional transit system needs improvement to provide integrated and community-centered service for all of our residents,” Democratic state Sen. Ram Villivalam of Chicago said during a Union Station briefing.

Republican state Sen. Don DeWitte of St. Charles supported the idea of consolidation under a stronger RTA but opposed the new board structure.

“I believe one of the reasons we are here … is because of years of mismanagement and fiscal instability have put the CTA in such dire straits that I don’t believe they can survive without a continued revenue subsidy coming from the suburbs.

State Lawmakers Push To Merge CTA, Metra And Pace
 
The proposed legislation would create the Metropolitan Mobility Authority and bring an additional $1.5 billion for annual transit funding.
 

CHICAGO — State lawmakers proposed new legislation on Monday that would overhaul public transportation in northeastern Illinois by merging CTA, Metra and Pace under a single agency. 

 

The bill, sponsored by Sen. Ram Villivalam (D-Chicago) and Rep. Eva-Dina Delgado (D-Chicago), is part of a package that also creates an additional $1.5 billion in annual transit operational funding.

The bill, backed by the Illinois Clean Jobs Coalition, essentially erases each of the independent transit agencies and establishes a regional entity called the Metropolitan Mobility Authority. That new agency would eliminate the Regional Transportation Authority, which currently oversees the three transit agencies. 

 

The Metropolitan Mobility Authority would be tasked with overseeing all bus, rail and paratransit operations.

  A good deal for the suburbs? Transit merger proposal raises questions about finances, fairness      

 

 

 

Ripple effects continue from a proposal to abolish the boards of Metra, Pace, the Chicago Transit Authority and the Regional Transportation Authority and merge the four agencies into one.

 

Story

 

I thought that RTA already was the oversight agency for CTA, PACE, and Metra.  Sounds like they want to abolish even the RTA and start a brand new mega-agency.

 

 

 

Interestingly, the RTA plans to pilot a regional day pass that works on CTA, Metra and Pace this summer or fall. The regional day pass will allow riders to seamlessly transfer between transit agencies and be a step forward in simplifying fare policy, officials said.

 

Isn't the Ventra card already accepted across CTA, PACE, and Metra?  Why not just be able to load a universal day pass onto the existing Ventra card?   It does not sound that complicated.... other than CTA & PACE use flat fares and Metra is zone based.

Metra applauds Senator Ram Villivalam and Representative Eva-Dina Delgado for their leadership in Springfield and for starting the conversation about the future of public transportation in northeast Illinois in the wake of COVID-19 pandemic. We share the view that this is an opportunity to improve public transportation for this and future generations.

 

We all have the same goals to be the best in the nation when it comes to transit. Public transportation has long played an essential role in the regional economy, providing residents with safe, fast, affordable, and reliable connections to jobs, schools, friends, families, and much more. We all recognize the need for a thriving, efficient and effective system and we will all strive for a solution that preserves and improves transportation’s essential role.

 
Before, during and after the pandemic, Metra and its dedicated, professional workforce did its part. During its nearly 40-year history, Metra earned a well-deserved reputation for providing world-class service to the six-county area, while being a wise and responsible steward of funding from its riders and regional taxpayers.
 
However, Metra is facing a fiscal cliff in 2026, just like its sister agencies in the region, CTA, and Pace, and like other transit agencies across the country from California, New York, Pennsylvania, and even in our nation’s capital – Washington, D.C. Some peer agencies are facing a fiscal cliff even sooner.  It is caused by the pandemic-related changes to work patterns and commutes, which appear to be permanent. And it cannot be solved with fare increases and/or service cuts without devastating, counterproductive consequences.
 
Metra responded responsibly to the pandemic, taking steps that protected public health and its bottom line while providing critical service for essential workers and responding to the changing needs of its riders. It cut service when ridership plummeted but immediately adopted service restoration principles that prioritized consistent, frequent trains, memorable service patterns, new express service, transfers, reverse commutes, and regional equity.
 
Metra put those principles in action with new schedules on most lines. It also adopted a new strategic plan with a new vision for Metra – to provide fast, frequent service throughout the day, not just in rush periods. And even during the middle of the pandemic, it carried out a pilot reduced fare program with Cook County that promoted equity in disadvantaged communities. We are one of the first in the nation to do so.  
 
And Metra has taken a variety of other recent steps that demonstrate its commitment to its riders and to fiscal responsibility:

  • Launched a major initiative to rehabilitate and make accessible more than a dozen stations on the Metra Electric Line.
  • Ordered at least 200 state-of-the-art, multilevel cars that will be more comfortable, accessible, reliable, and safe than the outdated gallery cars they will replace.
  • Ordered eight two-car, battery-powered/zero emission trainsets, making Metra one of the first agencies in the nation to pursue this innovative technology.
  • Ordered and began taking delivery of 24 remanufactured SD70-MACH locomotives, which will significantly increase reliability and decrease pollution.
  • Adopted a major revision to its fare structure that customers can easily understand, that encourages ridership, simplifies onboard fare collection, and meets Metra’s financial and technical constraints.
  • Created a new customer service training program and a new Customer Response Team to provide riders with top-notch customer service.
  • Installed new, easy-to-use ticket vending machines at major stations, with a goal of installing them in every station over the next few years.
  • Launched a new train-tracker that provides riders with the most up-to-date train arrival and schedule information.
  • Installed new passenger information signs at numerous stations that provide information from the train-tracking system.
  • Implemented a new policy, facilitated by the installation of new racks on dozens of railcars, to allow bikes on every train.
  • Started a new pilot program with Cook County and RTA to provide reduced fare rates to low-income riders.
  • Started a new pilot program with the University of Illinois at Chicago to provide reduced fare rates to its students.
  • Agreed to work with IDOT to provide new rail service between Chicago and Rockford.
  • Continued its in-house railcar and locomotive rehab programs, saving Metra $172.2 million to date versus outsourcing and keeping jobs and dollars in Illinois and Chicago.
  • Started a major Diversity, Equity, and Inclusion initiative.
  • Carried out well-received initiatives such as Holiday Trains, Earth Day cleanup, special weekend service on the Heritage Corridor, Toys for Tots drive and more.
  • Carried out numerous marketing initiatives that promoted Metra as the safest, most affordable, and most reliable travel option.

 
Metra is grateful for the generous aid it has received from federal, state, and local sources throughout its history and especially during and since the pandemic.
 
We deeply appreciate all of the work by the President, our congressional delegation, the Governor, and the Illinois General Assembly, for their strong support for public transportation and our riders through the region.

How a CTA, Metra, Pace merger would work

 

A new state proposal aims to consolidate public transit in Chicago and its suburbs.

 

Why it matters: Supporters of the Metropolitan Mobility Authority Act say putting the CTA, Metra and Pace under one roof would allow for integrated fares and coordinated schedules among city transit, commuter rail and suburban buses.

 

Reality check: They are already under one umbrella organization, the Regional Transportation Authority (RTA).

 

Yes, but: The RTA is facing a $730 million budget shortfall in 2026 as federal COVID relief dollars dry up, and each agency operates independently with its own bureaucracy, budget and needs.

 

How it works: The RTA would become the Metropolitan Mobility Authority, with each mode of transit a division of the MMA.

Civic Federation recommends consolidation of Chicago-area transit agencies

 

(The Center Square) – The Civic Federation of Chicago is recommending the consolidation of Northeastern Illinois mass transit agencies.

 

The CTA, RTA, Metra and Pace are facing an estimated $730 million deficit in 2026. According to Civic Federation President Joe Ferguson, full consolidation into a single agency is more complicated than other options and may cost taxpayers more up front, but it is the only way to ensure the optimal use of taxpayer dollars.

 

“It is the one that realizes the greatest amount of improvement in efficacy, from accountability mechanisms, from transparency standards, but also efficiencies from the reduction of layers of paralleling bureaucracies,” Ferguson said.

How has Chicago transit ridership recovered from the pandemic?

 

The number of riders on the CTA is rebounding slower than public transportation systems in other major cities.

 

Chicago-area public transit agencies could soon face an existential crisis.

 

When ridership plummeted at the onset of the pandemic and fare revenue was gutted, $3.5 billion in COVID-19 relief funding from the federal government kept the system afloat.

 

Now, transit advocates and state legislators are raising the alarm about what happens when those dollars expire: a looming $730 million budget shortfall. In April, state lawmakers introduced a bill that would merge the region’s public transit agencies — the Chicago Transit Authority, Metra and Pace — into one agency and shore up an additional $1.5 billion in funding annually.
