AP via ABC news:

As Gustav Nears, Gulf Coast Puts Faith in Planning

With Gustav approaching hurricane strength and showing no signs of veering off a track to slam into the Gulf Coast, authorities across the region began laying the groundwork Thursday to get the sick, elderly and poor away from the shoreline.

SNIP

Residents who need help - the elderly, disabled, those without their own transportation - would be moved out by buses, bound for shelters in other Louisiana cities such as Alexandria, Shreveport and Monroe, and Amtrak trains headed to Jackson, Miss., officials have said.

Complete article.

Note: There are reports on various forums that 59 (City of New Orleans) left Chicago with 5 locomotives today. The Southwest Chief also reportedly has a third unit heading east. This could be power for a possible New Orleans evacuation.

Does anybody know if the "evacuation" cars are still staged in New Orleans?

Union Pacific Service Advisory: Thursday, August 28, 2008 - 1:00 p.m.

Tropical Storm Gustav

Union Pacific is making preparations for the arrival of Tropical Storm Gustav. The storm, with winds now up to 70 mph, is expected to continue to build to hurricane strength by as early as today. Gustav is expected to reach the Gulf of Mexico by Saturday or Sunday - possibly building to a Category 3 hurricane - with anticipated landfall somewhere along the Gulf Coast by Tuesday morning.

Rail traffic normally interchanged with the NS and CSX at New Orleans is now being directed to the Memphis and St. Louis gateways, in anticipation that officials will order the closing of the flood gates in New Orleans, blocking rail traffic into and out of the city. All interchange traffic with the NS will be directed to the Memphis gateway, along with CSX manifest traffic. Intermodal traffic interchanged with CSX will move over the St. Louis gateway.

Operations personnel are currently moving equipment out of low-lying areas, and resources are being staged in strategic locations to expedite any necessary repairs following the storm's landfall.

In the coming days, as the path of the storm is more defined and landfall location is determined, rail operations in the affected area will be suspended. Crews in the area will work to tie down equipment in UP yards and work with customers to secure equipment at their own facilities.

We will continue to provide updates on our web site as information becomes available.

Does anybody know if the "evacuation" cars are still staged in New Orleans?

Ross

No, during this past Autumn they moved the 24 car "evacuation" fleet from New Orleans back to Delaware. I recall they moved the cars in even increments (3 x 8 = 24) on the northbound Crescent.

I've wondered if they just gave up the program, or if the cars are needed elsewhere. I think among those 24 cars Illinois is going to get some to bolster their instate service.
