New Haven-Hartford-Springfield Line Remains on Schedule to Launch in 2018

(Excerpted from Construction Equipment Guide)

In a move to dramatically increase passenger rail service, work continues in Connecticut on the CTrail Hartford Line. Scheduled to launch in January 2018, the New Haven-Hartford-Springfield rail program is taking advantage of a state-of-the-art track construction machine (TCM), which is currently being used to double-track portions of the line.

“The TCM is the main component of a moving assembly line designed to install rails and ties in one efficient operation,” said assistant CTDOT rail administrator John Bernick. “Prior to start of the operation, train cars carrying fifty, 1,600-foot long rails were off-loaded and laid end-to-end on either side of the rail bed. Fifteen tie cars, each carrying 176 concrete railroad ties weighing over 800 pounds each, are towed behind the TCM.

“A mobile gantry runs back and forth along the tie cars picking up ties in bundles of eight and feeding them into the TCM via a conveyor system. While pulled along the rail bed by a bulldozer, the TCM uniformly lays the ties onto the ballast at predetermined spacing and simultaneously threads the rails onto the ties. A clipping machine attaches the rail clips to hold the completed track assembly together. The machine can assemble up to 1,000 ft. (304.8 m) of track per hour in ideal conditions, at roughly one mile of track per day.”

Prior to the use of the TCM, it would have taken months to complete the work, using either track panels, which require offsite assembly and transportation to the site, or manual installation through the use of other, more traditional track construction equipment. Amtrak contracted with Harsco Corporation to secure the equipment and staff to perform this operation. The massive TCM was moved from its previous job on the Hudson Line in New York via freight service to the job site in Connecticut.

Record-Journal, Meriden, CT 2/8/17:

State in talks with prospective operator for commuter railroad

The state Department of Transportation has chosen an operator for the Hartford Line scheduled to run 17 trains daily from New Haven to Hartford, and 12 to Springfield, but won’t release a name until details are finalized, DOT officials said Wednesday.

“We have selected a service provider but will not announce who it is until we have negotiated an agreement or a contract with them,” said DOT spokesman Judd B. Everhart. “This is because, if we can’t successfully negotiate a contract with them, we will go to the next interested service provider.”

The timing of any formal announcement will be dictated by the success of the negotiations, Everhart said, but he expects it to be this spring.

CTDOT news release. 2/20/17:

CTDOT ANNOUNCES $50 MILLION IN ADDITIONAL FUNDING FOR NHHS RAIL PROGRAM

Funds will Support CTrail Hartford Line Service

Connecticut Department of Transportation (CTDOT) Commissioner James P. Redeker today announced that the State Bond Commission approved $50 million in additional funding for the New-Haven-Hartford-Springfield (NHHS) Rail Program during its February 1, 2017 meeting.

The funding will support the design and environmental permitting for new CTrail Hartford Line stations in North Haven, Newington, West Hartford, Windsor, Windsor Locks and Enfield as well as 7.5 miles of double track from Windsor to Enfield.  This funding will also support the construction of approximately 4 miles of double track between Hartford and Windsor, which is currently underway.

Commissioner Redeker stated, “The funding approved by the State Bond Commission reinforces our State’s continued commitment to providing new regional passenger rail service on the Hartford Line, which will become the newest component of a robust and vibrant multi-modal regional transportation system.”

Scheduled to launch in 2018, the CTrail Hartford Line will offer more frequent, convenient and faster passenger rail service between New Haven, Hartford and Springfield by increasing the number of round trip trains from six daily Amtrak intercity and regional trains to a total of 17 round trip trains a day to Hartford, and 12 trains per day to Springfield.  The majority of the existing rail stations will be replaced and several new stations will be built.  The expanded service and new stations are expected to increase ridership, improve the high speed and passenger rail system serving the northeast, expand intermodal transportation options, encourage economic development and create more livable and sustainable communities.

The state-of-the-art Track Construction Machine (TCM) is back in Connecticut this summer constructing ten miles of track between Meriden and Newington! On July 25, 2017, the TCM was in Berlin and Connecticut Department of Transportation Commissioner James Redeker visited the construction site and spoke with crews about the progress being made to date.

The TCM first appeared in Connecticut in October 2016 to install nearly nine miles of track between North Haven and Meriden. To watch a video showcasing the TCM in action click here and to view TCM photos please click here.

HartfordBusiness.com,11/13/17:

Expanded rail line aims to broaden talent pool for regional employers

The new $769 million CTrail Hartford Line launching service next May between Springfield and New Haven is expected to broaden workers' employment reach and give employers in the Hartford and Elm City regions the ability to draw from a larger workforce pool, officials familiar with the project say.

The intended effects include promoting economic development by expanding access to major employment centers, providing a catalyst for development near train stations, and fostering environmental benefits and a fast transportation alternative.

People who live between Hartford and Springfield who previously might have been deterred from work in New Haven or beyond due to traffic hassles, delays, stress and driving cost, may be inclined to consider a rail commute, officials say. Passengers arriving in New Haven can walk across the platform for Metro-North connections to Shore Line East, Stamford or New York City, or, in reverse, to trains headed to Hartford and Springfield.
