Amtrak to seek private developer to manage Penn Station

 

Amtrak will create a "concourse development" entity to unify concourse operations and management at Penn Station in New York City, the railroad's President and Chief Executive Officer Wick Moorman announced yesterday at a New York State Assembly committee hearing.

The entity will seek private-sector partners to handle and improve Penn Station's concourse operations and maintenance, Moorman said, according to a prepared statement of his testimony before the committee.

At the hearing held in Manhattan, Moorman first described Amtrak's immediate plans to upgrade track infrastructure at the station, which was the site of two derailments over the past two months. He also described Amtrak's additional plans to address challenges at the station, considered the busiest rail station in the nation.

NEW YORK – As part of continued efforts to improve the passenger experience at New York Penn Station, Amtrak announced the selection of AECOM, in partnership with Network Rail, to conduct an independent review of the interaction, coordination, and collaboration between the railroads’ various passenger concourses within Penn Station and provide recommendations to improve the design, functionality, communications, and coordination at this critical station.

 

“New York Penn Station is the busiest rail hub in the country, and Amtrak is dedicated to making improvements to the railroad and the station that will improve the passenger experience,” said Amtrak co-CEO Wick Moorman. “We have made significant progress in renewing rail infrastructure at Penn Station and are now taking steps to improve the passenger areas. We have assembled a top-notch team of national and international experts to work with the railroads on delivering solutions that will greatly improve the passenger experience at New York Penn Station.”

 

Amtrak is the owner of Penn Station, and per agreements with Amtrak, the Long Island Rail Road (LIRR), and NJ TRANSIT (NJT) each individually manage their respective passenger concourses within the station. AECOM and Network Rail will review these relationships and develop recommendations on how the three railroads can work better together. Amtrak has convened a working group of Amtrak, LIRR, and NJT professionals to support the study.

 

The AECOM-Network Rail team will review management of daily operations within the three station concourses, including during service disruptions, as well as look for opportunities to strengthen coordination between all parties to improve the passenger experience, safety, and security. Using their analysis of Penn Station as well as knowledge of national and international best practices at rail stations and airports, the consultants will develop recommendations for a unified three-railroad concourse operations center.

 

The consultants will also provide an overall plan for improvements to Penn Station’s passenger concourses. This will include guidance on operations and maintenance partnerships as well as guidance on Amtrak’s planned redevelopment of Penn Station in partnership with the private sector.

 

AECOM and Network Rail will start work immediately, bringing their deep experience in designing passenger concourses and facility operations, including London’s metropolitan station redevelopment and other high profile projects across the country and around the world.

This effort will be guided by Amtrak in coordination with LIRR and NJT. AECOM and Network Rail will deliver their recommendations in early 2018, after which Amtrak, NJT and LIRR will determine next steps for implementation.

Amtrak has selected AECOM, in partnership with Network Rail, to conduct an independent review of railroad coordination of passenger concourses at Penn Station in New York City, Amtrak announced late last week.

The study is part of Amtrak's work to improve the rider experience at Penn Station, which Amtrak owns. The review will examine the interaction, coordination and collaboration between the passenger railroads that use the station, considered the busiest passenger-rail hub in the United States.

New York state clashes with Amtrak over railroad’s efforts to improve Penn Station

 

 

New York state is not happy with Amtrak, its landlord at Penn Station.

 

The railroad is planning to redevelop the Penn Station concourse it will leave behind once it crosses Eighth Avenue to take up residence at the James A. Farley Post Office building, a project known as Moynihan Station.

 

Amtrak's effort, the state argues, interferes with its own efforts to improve the much maligned station.

MTA, Amtrak at Odds Over Penn Station Reno

 

 

Both New York’s Metropolitan Transportation Authority and state officials recently accused Amtrak of planning to redevelop sections of Penn Station without input from other parties. A spokesperson for Amtrak expressed confusion over the accusation, as discussions over Penn Station’s future had recently taken place.

 

According to Politico, Amtrak is set to leave Penn Station and will make its new home the James A. Farley Post Office building, also known as Moynihan Station.

 

Amtrak, MTA Disagreement

 

MTA President Patrick Foye and Empire State Development Corporation president Howard Zemsky said in a joint statement that they had learned of Amtrak’s plan to entrust a private party with the development of the station.

New York state is working on its own planning process, however—namely MTA and Gov. Andrew M. Cuomo expressing interest in using the free space to spread out customers from LIRR’s cramped space.

 

 

That, they said, would go against plans to transform Penn Station.

Amtrak has added new updates for customers and employees at New York Penn Station, including the installation of an ultraviolet germicidal irradiation (UVGI) system in one of the HVAC units in the Amtrak concourse, refreshed platforms and new wayfinding signage.
