Although the article mainly discusses freight rail, the last paragraph alludes to possible construction of HSR.

It looks like the new President is proposing some investment, but probably not enough. I know on the Intercity side, bringing back the Aztec Eagle's Nuevo Laredo to Mexico City connection is out of the question, though.

‘In Mexico we will once again have passenger trains to connect our cities’, said Peña Nieto, announcing that he had instructed newly-appointed Secretary of Transport & Communications Gerardo Ruiz to start construction of a high-speed line between Mexico City and Querétaro in 2013. Passenger services would also be introduced between Mexico City and Toluca, and to connect the states of Yucatán and Quintana Roo.

The construction of the Trans-peninsular Train Punta Venado – Yucatan will not begin until 2015. The project feasibility studies submitted by the previous state administration have to be redone by nearly 70 percent.

So this particular route would allow freight trains to run at night? It seems fair. Mexico is a different system since the end of NdeM, so it would have to make money, and freight can cross-subsidize it. They should have had that in the initial study. 2015 construction start would be halfway through President Pena Neito's administration(No re-election allowed).
