CEO: Commuter Rail System Back to Full Service by March 30

BOSTON — Feb 26, 2015, 5:46 PM ET

The head of the French company that operates Massachusetts' commuter rail system apologized for the breakdowns and delays that have plagued the system after a series of storms dumped more than 7 feet of snow on the region and vowed that full service would be restored — but not until the end of next month.

Keolis International CEO Bernard Tabary said a plan approved by Gov. Charlie Baker calls for the system to operate at 78 percent capacity by Friday, with the goal of full service by March 30.

"We will do everything we can to accelerate that process, and have brought experts in from around the world to support this effort," Tabary said in a statement.

Baker met with top Keolis officials Thursday after expressing frustration with the performance of commuter rail during the brutal winter stretch. Tabary called the meeting constructive.

The Boston Globe, 3/5:

Ex-railroad chief to work with T, Keolis on commuter rail recovery

The Massachusetts Bay Transportation Authority has brought in its former railroad director to help the embattled commuter rail service fully recover from the stormy winter, according to a T spokesman.

John D. Ray was the chief of railroad operations at the T before moving to the state transportation department in 2011. While he is assisting the T with its commuter rail system, Ray will remain deputy administrator of rail for MassDOT.

Ray will bring “invaluable knowledge and vast experience” to the commuter rail system, Joe Pesaturo, an MBTA spokesman, said in an e-mail.

The move follows leadership shakeups at both the T and Keolis Commuter Services, which operates the commuter rail system. On Wednesday, Frank DePaola, who previously served as highway administrator and chief operating officer for MassDOT, took over as the T’s interim general manager.

Thomas Murray, president of the local chapter of the Transport Workers Union, called the appointment of Ray a positive step.

ProgressiveRailroading.com, 3/30:

MBTA's commuter line achieves full restoration

The Massachusetts Bay Transportation Authority's (MBTA) Commuter Rail service will be fully restored beginning today, the agency's contractor Keolis Commuter Services announced.

The commuter-rail system has been on a limited schedule for the past month due to severe weather, which damaged railroad infrastructure and the locomotive fleet, Keolis officials said in a statement. A total of 67 traction motors failed in a three-week period, whereas about 20 of the motors are expected to fail during a typical winter, the company said.
