Amtrak CEO David Gunn spoke before a joint meeting of VHSR and the Richmond Chamber of Commerce. He said that there is a very real crisis in the transportation industry, especially with the escalating prices following Hurricane Katrina. He went on to say that the states have to be the leaders in increased rail transportation since there is no federal policy. But the states still need a source of capital funding, which has to be the federal government. Amtrak has problems on CSX-owned track, since CSX took severe blows from the storm, and they were unwilling to support passenger service on its rails long before Katrina happened.

Norfolk Southern officials also spoke at the same event. They cautioned about passenger rail mingling with freight traffic. One reason why Virginia Railway Express' Manassas line works well on NS tracks is that it is all double track. Meanwhile, the proposed Trans Dominion Express (TDX) wants to also start service between Washington, DC and places like Bristol and Lynchburg. The projection of 110-mph service overlooked the fact that there will be freight interference on single track lines.
