FTA allocates funds for Sound Transit, OC Streetcar projects

 

 

The Federal Transit Administration (FTA) is allocating nearly $200 million in Capital Investment Grant (CIG) program funds to transit-rail projects in California and Washington.

 

The agency is providing $100 million of appropriated fiscal-year 2018 funds to Sound Transit's Link extension to Lynnwood, Washington. The funding is in addition to another $100 million appropriated by Congress in FY2017.

Meanwhile, the FTA also has set aside $98,955,409 for the Orange County Streetcar in Santa and Garden Grove, California, according to a report in Passenger Transport, the American Public Transportation Association's (APTA) newspaper.

Federal funding allocation of $100 million announced

 

Last Friday, Sept. 7, Sound Transit announced welcome news from the Federal Transit Administration (FTA) indicating the agency's allocation of $100 million in FY 2018 capital investment grant funding for the Lynnwood Link light rail extension. The $100 million in FY 2018 funding for Lynnwood Link follows $100 million in FY 2017 funding that was appropriated by Congress. The FTA and Sound Transit must finalize the full funding grant agreement (FFGA) before the agency can access these first two installments of the $1.17 billion grant. Sound Transit applauds the administration and congressional delegation as work continues to finalize $1.17 billion full funding grant agreement.

 

Summer outreach

 

Over the past few months, the team has engaged with the community in-person and online. We saw 900 of you in-person: at three open houses in Shoreline, Mountlake Terrace and Lynnwood early in the summer, and three community festivals across the corridor - Tour de Terrace, Celebrate Shoreline, and Lynnwood's Fair on 44th. More than 4,000 of you visited our online open house to understand current designs and construction planning. We've answered many questions about project timelines, designs, and more. We look forward to seeing more of you in the community.

Five-story structure will add 500 parking spaces to transit center

Construction began this week on the Lynnwood City Center Parking Garage at the Lynnwood Transit Center. The new garage will contain 1,670 parking stalls in a five-story structure. Along with adjacent surface lots containing 226 stalls, the Lynnwood City Center Station will have nearly 1,900 parking stalls, approximately 500 more stalls than are on the current transit center site. 
 
"The start of construction for the Lynnwood City Center Parking Garage is an exciting visual reminder of the progress we’re making toward the opening of Lynnwood Link in 2024," said Lynnwood Mayor and Sound Transit Board Member Nicola Smith. "With construction moving along swiftly, the new garage will be another visual reminder that our city and region is moving towards a brighter, and better-connected future."
 
The new structure, which is being built by Skanska Constructors L300, JV, is projected to achieve LEED® silver certification. Perforated metal panels installed on the lower levels will prevent unauthorized access while still providing visibility for public safety. 
 
The parking garage will have driveway entrances off of 48th Avenue and 44th Avenue respectively and an easy connection to the adjacent elevated light rail station. Landscaping around the parking garage will emphasize plants native to the Pacific Northwest, while plants in the station’s parking lots, plazas, and pedestrian promenade will include a mixture of drought-tolerant ornamental plants and plants native to the Pacific Northwest.   
 
The parking garage is scheduled to open to the public in the spring of 2023, more than a year before light rail service to the Lynnwood City Center Station begins, in order to allow for the site work around the station to be completed, including the surface parking lots, landscaping, and other site amenities.
 
When Lynnwood Link opens in 2024, passengers will enjoy fast, frequent and reliable service between south Snohomish County, the University of Washington, downtown Seattle, the Eastside, Sea-Tac Airport and Federal Way. Commuters from the Lynnwood Transit Center will enjoy 20-minute rides to the University of Washington, 27-minute rides to downtown Seattle and 60-minute rides to Sea-Tac Airport. 
 
The extension includes four new stations serving Lynnwood, Mountlake Terrace, Shoreline and Seattle. Trains from Lynnwood will also serve the Eastside and reach downtown Bellevue in 51 minutes.

The awards are funded by the American Rescue Plan, which Senators Murray and Cantwell championed in Congress, and will reduce the required local match on each project, saving Washington taxpayers millions

WASHINGTON, D.C. – U.S. Senator Patty Murray (D-WA), a senior member of the Senate Appropriations Committee, and Maria Cantwell (D-WA), Chair of the Senate Commerce Committee, today announced two new Capital Investment Grant (CIG) program awards, administered by the Federal Transportation Administration (FTA), for Sound Transit’s Federal Way Extension and Lynwood Link Extension light rail projects. The funding for the award comes from the American Rescue Plan. The awards include $158 million for the Federal Way Link Extension project, and more than $94 million for the Lynnwood Link Extension project. This funding will supplant part of the local share of funding for the projects that was required for the Full Funding Grant Agreements that Sound Transit had entered in to with the FTA for each project, saving local taxpayers millions. With many transit agencies struggling during the pandemic, Senator Murray fought to include funding specifically to help alleviate local match requirements for transit projects with Full Funding Grant Agreements in the American Rescue Plan.

 

“The people of Puget Sound have been clear they want to see more investments in light rail and public transit throughout the region, so I’m working to help make that happen. I fought to make sure the American Rescue Plan included funding for struggling transit agencies and to save local taxpayers money—I’m glad that the FTA is using that funding to continue their commitment to these critical projects,” said Senator Murray. “The Federal Way and Lynnwood Link Extension projects are crucial to reducing congestion, curbing emissions, and opening up opportunity and mobility to communities that have traditionally been left behind. These projects and their continued success and progress show how much we can achieve on transit with federal support, and I’m going to continue working to get that support in the other Washington, through programs like the Capital Investment Grant and upcoming infrastructure legislation.”  

 

“This is good news for Puget Sound commuters. Every federal dollar that we get helps keep Sound Transit’s light rail expansion moving and gets us closer to building a transit spine from Everett to Tacoma,” said Senator Cantwell. “These funds will help provide four light rail stations between Shoreline and Lynnwood, and three stations between Kent and Federal Way.”

 

The CIG program is a discretionary funding program for the construction and expansion of new and existing fixed-guideway public transit systems such as heavy rail, light rail, commuter rail, bus rapid transit, streetcars, ferries, and certain corridor-based bus systems. Agencies applying to the CIG program work closely with the FTA through rigorous project development and engineering phases, after which the FTA decides whether to give the project a grant agreement and the corresponding federal dollars.

 

In 2020 and 2018 respectively, Sound Transit and FTA entered into Full Funding Grant Agreements (FFGA) for the Federal Way Link Extension and Lynnwood Link Extension projects. These agreements include federal commitments to help fund these projects along with a local funding match. The grants announced today will go directly to Sound Transit to continue work on these projects, and come in addition to previously committed federal funding for the project, saving Sound Transit a combined more than $252 million they originally would have had to spend on the projects.  

 

“This funding is critical to delivering the largest transit expansion program in the nation, providing thousands of jobs while we combat rising congestion and climate change,” said Sound Transit CEO Peter Rogoff. “We thank Senator Murray and Senator Cantwell for enabling these transformative investments, and for continuing to advance their pending bill to help close our affordability gap for future extensions by providing up to $1.9 billion in additional pandemic relief.”

 

Federal Way Link Extension Project

Sound Transit’s Federal Way Link Extension Project will receive a grant for $158,583,550 in American Rescue Plan CIG funding to supplant part of the local share in the FFGA that Sound Transit originally agreed to pay for the project. The project is a 7.8-mile light rail transit (LRT) line that will extend from the existing Angle Lake Station to the Federal Way Transit Center in south King County.  FTA entered into a FFGA with Sound Transit for the project in in January 2020.

 

Lynnwood Link Extension Project

Sound Transit's Lynnwood Link Extension project will receive a  grant for $94,047,724 in American Rescue Plan CIG funding to supplant part of the local share in the FFGA that Sound Transit originally agreed to pay for the project. The project is a 8.5-mile extension to the light rail system from the Northgate station in King County to the Lynnwood City Center Station in Snohomish County. FTA and Sound Transit  entered into a FFGA for the project in December 2018.

 

Senators Murray and Cantwell have both been strong advocates in Congress for securing and strengthening federal investments in Washington state transportation priorities, including previously helping Sound Transit to secure a $1.4 billion federal commitment for the Federal Way light rail extension, making the project possible. Senators Murray and Cantwell were also instrumental in securing more than $1.2 billion in federal funding commitments for the Lynnwood Link extension project in 2018.

 

Earlier this year, Senators Murray and Cantwell introduced the Public Transit Capital Investment Relief Act of 2021. The legislation would provide relief for public transportation agencies through the CIG Program by increasing the federal cost share of the total project cost for qualifying projects that are under construction or near completion. In Washington state, there are currently two major transit projects that would qualify for an increase in federal cost sharing under the legislation: the Lynnwood Link Extension and the Federal Way Link Extension, both in Seattle. Senator Murray’s legislation would increase funding for the Lynwood Link Extension by a projected $978 million and for the Federal Way Link Extension by $948 million. Two years after groundbreaking on the project, civil construction on the Lynnwood Link extension has reached the fifty percent completion mark. Construction teams continue to advance the work on the project, which is scheduled to open in 2024.

  • 0:07 SR 99 Bridge over future SR 509 deck is being prepared to be poured.
  • 0:54 Stacks of 80-foot-long rail are being welded end-to-end into 880-foot-long strings.
  • 1:29 Kent Des Moines station area. The fourth and final level of the garage has been poured. Station elevator and escalator pits are under construction below the elevated guideway.
  • 1:56 The final deck pours for structure ‘B’ – the longest aerial guideway structure on the project.
  • 2:31 A temporary access road is being built for construction of aerial guideway structure ‘C’ alongside the McSorley Creek wetland. Erosion control measures are in place on the hillside of I-5.
  • 2:55 Star Lake station construction is well underway. The station will be at-grade on retained fill with outside platforms. The 1,100 stall Star Lake garage is under construction. The first elevated parking deck is being formed.
  • 4:50 FWTC Station escalator pits are under construction below the elevated guideway. The parking garage which is an extension of the existing garage is prepared for foundation excavation.

 New system provides greater convenience and flexibility

In May, the new and improved ORCA system launched for hundreds of thousands of transit customers across the Puget Sound region with access to a new myORCA.com website, myORCA smartphone app, and real-time value loading for ORCA cards.
 

With the launch, normal fare collection resumed for all regional transit agencies who accept ORCA cards. All current ORCA cards, including youth, senior, ORCA LIFT, and reduced fare cards work with the new system. ORCA customers do not need to get a new card.

The transition to the new ORCA system will continue as crews replace over 6,000 card readers and vending machines across the region over the next few months.

Engagement report released for the Kent/Des Moines Station area Transit-oriented Development

 

Once construction of the Federal Way Link Extension is complete, property near the Kent/Des Moines station that is currently being used for construction staging will be available for redevelopment. In 2020 and 2021, we worked to learn more about the community's vision for this new transit-oriented development near the new station. We provided several opportunities for folks in the area and along the light rail extension to share ideas and reactions to potential uses for the land. You can find the final report and executive summary (available in 6 languages) on the project website.

Curious what comes next for TOD? With community input and other data, we are preparing a development strategy and goals for future development. This summer, we expect that the Sound Transit Board will provide direction on the strategy and goals. Following the Board’s action, we’ll select a development partner or partners through a competitive bidding process. View the report
