Falling debris forces Red Line trains to bypass station for second day in row

 

WASHINGTON — For the second day in a row, falling debris has closed the Rhode Island Ave. Metro station in Northeast D.C. and trains, are bypassing the stop through the close of the Metro system Thursday.

 

In a tweet about 4:30 Thursday afternoon, Metro said riders should expect delays on the Red Line in both directions and that shuttle buses would transport riders around the station.

Rhode Island Avenue Station to be closed Friday for structural inspection

 

Metro is advising Red Line customers that the Rhode Island Avenue Station will remain closed at least through the end of the day Friday, September 2 to allow for additional inspections following two incidents of falling concrete and a metal bracket.

 

Customers traveling to or from Rhode Island Avenue should allow additional travel time or seek alternate transportation options. Red Line trains will bypass the station and free shuttle bus service will be provided between Rhode Island Avenue and Brookland stations.

 

Based on preliminary findings, the two incidents do not appear to be related to any structural deficiencies. However, Metro has ordered a top-to-bottom inspection by a third party expert to ensure the structure is sound and does not present a hazard to the riding public.

 

Earlier today, station personnel reported small pieces of concrete falling from the station ceiling. It was the second report in two days. On Wednesday, a metal bracket and small pieces of concrete fell in a different area about 20 feet away. Repairs were made overnight and Red Line service was restored Thursday morning.

Rhode Island Avenue Metro station to remain closed through Friday

 

The Rhode Island Avenue Metro station will remain closed through at least the end of the day Friday, officials said late Thursday, after falling debris shut down the station two nights in a row.

 

Metro said the closure will allow for additional inspections following the two incidents.

 

Metro had said earlier in the day that weathered bolts caused a chunk of the ceiling to fall to the ground at the station Wednesday night, closing it until Thursday morning.

UPDATE: Rhode Island Avenue Station to remain closed through end-of-day Sunday as structural inspections continue

 

 

After initial assessment of the structural soundness of Rhode Island Avenue Station following two incidents of falling concrete and a metal bracket, Metro is advising customers that the station will remain closed through the end of the day Sunday, September 4, 2016 to complete a top-to-bottom inspection and allow for necessary repairs.

 

The station will reopen and normal service on the Red Line is expected to resume when Metrorail opens at 7 a.m. Monday morning.

Customers traveling to or from Rhode Island Avenue should allow additional travel time or seek alternate transportation options. Red Line trains will bypass the station and free shuttle bus service will be provided between Rhode Island Avenue and Brookland stations.

 

The metal bracket and concrete debris that fell on Wednesday night was utilized to fill an approximate 6” gap between the beam that supports the platform and the escalator support frame. While the bracket does not serve as a primary structural support, the bolts that secured the bracket deteriorated likely due to exposure to environmental elements. Repairs were made overnight and Red Line service was restored Thursday morning.

 

Subsequently, station personnel on Thursday evening reported small pieces of concrete falling from the station ceiling about 40 feet away from the previous location. After the second incident, a third-party expert was engaged to conduct a more robust inspection to ensure that the structure is sound and does not present a hazard to the riding public.

 

In the interest of safety and out of an abundance of caution, the station will remain closed while around-the-clock efforts continue through the weekend to complete a thorough inspection of the station and repair any damage. 

 

Utilizing tall cranes and man lifts, scaffolding and other specialized equipment, work crews will:

  • Complete inspections of the station mezzanine, platform overhangs, columns and beams    
  • Remove and replace all loose concrete identified during third-party inspections 
  • Install safety/debris netting along the entire length of the station
  • Install safety/debris netting in the bus loop area of the station

Red Line Metro station where debris fell to remain closed through the weekend

 

WASHINGTON — The Rhode Island Ave. Metro station where debris fell from the ceiling two days this week will remain closed through the weekend

 

Metro Chief Operating Officer Joseph Leader announced Friday the metro station, located on the Red Line in Northeast D.C., would remained closed through Sunday evening so a top-to-bottom review by outside inspectors could continue.

 

Metro expects the station reopen at 7 a.m. on Monday, Leader said.

UPDATE: Rhode Island Avenue Station to reopen noon today following structural inspections

 

Following the completion of extensive structural inspections and remediation efforts at the Rhode Island Avenue Station, Metro is advising customers that the station will reopen at noon today with normal Red Line service.

The station was closed on Friday, after two incidents of concrete and debris falling from the mezzanine ceiling. In an abundance of caution and to ensure public safety, Metro employed the assistance of a third-party expert to assess the soundness of the structure.

Over the two-day period, engineers conducted a visual inspection of all structural elements and determined there were no structural concerns that would pose a hazard to the riding public.

During the inspection process several areas of loose concrete, likely deteriorated due to exposure to environmental elements, were identified and repaired.  Additionally, quarter-inch safety/debris netting was installed across the entire length of the station as a precautionary measure.

Station personnel on Wednesday first reported that a metal bracket and small pieces of concrete debris had fallen from the mezzanine ceiling and the station was temporarily closed. Upon completion of repairs, the station reopened Thursday morning. A second incident of falling concrete was subsequently reported on Thursday evening about 40-feet away, necessitating a more robust inspection.

Additional, more wide-ranging inspections will be conducted over the coming weeks to evaluate and recommend a long-term solution to remediate the concrete deterioration caused by environmental conditions.

Part of Red Line to shut down for all of August; more new Metro shutdowns announced

WASHINGTON — Metro’s Red Line will be shut down through two stations for the entire month of August, as well as part of July and September, the transit agency said Tuesday.

 

From Saturday, July 21, through Labor Day, Sept. 3, there will be no trains for 45 days at Rhode Island Avenue or Brookland-CUA.

The shutdown is required because of major structural problems at the Rhode Island Avenue Station for the platform and the bridge structure, Metro said. Metro did emergency repairs there in September 2016.

‘There was nobody looking over their shoulder’: Inspectors faulted for falling debris at Red Line station

 

 

WASHINGTON — Metro inspections crews skipped over some areas of the Rhode Island Avenue-Brentwood Metro station and appeared to copy and paste parts of their reports from previous years in the months before a steel beam and concrete chunks fell from the station’s ceiling in the summer of 2016.

 

That’s according to a new Metro inspector general report posted online Thursday that called on Metro officials to put in place more robust inspections of hard-to-reach and hard-to-see areas of Metro stations.

D.C. Council member Jack Evans, who chairs the Metro Board of Directors, told reporters the report is indicative of a culture at Metro that he said General Manager Paul Wiedefeld is changing.

Of the Rhode Island Avenue station inspection, Wiedefeld said: “We know we’ve had issues and we’re moving to correct them.” But he said the charges of copying and pasting reports are “nothing like what we had in the track department.”

Metro’s structural inspections could not be trusted for years, culminating in falling metal, concrete at Rhode Island Avenue, IG finds

 

 

Metro crews copied and pasted language from prior years’ structural inspection reports for the Rhode Island Avenue station and in other instances skipped hard-to-reach areas, culminating in a steel beam and concrete chunks falling from the ceiling in 2016, the agency’s inspector general concluded in a report released Thursday.

 

No one was injured, but the Rhode Island Avenue and Brookland stations will be shut down for 45 days starting July 21 to permanently address the structural failures that came to light when debris tumbled from the station’s ceiling Aug. 31 and Sept. 1, 2016.

The audit found 49 times over three years in which the annual inspection reports for Rhode Island Avenue contained identical wording to prior years, the IG concluded in its year-long review. In 29 of those cases, the inspector general could not determine what Metro crews had inspected, while in 20 other cases, inspectors simply said nothing had changed since the prior year’s inspection, according to the report.

So the so-called "inspectors" just copied word for word the details of the last inspection that was done.   Totally irresponsible.   Now comes inconvenience to passengers to right a wrong that could have been taken care of years ago with much less disruption.
