CSX Proposes Intermodal Terminal for Johnston County, North Carolina 1/14/2016 10:24:13 AM
 

SELMA, N.C., Jan. 14, 2016 (GLOBE NEWSWIRE) -- CSX (Nasdaq:CSX) today announced plans to develop a major freight rail infrastructure project in Johnston County that will spur economic development in the region and help position eastern North Carolina as a major transportation logistics hub. The proposed intermodal rail terminal, the Carolina Connector, or CCX, will be a state-of-the-art facility that will create distinct competitive advantages for North Carolina businesses and ports while serving the metro-Raleigh area – one of the South’s largest and fastest growing markets. 

 

“We are excited about developing infrastructure within North Carolina that makes the state’s ports more competitive, lowers transportation costs for business, and promotes reliance on freight rail, the most fuel efficient and environmentally-friendly form of land transportation,” said Louis Renjel, CSX vice president, strategic infrastructure initiatives. “CSX has committed to working closely with Johnston County officials and community members to build an environmentally responsible terminal that benefits the local economy and surrounding area.”

 

Once operational, the terminal will serve as an intermodal transportation hub in the South, transferring a broad range of goods – from food to furniture to appliances – between trucks and trains.  Intermodal transportation combines the fuel efficiency and cost-effectiveness of rail and the door-to-door flexibility of trucks, thereby reducing transportation costs for businesses in the region while alleviating congestion on North Carolina roads and highways.

 

The terminal is expected to spur economic development in eastern North Carolina by enhancing transportation infrastructure, creating jobs and encouraging industrial growth. The terminal is forecast to produce more than $329 million in public benefits for the state over 30 years. The construction of the terminal is estimated to create 250 to 300 short-term construction jobs. Over time, up to 1,500 long-term jobs will be created statewide as a result of this development.

 

“This terminal will support existing industry in Johnston County, as well as attract additional manufacturing, distribution and industrial businesses to the area,” said Chris Johnson, director of Johnston County Economic Development. “Johnston County is committed to working with CSX and the local community to ensure all parties benefit from this project and that the unique character and spirit of our county and community are protected and enhanced.”

 

Total estimated project costs for CCX are $272 million.  CSX is committed to investing $150 million – the majority of funds needed to complete the project. The execution of the project is contingent on securing $100 million in infrastructure investment funds that have been proposed in the state of North Carolina’s Strategic Transportation Investment (STI) process.  The balance of the funding will come from other infrastructure and investment programs that are currently in place.  

 

CSX has constructed similar terminals in North Baltimore, Ohio and Chambersburg, Pennsylvania. These terminals have served as a catalyst for local economic development as businesses including warehouses and distribution centers have chosen to locate new facilities in those communities. 

 

Earlier today CSX officials began reaching out to landowners in Johnston County to secure options on property east of Selma and close to Interstate 95 where the proposed facility would be constructed.

CSX project loses traction? Landowners score victory as commissioners pull support


SMITHFIELD — Residents dug in their heels and vowed to fight to keep their land from railroad giant CSX that announced plans to build a 450-acre transportation hub in Johnston County.

The battle that started last Thursday took a turn Wednesday night as the Johnston County commissioners decided not to support the project.

"We’ll never support eminent domain,” Commissioner Jeff Carver said. "If the citizens out there don’t want the site to be there, then we won’t support it. What we will try to do is find another site for CSX.”

RALEIGH -- Gov. Pat McCrory’s administration said late Tuesday that the Johnston County site where CSX wants to build a railroad hub “does not appear to be a viable option.”

 

The announcement came six days after the Johnston County Board of Commissioners stated its opposition to CSX’s proposed site between Selma and Micro.

 

“Based on the vote of local officials as well as serious land issues, the current site in Johnston County does not appear to a viable option,” McCrory spokesman Graham Wilson said. “We will continue to work with CSX to explore alternative sites in order to create jobs and enhance our state ports.”

 

The governor’s concerns were a marked reversal from his initial support for the $272 million project, dubbed CCX, or the Carolina Connector.

Opinion

Dialogue is missing from CSX debate

 

Few stories in Johnston County have spurred as much debate as CSX’s bid, now uncertain, to build a cargo-container hub on 450 acres between Selma and Micro.

 

“Debate” seems an apt word.

 

Yes, the proposal has opposition. It began with an affected property owner who owns a business on long-held family land. He launched a Facebook campaign that quickly gained sympathizers, more than enough to fill a courthouse meeting room as County Commissioners met behind closed doors to decide how to respond to the opposition.

 

But the proposed container hub has supporters too. They don’t speak as loudly as the opponents for fear of seeming unsympathetic to people who could be forced off their lands. Their argument is that the Selma area sorely needs the 300 permanent, high-paying jobs the container hub would create.

Our Opinion: Get back on track

 

Gov. Pat McCrory announced a significant economic development Jan. 14: Rail company CSX “plans to build a major shipping hub in Johnston County ... Over time, the project could bring 1,500 statewide jobs to North Carolina and provide an estimated $329 million in public benefits to the state.”

 

Less than two weeks later, the message changed substantially. The proposed 450-acre site of the intermodal terminal CSX called the Carolina Connector “does not appear to be a viable option,” the McCrory administration said.

 

What changed was the prospect that CSX would use a powerful tool available to governments, utilities and railroads in North Carolina: eminent domain.

 

Some Johnston County landowners whose property was needed for the project didn’t want to sell and complained when told by CSX representatives they had no choice.

 

The Johnston County commissioners backed their residents and passed a resolution opposing the project.

Residents and officials in Johnston County aren't opening welcoming arms to rail giant CSX's plan for a major shipping hub there.

RALEIGH - While opposition from Johnston County landowners stalled a proposed CSX container hub, Rocky Mount economic development officials quietly pieced together 700 acres willing to take on the project. For that reason, the $272 million CSX rail hub once destined for Johnston County will instead go 50 miles north to Rocky Mount.

 

Gov. Pat McCrory and other state officials announced the move Tuesday morning at N.C. Wesleyan College, ending a tumultuous six months that pitted family farms against the jobs and tax revenue the project promised and threatened to cost North Carolina the project altogether.

CSX to host open house

 

Representatives from CSX are urging residents in the Twin Counties to come and find out more information about the Carolina Connector Intermodal Terminal.

 

An open house to share updates on the development of the transformational state-of-the-art terminal will take place from 4 to 7 p.m. Thursday at the Imperial Centre. 

 

Kristin Seay, CSX corporate communications manager, said the success of the project requires ongoing and close collaboration between CSX and the Rocky Mount community. The open house is an opportunity to help people understand the phases of the development process and what kinds of activities they can expect to see as well as what is taking place behind the scenes.

The North Carolina Department of Transportation (NCDOT) has selected Dewberry to develop a transportation and freight master plan for the new Carolina Connector intermodal rail terminal in Rocky Mount.

CSX announced in July 2016 that it would build the terminal, which will serve as a major intermodal transportation center for the Class I. Construction is slated to begin in 2018; operations are expected to begin in 2020, according to CSX.

Dewberry will focus on the transportation connections to potential freight nodes across the state and the strategic infrastructure investments that will be crucial to the terminal's success, Dewberry officials said in a press release.
