PORT AUTHORITY READY FOR FIRST MAJOR SNOWSTORM OF 2016

With a significant winter storm bringing heavy snow and blizzard-like conditions forecast to hit the New York-New Jersey region beginning Saturday morning and continuing until Sunday afternoon, the Port Authority today announced that it has taken significant measures to ensure safe, efficient operations at its airports, tunnels, bridges and PATH system throughout the winter event.

The National Weather Service currently forecasts the heaviest snow beginning late Saturday afternoon into early Sunday morning, when blizzard conditions may develop as the storm tracks up the East Coast into New England.

In advance of the first snowflakes, the Port Authority has made extensive preparations for personnel and equipment at all of its facilities. Operations personnel will work 12-hour shifts to ensure that facilities can be operated safely. The airports, bridges, tunnels and PATH also have snow desks where key personnel analyze weather reports and deploy staff and equipment. The Port Authority also will activate its Ernesto L. Butcher Emergency Operations Center this weekend, which is staffed with top agency officials who will monitor the storm and make decisions as conditions warrant.

The Port Authority has the following winter weather equipment and supplies ready at its major transportation facilities:

  • Plow-equipped trains, liquid snow-melting agent trains and a "jet engine" plow to remove snow from PATH tracks, and snow blowers, plows and spreaders to clear station entrances, roads that serve PATH's 13 stations, and various support facilities.

TRAVEL ADVISORY - PATH RAIL SUSPENDED BETWEEN NEWARK AND GROVE STREET STATIONS

Date: Jan 23, 2016
 

PATH rail service is suspended between the Newark and Grove Street stations due to the snowstorm, with service remaining available between Grove Street and Hoboken, the World Trade Center and the uptown 33rd Street line in Manhattan.

Trains are operating with delays.

Service will resume between Grove Street and Newark as weather conditions allow.

As a result of the major winter storm impacting the region, the Port Authority of New York and New Jersey reports the following update on conditions at its transportation facilities as of 9 a.m. today.

Airports

AirTrain JFK is temporarily suspended. The Port Authority has initiated bus operations for passengers with assistance of PAPD and JFK Customer Care Representatives.

AirTrain Newark is temporarily suspended. The Port Authority has initiated bus operations for passengers with assistance of PAPD and EWR Customer Care Representatives.

AirTrain cars will continue to operate without passengers to keep rails in operating condition.

TRAVEL ADVISORY - PATH TRAINS OPERATIONAL FOR MONDAY MORNING'S COMMUTE, WITH EXCEPTION OF SUSPENDED SERVICE BETWEEN NEWARK PENN STATION AND JOURNAL SQUARE; NJ TRANSIT EXPECTED TO CROSS-HONOR TICKETS FOR PATH RIDERS

PATH service will operate between Journal Square and World Trade Center, along with regular service between Hoboken and 33rd Street and Hoboken to World Trade Center; NJ Transit will cross-honor PATH tickets at Newark Penn Station, where NJ Transit operates service into Penn Station New York and Hoboken, as well as on NJ Transit buses at Newark Penn and Harrison stations

PATH rail service between Newark and Journal Square will remain suspended during Monday morning's rush hour, despite round-the-clock efforts by PATH crews and contractors since more than two feet of snow -- with drifts as high as 16 feet -- blanketed PATH tracks, third-rails, signals and switches. Most of the work has to be done manually, which is time-consuming. Workers were successful in clearing the rail line between Journal Square and Grove Street, which had been suspended temporarily during the storm.

Passengers are advised they will not be able to access PATH trains at either the Newark or Harrison stations, with Journal Square serving as the temporary western terminus of the rail line. PATH will operate service on four lines, with service between Journal Square and the World Trade Center, Journal Square to 33rd Street, Hoboken to the World Trade Center and Hoboken to 33rd Street.

NJ Transit will cross-honor PATH tickets at Newark Penn Station, subject to operating limitations given NJ Transit also is experiencing difficulties with storm-related clean-up activities. NJ Transit operates service between Newark and Penn Station New York and between Newark and Hoboken. NJ Transit buses also will accept PATH rail tickets at Newark Penn and Harrison stations.

PATH crews and contractors will continue working with the goal of restoring service between Journal Square and Newark for the afternoon commute.

PATH service between Newark and Journal Square will remain suspended through Tuesday morning's 6 a.m. to 10 a.m. commute, despite continued efforts by roughly 650 PATH workers and contractors to clear snow from tracks, third rails, signals and switches, which were inundated by snow drifts ranging from four to 16 feet during the weekend blizzard.

NJ Transit will continue cross-honoring PATH tickets on its trains and buses at Newark Penn Station during the afternoon and Tuesday morning commutes, while adding limited shuttle bus operations Tuesday morning in both directions between Newark Penn Station-Journal Square and Harrison Station-Journal Square.

Commuters are cautioned the extra bus service will not provide the typical capacity provided on eight-car PATH trains.

Service between Newark and Journal Square is expected to resume in time for Tuesday afternoon’s commute.

During this afternoon and Tuesday morning’s commute, passengers will not be able to access PATH trains at either the Newark Penn or Harrison stations, with Journal Square serving as the temporary western terminus of the rail line. PATH will continue operating service on four lines, with service between Journal Square and the World Trade Center, Journal Square to 33rd Street, Hoboken to the World Trade Center and Hoboken to 33rd Street.

NJ Transit will cross-honor PATH tickets at Newark Penn Station, subject to operating limitations because NJ Transit also is experiencing difficulties with storm-related clean-up activities. NJ Transit operates service between Newark and Penn Station New York and between Newark and Hoboken. NJ Transit buses also will accept PATH rail tickets at Newark Penn Station, plus on Tuesday morning the additional buses – which will be provided by NJ Transit and paid for by the Port Authority – for travel in both directions between Newark Penn Station and Journal Square-Harrison Station and Harrison Station-Journal Square.

Roughly 500 PATH workers and contractors worked to clear the PATH tracks after the weekend storm, with another 150 PATH workers and contractors added to help today. For example, in a section of tracks in Kearny, workers are manually clearing an area to ensure switches move smoothly.
