CSXT Service Bulletin - Preparations for Hurricane Isabel

Based on current weather predictions, we expect Hurricane Isabel to make landfall around Cape Hatteras, NC, about midday September 18th, 2003.

CSXT's current operating plans include the following:

1. We will cease all operations and remove locomotives from all CSXT routes east of the Richmond, VA - Jacksonville, FL main line in North Carolina and Virginia by 8 p.m. tonight, September 17th, 2003.

2. We will continue to operate through tomorrow morning on the Richmond, VA - Jacksonville, FL main line when we can better assess the direction and impact of the storm.

3. Planned reroutes of freight trains will be minimal at this point. Train IDs for those that have been planned can be obtained from Customer Service at 1-877-279-7245.

4. We have carefully inspected culverts, ditches and bridges to minimize water damage from flooding.

5. We are staging portable generators and post-storm cleanup equipment at strategic points for use as needed. Ballast trains have also been positioned in areas expected to take the brunt of the storm.

6. We are continuing to communicate closely with commuter and passenger rail services in Washington, DC, and surrounding areas. We will cooperate with their operating plans as they are made. At present, Amtrak has announced that passenger service from Washington, DC, south will be cancelled tomorrow, except for the Sunset Limited along the Gulf Coast. Commuter rail lines MARC and VRE are monitoring the weather situation and are expected to announce their September 18th, 2003 operating plans later this evening.

All precautions to ensure the safety of our employees, our customers and the public with minimum delay to shipments will be taken as we continue to monitor the progress of this formidable storm.
