Most of Pennsylvania was unaffected by the massive blackout that hit much of the Northeast and Midwest. Only the Northwestern part of the state, primarily the Erie area, was hit. The article in the Philadelphia Inquirer:

In Pennsylvania, power went out to much or all of Erie, Forest and Venango counties, according to emergency management officials. Outages were reported starting at about 4:10 p.m.

This means that Philadelphia's SEPTA commuter rail, light rail, and heavy rail lines were unaffected, as were Pittsburgh's PAT light rail lines and incline rides. Also still with power are the incline rides at Johnstown and Altoona (Horseshoe Curve).
