Purple Line bid deadline pushed back to November

 

Companies bidding to build a light-rail Purple Line in the Washington suburbs will have to submit their proposals by Nov. 17, and Maryland officials said Thursday they hope to choose a winner early next year.

 

If the state Board of Public Works approves a public-private partnership with the winning team, construction could begin soon after a deal is scheduled to be finalized in late spring, state officials said.

 

The agency pushed back the mid-August deadline to allow the four teams of private companies competing for the project time to incorporate the state’s recent cost-cutting changes to the project. Maryland Gov. Larry Hogan ® announced in late June that he would move forward with the 16-mile rail line under certain conditions, including if  the project’s estimated $2.45 billion cost could be cut and the state’s contribution of upfront cash lowered from about $700 million to $168 million.

Purple Line bid includes trains from firm that made Metro’s ‘least reliable’ cars

 

The leading bidder to build and operate a light-rail Purple Line in Maryland’s suburbs has proposed using rail cars from a Spanish company that made Metro cars being replaced 20 years early because they break down too often.

 

The same company has come under scrutiny in the past couple of years in Houston, Cincinnati and Kansas City, Mo., for delivering rail cars late and providing some that didn’t meet specifications. In Houston, for example, the company’s cars ended up 8,000 pounds heavier than the maximum weight sought, leading to higher electricity costs to operate the city’s light-rail system.

 

Purple Line Transit Partners, the team of private companies that two people with knowledge of the selection process say is the front-runner for Maryland’s 35-year Purple Line contract, has proposed using the company CAF to supply rail cars for the two-car trains.

Anticipation builds for Purple Line construction

 

COLLEGE PARK, Md. — With the Purple Line due to reach a major milestone soon, excitement is growing among supporters of the light rail line that will connect Bethesda and New Carrollton.

 

The state of Maryland is expected to announce in March, which private partner it has picked to build and operate the line.

 

That’s the word from Ralph Bennett with the nonprofit group Purple Line Now, which held a panel discussion about the project Monday at the University of Maryland, College Park.

Md. Gov. green lights Purple Line contract

 

Maryland Gov. Larry Hogan announced the selection of Purple Line Transit Partners for the 16.2-mile Purple Line light rail project, which will run from New Carrollton to Bethesda.

 

Following negotiations with Purple Line Transit Partners, an agreement has been set that will see the state’s upfront expenditure for Purple Line construction cost drop to $159.8 million – $8 million less than the $168 million threshold Gov. Hogan originally announced. Additional project savings also will come from a reduction in the average annual availability payments, which will be $149 million, versus an earlier estimate of $167 million over 30 years. These payments will cover financing, operations, maintenance, and future required capital repairs and replacements for the Purple Line.

Following Board of Public Works approval in April, the contract will proceed to financial close in early June. This financial step will allow the state to work with the U.S. Department of Transportation’s Federal Transit Administration to finalize a Full Funding Grant Agreement in July with the Maryland Department of Transportation’s Maryland Transit Administration (MTA) that will oversee the Purple Line construction project.

MTA will give Purple Line Transit Partners full notice to proceed on the project at financial close with construction to begin in late 2016. The Purple Line is expected to open for service in spring 2022.

After more than a year of uncertainty and delay, Maryland has selected a firm to build and operate the Purple Line. With Purple Line Transit Partners in place to run the 16-mile line, the project is ready to move forward.
