NEW YORK – Amtrak is announcing a series of track renewal projects in New York Penn Station as part of the Infrastructure Renewal program. While the bulk of the renewal work for 2018 will occur on weekends, there will be a series of continuous single-track closures within the Station from January 5, 2018 through May 28, 2018, which will require minor modifications to Amtrak and commuter train weekday operations at New York Penn Station. Amtrak is working with NJ TRANSIT and Long Island Rail Road on an overall service plan that minimizes the impact to all New York Penn Station customers to the greatest extent possible.

 

“After a successful summer, it is essential that we continue to upgrade the infrastructure so that we can continue to improve the reliability of service for all the customers that use New York Penn Station,” said Amtrak co-CEO Wick Moorman.

 

The following schedule changes will take place during the infrastructure renewal work:

  • Amtrak is cancelling Northeast Regional Trains 110 from Washington, D.C. (WAS) to New York Penn Station (NYP) and 127 from NYP to WAS
  • Northbound Keystone Train 640 will terminate at Newark Penn Station
  • Southbound Keystone Train 643 will originate at Newark Penn Station
  • Southbound Train 173 will stop at Newark Airport
  • Southbound Trains 129, 193 and 653 will all have earlier departure times.
  • Train 170 will also depart WAS early, stop at North Philadelphia and Cornwells Heights and resume its schedule from Trenton
  • Long Island Rail Road and NJ TRANSIT are also expected to announce service schedule adjustments

The projects will occur in the area of Track 15, which requires a section of concrete demolition and replacement (similar to the work on Track 10 during the summer of 2017), and Track 18, which requires localized concrete demolition with complex steel hardware replacement and rail renewal within Penn Station New York. In addition to this work, Amtrak will renew and replace three turnouts in “C” Interlocking, which is at the east end of the station and directs Amtrak and Long Island Rail Road trains to routes heading east and to Sunnyside Yard.

 

While Amtrak has maintained and repaired this aging infrastructure, some of which dates to the 1970s, full replacement is now required. During the summer of 2017, Amtrak kicked off its Infrastructure Renewal at New York Penn Station, which is one element of Amtrak’s plan to modernize stations, infrastructure, and equipment on the Northeast Corridor. Amtrak’s Penn Station concourse operations improvement study has begun and improvement projects for the restrooms, waiting areas, and ClubAcela Lounge in Amtrak’s concourses are underway.

 

Amtrak’s reservation systems are currently being updated to reflect these schedule changes and any passenger already booked on a train that has been cancelled or altered will be contacted and accommodated on other scheduled services. Northeast Corridor Service Schedule and Service Changes


 

Effective January 8 through May 25, 2018

 

The next phase of the New York Penn Station Infrastructure Renewal program to renew Tracks 15 and 18 and replace three turnouts in C interlocking will result in service modifications beginning Monday, Jan. 8 through Friday, May 25, 2018. Most of the work will be done on weekends, and will have some effect on Amtrak service, as indicated below.


 

Keystone Service Changes
  • Train 640 will operate between Harrisburg and Newark only.

  • Train 643 will operate between Newark and Harrisburg only.

Passengers may use other Amtrak, NJ TRANSIT, or PATH (Port Authority Trans-Hudson) service between Newark and New York. Separate ticket required for NJ TRANSIT and PATH; passengers will need to make their own arrangements.


 

Northeast Regional Service Changes

 

Train Cancellations
  • Train 110, operating from Washington to New York, is cancelled.

  • Train 127, operating from New York to Washington is cancelled.


Southbound Schedule Changes
  • Train 173 operating to Washington and intermediate stations will add a stop at Newark Airport Rail Station, normally served by Train 127 that has been cancelled.

  • Train 129, operating to Washington and intermediate stations, will depart New York earlier at 4:24 pm.

  • Train 653, operating to Harrisburg and intermediate stations, will depart New York earlier at 4:47 pm.

  • Train 193, operating to Washington and intermediate stations, will depart New York earlier at 5:27 pm.


Northbound Schedule Changes
  • Train 170, operating to Boston, will depart stations from Washington to Philadelphia earlier, and will add stops at North Philadelphia and Cornwells Heights, normally served by cancelled Train 110. Train 170 will operate according to its normal schedule starting at Trenton and is back on normal schedule at Trenton.

  NEW YORK – Amtrak’s next series of track renewal projects in New York Penn Station, as part of the Infrastructure Renewal program, will begin on Friday, Jan. 5, with revised scheduled train operations commencing on Monday, Jan. 8.

The bulk of the infrastructure renewal work for 2018 is occurring on weekends, as the project scope has not changed since November’s initial announcement. It is still expected to conclude on May 28, 2018, with minor modifications to Amtrak and commuter train weekday operations at New York Penn Station. Amtrak’s revised schedule includes:

  • Amtrak cancelled Northeast Regional Trains 110 from Washington, D.C. (WAS) to New York Penn Station (NYP) and 127 from NYP to WAS
  • Northbound Keystone Train 640 is terminating at Newark Penn Station

More Amtrak changes are coming as the work moves into its next phase in late March/early April.  This one eliminates one weekend Regional round trip between New York City & Washington, and cuts the Cardinal back to Washington, DC until further notice.

 


 

 


Track Work Affects Northeast Regional Trains 152 and 153 and Cardinal Trains 50 and 51


 

Effective March 25, 2018


 

In an effort to minimize congestion in New York Penn Station during track work, Northeast Regional and Cardinal service will be affected beginning March 25.


 

Northeast Regional Trains 152 and 153

 

 

Trains 152 and 153 will be cancelled effective March 25 until further notice. Both trains will run on July 4 due to the holiday schedule.


 

Cardinal Service
  • Train 50 will operate from Chicago to Washington beginning March 29 until further notice.

  • Train 51 will operate from Washington to Chicago beginning April 1 until further notice.

U.S. Representative Evan Jenkins (R-WV) has asked Amtrak President and CEO Richard Anderson to restore full Cardinal service as soon as possible. The request was made in a letter from Jenkins to Anderson that reiterated the importance of the Cardinal to West Virginia and asked for service between Washington, D.C., and New York City be restored as soon as possible. Amtrak suspended service until mid-November due to track work outside New York City.

Jenkins wrote in his letter, “It is my understanding that Washington-New York Penn Station Cardinal line service will be halted until mid-November to allow for track work outside Penn Station. This means that West Virginians using the Cardinal line will be forced to transfer to continue their journey, adding time and inconvenience. The additional transfer may also discourage residents in the New York area from using the Cardinal and experiencing West Virginia for themselves.”

AMTRAK will need an earmark in order to put passing tracks on the Buckingham Branch.  This will allow freights to pass so the Cardinal can run daily.  Sloan

That transfer, between the Cardinal and Northeast Regional, is tough to do.  On Wednesday or Friday leaving New York, Regional 111 would be the logical allowed connection to 51, although it means leaving New York City at 5:30 AM, plus a 2-hour layover in Washington.   On Sundays, they are adding a section of the Palmetto 89, designated as 489.  The 489 section will carry passengers displaced from 51 and 153.  The layover in Washington between 489 and 51 is 1-1/2 hours.

 

Trying to travel TO New York is harder.  If you try to book a reservation any day the Cardinal operates from a unique Cardinal point to any point between Baltimore and New York, the reservation program won't let you do it.  Assuming a 2-hour minimum connection is required in Washington, that should still theoretically allow one to book WAS-NYP on the Palmetto 90 or the overnight Northeast Regional 66.

Amtrak shutting down Track 18 at Penn for next phase of repairs

 

 

Penn Station’s Track 18 will temporarily be taken out of service beginning Monday as Amtrak enters the next stage of its ongoing Penn Station renewal work, according to officials for the railroad and the Metropolitan Transportation Authority.

 Assuming a 2-hour minimum connection is required in Washington, that should still theoretically allow one to book WAS-NYP on the Palmetto 90 or the overnight Northeast Regional 66.

 

Now, they are showing a transfer between 50 and either 66 or 90 at Washington for passengers bound for points beyond Washington.

Jenkins calls on Amtrak to promptly restore route service through West Virginia

 

U.S. Rep. Evan Jenkins (R-WV) is concerned about his constituents’ commute time and the scenic West Virginia experience other train travelers could miss while Amtrak redirects rail line service in his home state to conduct track work at New York City’s Penn Station.

 

Story here.   Nothing is being redirected, and West Virginia loses no service with this temporary change.  The congressman should be working instead to make the Cardinal a daily train so that more people can experience West Virginia more often.

They keep changing their minds.  Now there is no longer a 489.  One uses the regular Palmetto 89 to connect with 51 in Washington.
