Washington (DC) Business Journal, 4/12/19:

A MARC train to HQ2? A VRE train to Baltimore? This study will answer whether the market's there.

Could a future Amazon.com Inc. employee living deep in the Old Line State catch a MARC train straight to Crystal City? Or how about a Manassas resident riding VRE to Baltimore?

Maryland and Virginia are setting out to answer those questions in the next year.

SNIP

The states will spend about $100,000 to study the technical aspects of VRE and MARC trains running on the other's tracks and determine if there is demand for this kind of service, said Timothy Canan, planning data and research program director at the National Capital Region Transportation Planning Board.

MARC trains could be carrying passengers into Virginia in a few years

Maryland residents would be able to ride MARC commuter trains to jobs in Northern Virginia under legislation being introduced in the General Assembly this week.

The bill directs the state to begin laying the groundwork that would allow MARC trains to travel past Union Station in the District and into Virginia, with the goal of having the Maryland commuter rail service operating across the Potomac River within a few years.

SNIP

Under the proposal, the Maryland Department of Transportation would be required to enter negotiations with the District, Virginia and the railroads that use and own the tracks south of Union Station to allow MARC trains to carry passengers into parts of Arlington and Alexandria. The move is in anticipation of an influx of development and jobs in across the Potomac River — namely the arrival of Amazon’s second headquarters in Crystal City.

Maryland leaders make push to expand MARC service into DC, Virginia

State officials, business leaders and transit advocates testified Thursday in front of the Maryland House Environment and Transportation Committee to make the case for expanding MARC train service farther into D.C. and Virginia.

House Bill 1236 would establish a pilot program for expanded service for MARC trains beyond Union Station, into L’Enfant Plaza and down into Northern Virginia.

Advocates for the bill argued that it would keep Maryland competitive with Virginia’s commitments to improving their own train system through Amtrak.

The Washington Post 3/19/20

Maryland approves plan to expand MARC commuter trains into D.C., Virginia

Trains could be operating across the Potomac River within a few years.

In one of its last orders of business Wednesday, the Maryland General Assembly passed a bill to expand Maryland commuter train service past Union Station in the District and into Virginia.

MARC trains could be operating across the Potomac River within a few years if the measure is signed into law by Gov. Larry Hogan ®.

The bill also orders a similar agreement with Delaware and train companies in the state to close a gap in service between Perryville and Newark, Del. MARC’s Penn Line, which terminates in Perryville, could extend the 20 miles to Newark under the plan, providing a service long requested by residents in Maryland’s Cecil County.

The legislation also orders a study on building a rail connection between Penn Station and Camden Station in the Baltimore area.

Gov. Hogan vetoes MARC expansion bill, Maryland Democrats vow to override

Even with the coronavirus pandemic cutting short the Maryland General Assembly’s legislative session March 18 for the first time since the Civil War, Governor Larry Hogan still had 50 days to decide which of the hundreds of bills passed by the legislature this year to sign into law or let become law without his signature and which to veto.

Now for some comments from your resident transitologist.    Mixed feelings about this one.   A unified MARC/VRE brand would be helpful to those whose travel needs include getting from the Virginia side of the Washington metropolitan area to the Maryland side, or vice versa.  It would MAYBE eliminate the need to change trains in Washington with the associated wait time in between.  The downside to this is that your origin and destination would have to be along the same married pair of routes, or there would still be a change of vehicle en route.  I believe this is why SEPTA's marriage of ex-PRR and ex-RDG routes into "R" prefix routes in 1984 seemed like a good idea at the time, but ultimately by 2010 did not work out. Most people still had to change trains at one of three downtown stations.

In the case of equipment use, the pro of through service would be continued utilization of the trains, vs storing them at or near Washington Union Station.  The through tracks leading to/from Virginia would see more use, and those that terminate at the bumper from the north would see less use by commuter trains.   It should, at any rate, make more track slots available since tracks won't be used as much for storage.

Integration of fare models into a unified system would be a challenge, but not impossible given today's technology.  Some sort of tap on-tap off system similar to other commuter railroads and transit lines could work as it would simply register the passenger's boarding and detraining location, no matter on which section of the system.

A question that burns in my mind is, where in this megalopolis  does it stop?   Besides this discussion about merging MARC and VRE, there has also been talk in other threads here about bringing MARC and SEPTA together, likely at Newark, DE.   And then SEPTA touches NJ TRANSIT at Trenton, and in New York City, NJ TRANSIT meets LIRR (and maybe Metro North someday with service extended into Penn Station off the Hudson and New Haven Lines). I could continue right up the east coast to Massachusetts with current or  future commuter rail properties meeting one another and possibly requiring fares to be integrated.   This is not to say that someone would get on a train in Spotsylvania, VA and travel solely by commuter rail up to Haverhill, MA (also assuming a North-South Stations tunnel in Boston) because it would obviously take too long, but if we're going to discuss the integration of fares between two systems, then the number could be endless even if there are still multiple physical transfers required.
