That would be the first time this area had service since the Rock Island quit? Still great news.

So the 2014 start date seems to be slipping already. Perhaps they originally overlooked the time between having the line fully functional and the start of revenue service, which includes a testing phase.

Construction on the Chicago to Moline railroad begins

The construction on the passenger rail route connecting Chicago and Moline has begun.

The Illinois Department of Transportation said construction began Tuesday, October 21, 2014 in Aurora at the BNSF Railway’s Eola Yard. Crews began what will be $23 million in improvements.

Wow so those predictions about the line being operational by 2014 were way off. Its construction didn't even begin until the last quarter of 2014, and now they are saying 2016 for service to start,

The Gazette, Cedar Rapids, IA, 12/13:

Efforts continue to keep passenger rail on track in Iowa

Iowa transportation officials and the Federal Rail Administration will assess likelihood of extending Amtrak service from Chicago to the Quad Cities

DES MOINES — The occasionally derailed effort to expand passenger rail service in Iowa apparently is back on track but will need more funding down the line if it’s to keep rolling.

Iowa transportation officials have forged a cooperative agreement with the Federal Rail Administration to do preliminary engineering work and follow-up environmental assessments for a proposal to extend Amtrak service from Chicago to the Quad Cities that currently is in the works on to Iowa City at some future time, according to Tammy Nicholson, chief of the Iowa Department of Transportation’s rail office.

“It doesn’t commit the state of Iowa to implementing service at any point in time, but it does get us very well prepared so that if there is federal funds in the future and the state decides to go forward with this, we would really know fully what this means, how it would operate, what the operating costs would be, and how we would work with the local railroads and Amtrak,” Nicholson said.

The Gazette, Cedar Rapids, IA, 7/15:

Leaders raise doubts about continuing

Chicago-Iowa City passenger rail work

Rail cars on order, but Illinois faces budget problems

IOWA CITY — Iowa transportation leaders are questioning the public investment of time and money in an increasingly uphill effort to bring passenger rail between Chicago, the Quad Cities and Iowa City.

A $6.21 million study of preliminary engineering and environmental impact is underway through the Iowa Department of Transportation. And the Midwest Equipment Pool, of which Iowa DOT is a member, has ordered dozens of rail cars and locomotives for the proposed service, agency leaders said this week.

The money has already been allocated with most coming from federal grants, they said.

“I am a fan of passenger rail, but I do not want to see an expenditure of funds for a system that ultimately cannot reach Chicago due to Illinois’ budget constraints,” said Iowa Transportation Commissioner Amy Reasner, a Cedar Rapids lawyer.
