Kevin, While it's a guess on my part, I suspect that Hoboken - WTC service isn't operating because of damage to the tunnels south of Newport that connect to the line going to WTC just west of the Exchange Place station. Remember, Exchange Place was flooded too. In other words, it is possible that they've restored the wye at Hoboken which allows for this new service to run. But not all sides of the wye between Exchange, Grove, and Newport are back in service.
Alan,

Take care and take trains!

Second Avenue Sagas, 2/28/13:

Some forward-thinking as PATH resumes 24/7 pre-Sandy service

Without much fanfare, the Port Authority has restored PATH train service to its pre-Sandy levels. Via a Tweet early Wednesday evening, the agency announced that weekend service to and from the World Trade Center and Exchange Place will commence this Friday. For Jersey City-bound travelers coming from points south in New York City, this announcement — unaccompanied by a press release — is a welcome one.

Progressive Railroading, 3/5/13:

USDOT awards nearly $200 million to PANYNJ for Sandy cleanup

The U.S. Department of Transportation (USDOT) awarded the Port Authority of New York and New Jersey (PANYNJ) $195.7 million for Hurricane Sandy-related infrastructure repairs, Sens. Charles Schumer (D-N.Y.) and Kirsten Gillibrand (D-N.Y.) announced Sunday.

Of those funds, $141.5 million is being allocated to the Port Authority Trans-Hudson Corp. (PATH), and $53.2 million to the World Trade Center Transportation hub to repair damage caused by Hurricane Sandy, which struck the East Coast in late October 2012.

Here's your story.
