Ballooning costs further delay railroad project
Five years ago, in May 2010, state elected and appointed officials converged on a barren construction site off Lupine Road where a ceremonial stretch of railroad tracks - parallel to the existing tracks - were placed on the ground. State officials, wearing hard hats and toting silver shovels, scooped some symbolic soil to commence what was to have been an 8-mile stretch of double-track from Lawrence to Wilmington.
