Hagerstown Factory to Build Metro Railcars, Create 460 Jobs   

 

Hitachi Rail will build a $70 million facility in Washington County to build WMATA's new fleet of 8000-series railcars

 

 

Metro railcars will be built at a new factory in Hagerstown, Maryland, manufacturer Hitachi Rail and the governor's office announced Monday.

 

The $70 million, 307,000-square-foot factory, which is a part of Hitachi Rail's U.S. expansion, will be tasked with building Metro's new 8000-series railcars. Hitachi Rail plans to offer up to 460 full-time jobs and help sustain 1,300 jobs in the region, Gov. Larry Hogan's office said.

21st March 2022 – Hitachi Rail has announced that Washington County, Maryland, will be the location of its state-of-the-art $70 million factory that will build the new fleet of 8000-series railcars for the Washington Metropolitan Area Transit Authority (Metro).

 

In a major expansion of Hitachi Rail’s presence in the US, the new site will manufacture modern railcars for the Washington DC region and will have the capacity to serve the wider North American railway market.

 

Hitachi Rail has taken the strategic decision to make its new facility a central manufacturing hub for its Americas business. The factory will develop a skilled new workforce, create a broad local supply chain and bring extensive economic value to the region.

 

The site in Washington County, Maryland, is well located to serve the Washington metro area – and is 90 minutes from Metro’s Greenbelt Rail Yard, where the completed trains will be delivered. An important advantage of the location is that the Greater Hagerstown region is a major center for logistics and has excellent connections to the Northeastern United States and beyond.

 

Having acquired the plot, near the growing Hopewell Valley industrial park in Washington County, Maryland, the next stage will involve preparing the land for construction. Once the process of grading the land is finished in the fall, the construction of the factory will begin in earnest, with the site scheduled to be operational in winter 2023/24.

 

A state-of-the-art American train factory

 

The factory building will cover 307,000 square feet – an area equivalent to the size of more than five football fields – and includes a large production area, warehouse and main office. The manufacturing facilities will be built on a 41-acre plot, which will also be equipped with an 800-yard test track allowing dynamic testing of trains on site.

 

When fully operational, the factory will be able to produce up to 20 railcars per month on a single shift and have the capability to build trains of all different types, from trams and metros to high speed trains.

 

The factory will benefit from Hitachi Rail’s American and global manufacturing expertise, taking the best practices from its existing locations in Miami, Florida, as well as facilities in Japan, Italy and the UK. It will also draw from the Hitachi Group’s leadership in digital technology to ensure that production, testing and the management of supplies can be optimized. These initiatives, combined with the high-quality training program for employees, will allow the facility to produce trains to the highest standards of reliability and performance.

 

Economic benefits for the wider region

 

The new factory will sustain a total of 1,300 jobs, of which 460 employees will work for Hitachi Rail at the site. These 1,300 jobs – direct, indirect and induced – will command total earnings of $350 million per year, which will bring major economic benefits to DC, Maryland, and Virginia.

 

The construction and operation of the factory will be a major boost for the regional economy. Around 60% of the construction value of the factory is expected to be spent with suppliers from across the region, which equates to more than $40M. Small businesses are expected to benefit too, with more than a quarter (c27%) of the total expenditure anticipated to go to Small Business Enterprises (SBEs).

 

Modern, high quality railcars for Washington Metropolitan Area Transit Authority

 

The factory’s first order will be to deliver the 8000-series fleet for Metro as part of an up to $2.2 billion contract that was announced in March 2021. The base order of 256 new railcars – with additional options of up to 800 in the fleet – will increase reliability, offer modern on-board technology and an improved passenger experience. The Metro trains will have popular features and enhanced security that include:

 

  • digital screens, improved journey information and on-board WiFi

  • "smart doors" that respond individually to obstructions

  • high-definition security cameras

  • ventilation system improvements

  • stringent cybersecurity requirements

  • more space between seats, wider aisles

  • heated floors throughout

  • improved regenerative braking

 

The all-electric vehicles, with 130 seats per pair of cars, will be a major upgrade when they replace the 2000- and 3000-series fleets, which have been in service since the early 1980s. For Metro, the new fleet will help improve the service for passengers, be easier to maintain and reduce costs.

 

Hitachi Rail is becoming a climate change innovator, and the new 8000-series will help meet the Washington DC region’s sustainability goals by encouraging more people out of cars and on to the electric-powered Metro trains – thereby reducing congestion, pollution and carbon emissions. The trains themselves will be quieter and more energy efficient than the older fleets they will replace.

Congressman David Trone said: “This new factory in Hagerstown will deliver good-paying jobs to the community and strengthen our public transportation options across the entire Metro system. I welcome Hitachi Rail to our district and look forward to the economic opportunities this facility will bring to Washington County.”

 

Paul Wiedefeld, General Manager for WMATA said: “It’s important that this investment in rail cars will enable us to replace our legacy equipment, while accruing economic benefits to the region through jobs, use of local suppliers, and work for small and minority-owned businesses.”

 

Hitachi Rail’s $70 million factory investment represents a continuation of its commitment to improve passenger and freight rail transportation in the North America. The company, headquartered in Pittsburgh, Pennsylvania, already employs more than 1,400 people and is delivering programs across the entire transportation sector; from building Honolulu’s first ever railway, to major signalling in San Francisco, manufacturing train cars in Miami and supporting rail freight firms across the region.

WMATA considering change to ‘world-class’ design, GM says

 

WASHINGTON — The Washington Metropolitan Area Transit Authority is considering a redesign of its planned 8000-series cars for DC Metrorail service to include an open-gangway design that would allow passengers to walk from car to car, the Washington Post reports.

 

General Manager Randy Clarke told a WMATA board meeting that the open-gangway design has “significant advantages … That’s why it’s kind of a world-class model, specifically around safety and accessibility in providing a little bit more space inside of the vehicle.

Metro considers design that would allow passengers to move between rail cars

 

Metro riders might be able to move freely between rail cars when the new 8000 series trains are introduced into Metro’s fleet.

 

WMATA General Manager and CEO Randy Clarke said during Thursday’s Board of Directors meeting the transit agency is considering an “open gangway” design for its next generation of rail cars.

New renderings of Metro’s 8000-series train cars show the transit agency is switching up the trains’ seating configuration, moving forward with the open gangway concept, and adding a touch of D.C. flair to the design.

 

The new designs, highlighting more space for bikes, wheelchairs, and luggage, were presented to Metro’s Rider Advisory Council last week for feedback. Lynn Bowersox, Metro’s Vice President for Rail Transformation, said the transit agency needs to make “structural decisions” on the configuration of the train cars soon.

 

In an interview with WAMU/DCist, WMATA General Manager Randy Clarke said nothing is finalized yet, but they’re looking at a lot of options.

 

“We know the region is evolving and travel patterns are evolving and we want to be best in class,” he said, mentioning more bikes and luggage on Silver Line trains heading to Dulles. “I want to steal the best practices from around the world and the open gangway is clearly the best practice around the world for urban rail.”

  Metro seeks customer feedback at exhibit on train fleet of the future

 

With the design of Metro’s train fleet of the future underway, customers are invited to visit a pop-up exhibit at Gallery Place – Chinatown Metro Station to view current concepts and provide input on the look, layout, and features of trains. The fleet of the future is expected to start serving customers in 2026. The pop-up will feature physical samples, renderings, and videos allowing the public to interact with and provide feedback on the design of the new trains. 
 
Located at Gallery Place – Chinatown Station at the 7th and F St. entrance near the faregates, the exhibit will be open at designated times tomorrow, May 23, through May 30. Visit wmata.com/FleetoftheFuture for the full schedule. 
 
“We’re designing Metro’s fleet of the future for all of our customers, and we’re working hard to get as much public input as possible throughout the process,” said Metro General Manager and Chief Executive Officer Randy Clarke. “Metro’s next generation of trains will serve our region for decades, so we must ensure customer needs are met, while incorporating advances in technology that will allow our system to evolve with our trains.”  
 
Proposed concepts for Metro’s train fleet of the future include: 
 
Safety improvements 
  • Open gangways between two cars to improve safety and customer flow, especially for customers traveling with wheelchairs, bicycles, luggage, and strollers 
  • Expanded CCTV coverage and real-time train monitoring
  • Illuminated emergency call buttons for improved visibility 
Customer Experience Improvements
  • Charging ports 
  • Reconfigured seating, with more horizontal seating to increase capacity and create wider aisles
  • Increased size and number digital information displays in more visible locations 
Accessibility improvements
  • Designated space for wheelchairs, separate from space for bicycles, luggage, strollers 
  • Floor to ceiling handholds at center of cars
  • New LED lighting to indicate doors opening and closing 
  • Clearer public announcement systems 
Sustainability improvements 
  • Lighter aluminum exterior car body, which reduces wear and tear on track infrastructure and energy use 
  • Heated flooring for energy efficiency

PHOTOS: Take a peek into Metro’s ‘Fleet of the Future’

 

Metro is still gradually returning the 7000 Series rail cars back in service after they were pulled over safety concerns following a derailment in 2021. But the D.C. -area transit agency is already giving a sneak peek into the next generation of trains and buses.

 

From March 20 to April 3, you can see a replica of the 8000 Series rail cars at the “Fleet of the Future Expo” at the National Mall in D.C.

 

“We took best practices from all over the world — open gangways, more space, better digital screens for real-time information, enhanced video systems to improve safety, a more sustainable aluminum shell, and eye-catching design — and put them in this train,” Metro General Manager and CEO Randy Clarke said in a statement.

Metro unveils new 8000 series trains during Fleet of the Future Expo on National Mall

 

WASHINGTON (7News) — Starting Wednesday, March 20, and lasting through April 3, the public can tour a mock-up of what Metro expects its future 8000 series train cars to look like.

 

The tours will be available each day between 9 a.m. and 5 p.m. near 12th and Madison streets on the National Mall. Metro said visitors will also be able to tour its new 60-foot-long electric-powered buses as part of what’s called the “Fleet of the Future Expo.”

 

7News got a chance to tour the mock-up of an 8000 series train at a preview event late Tuesday afternoon.  . . .

‘There’s so much room’: Visitors react to Metro’s newest 8000 Series rail cars

 

 

You might not expect to see a train car on the National Mall in D.C., but it will be the norm all through this week.

 

Metro is offering the public a sneak peek into its new 8000 Series rail car and zero-emission buses through the Fleet of the Future Expo, held on the National Mall from now through April 3.

 

“It’s really great to see that there’s so much room for people after events or big events or even when you’re just on a crowded rush hour train,” said Alex Dodds, who was visiting the display with her two sons.

 

Visitors are given the chance to actually step inside a life-size replica of the 8000 Series rail car and check out the new features.
