U.S. Transportation Secretary Elaine L. Chao Announces $173 Million Grant Agreement for Double Track Northwest Indiana Project

WASHINGTON – The U.S. Department of Transportation's Federal Transit Administration (FTA) today announced a $173 million federal grant agreement with the Northern Indiana Commuter Transportation District (NICTD) for the Double Track Northwest Indiana Project, which will improve transportation options in northwest Indiana, including residents traveling to downtown Chicago and South Bend International Airport.

 

"This $173 million federal grant agreement will lead to better access for Northern Indiana residents to jobs, education, and essential services," said U.S. Transportation Secretary Elaine L. Chao.

 

The Double Track Northwest Indiana Project is a 26.6-mile second track on NICTD's South Shore commuter rail line between Gary and Michigan City in Indiana. The total project cost is $491 million with $173 million in funding provided through FTA's Capital Investment Grants (CIG) Program.

 

"FTA is proud to join our partners in northern Indiana to improve mobility, reduce travel times and spur economic development along this corridor," said FTA Deputy Administrator K. Jane Williams. "Commuters on the South Shore Line can look forward to more efficient commuter rail service connecting them to downtown Chicago, while supporting economic recovery."

 

 

Williams added that "this federal investment underscores the Trump Administration's commitment to fund infrastructure that creates jobs and helps communities continue to recover from the COVID-19 public health emergency."

 

FTA's CIG program provides funding for major transit infrastructure projects nationwide. Projects accepted into the program must go through a multi-year, multi-step process according to requirements in law to be eligible for consideration to receive program funds.

 

With this announcement, FTA has advanced funding for 41 new CIG projects throughout the nation under the Trump administration since January 20, 2017, totaling approximately $10.7 billion in funding commitments.

Bids rejected for South Shore Line Double Track project

 

 

Even after a five-month procurement process and 66 informational packets requested, the Northern Indiana Commuter Transportation District has tossed two bids for the main construction work on the South Shore Line Double Track project.

 

F.H. Paschen/S.N. Nielsen & Associates ($399.7 million) and Walsh/Herzog ($424.5 million) were the ones submitting bids, and the NICTD hopes lower estimates can be obtained. The original engineers’ estimate was $228.6 million.

Double Track nears second try for successful contract

 

 

CHESTERTON — Northern Indiana Commuter Transportation District officials and consultants are continuing their summer work to get the South Shore Line Double Track project back on track, with the goal of putting a slimmed-down version out to bid in the next couple weeks and giving a winning contractor a “notice to proceed” this fall.

“I’m feeling confident between the actions we’re taking and the new funding available, we’ll be able to give a notice to proceed,” NICTD President Michael Noland said.

 

The revisions need to yield a project that comes closer to the railroad’s anticipated cost of $228 million than were the original bids’ $400 million price tag.

South Shore Line double track bids still high, but are now low enough

 

 

South Shore Line now thinks it’s low enough.

 

Back in May it was decided to re-bid the South Shore Line’s Double Track project because the prices that came in were well above the engineers’ estimate of $228.6 million. On Oct. 11, the lowest bid of $304.8 million came from the Walsh/Herzog joint venture. That’s still over $70 million over the estimate, but $95 million lower than the May low price of $399.7 million submitted by F.H. Paschen, S.N. Nielsen & Associates. Their revised bid was $322.4 million.

 

However, the Northern Indiana Commuter Transportation District (NICTD) Board of Trustees pulled items from the job this time around,  . . .

Transactions closed, land to be transferred for Northern Indiana Double Track Project

 

 

The Chicago South Shore & South Bend Railroad (CSS) and Northern Indiana Commuter Transportation District (NICTD) closed transactions with Northern Indiana Public Service Company (NIPSCO) to add 17 miles of double-track main line to improve CSS freight and NICTD commuter operations in northern Indiana.

 

CSS and NICTD also are parties to related land agreements that will facilitate NICTD’s Double Track Project.

As part of the transaction, CSS, NICTD, and NIPSCO are conducting land transfers. Today a bottleneck exists at Burns Harbor where CSS and NICTD trains share a single-track main line. When the Double Track Project is completed, CSS will be able to conduct freight switching operations north of the mainline. This will allow CSS to use some of NIPSCO’s now idle Bailly Generation Station property to foster business development in northwest Indiana.

Nearly $173 million in federal funding provided for commuter rail expansion

 

 

INDIANAPOLIS – Gov. Eric J. Holcomb today announced nearly $173 million in federal funding that will allow construction to begin on the expansion of the South Shore rail line to a double track, a decades-long priority for the region. 

 

The $491 million project, which is a key piece of Gov. Holcomb’s Next Level Agenda, will speed passenger rail service between Gary and Michigan City as well as make critical safety improvements at grade crossings and platform improvements at five stations.

 

“By improving commuter rail through the region, the project is a game-changer for northwest Indiana and the entire state,” Gov. Holcomb said. “Combined with our recent announcement on the West Lake Corridor project, double tracking the South Shore line will connect Hoosiers, attract talent and business, and increase quality of life in our great Indiana communities.”

 

Today, the Federal Transit Administration (FTA) and the Northern Indiana Commuter Transportation District (NICTD) signed the Full Funding Grant Agreement. This agreement finalizes the full federal funding for the project through the FTA’s Capital Investment Grant (CIG).

 

Gov. Holcomb, Indiana’s Congressional delegation, members of the Indiana General Assembly, the Northwest Indiana Regional Development Authority and local elected leaders worked with NICTD to provide funding and leadership for the project. The state has committed nearly $200 million and locals have partnered to commit nearly $120 million.

 

“FTA is proud to join our partners in northern Indiana to improve mobility, reduce travel times and spur economic development along this corridor,” said FTA Deputy Administrator K. Jane Williams. “Commuters on the South Shore Line can look forward to more efficient commuter rail service connecting them to downtown Chicago, while supporting economic recovery.”

 

The Double Track Northwest Indiana Project, which spans over 26 miles from Gary to Michigan City includes installation of a second mainline track, improvements at five stations, expansion of parking lots for over 1,300 new parking spaces, and nine new platforms. Significant safety improvements will be made in Michigan City, where the rail will be separated from the roadway and 21 at-grade crossings will be closed. The project is expected to more than double existing South Shore Line ridership and reduce travel times for all riders travelling east of Gary.

 

The Double Track Northwest Indiana Project is a unique partnership with the Federal Transit Administration, Michigan City and LaPorte County, South Bend and St. Joseph County, Northwest Indiana Regional Development Authority (RDA) and the Indiana Finance Authority (IFA), who are serving as funding partners.

 

The SS Double Track funding agreement closely follows a federal funding agreement for the West Lake Corridor project. Combined, the Double Track Northwest Indiana and West Lake Corridor Projects are projected to attract approximately $2.3 billion in private investment to northwest Indiana, and result in over 6,000 new jobs and $3 billion in economic impact by 2048.

 

“This has been a game-changing infrastructure priority for Indiana for many years, so naturally I am thrilled that our efforts have helped secure the full amount of federal funding required to complete the South Shore Line Double Track Project. During her confirmation hearing in 2017, DOT Secretary Chao agreed to my request that she visit Indiana, which culminated months later in a meeting at the South Bend Airport to advocate for advancement of the project. Now, with its expected economic impact of $3 billion by 2048 and the creation of more than 6,000 new jobs, the completion of this and other Northwest Indiana infrastructure projects will benefit Hoosiers for years to come. I applaud everyone at the state and federal level who played a role in helping us reach this pivotal moment,” said Senator Todd Young.

South Shore Street Running Ends This Weekend

 

 

MICHIGAN CITY, Ind. — A century of street running on the South Shore Line in Michigan City, Ind., will come to an end this weekend. Starting Monday, February 28, bus service will substitute train service between the Carroll Avenue and Dune Park stations through at least this fall. Passengers going between Chicago and South Bend, Ind., will have to transfer from a train to a bus and back to a train to complete their journey.

The Double Track NWI project includes almost 17 miles of double-track to be installed between Gary and Michigan City, four new bridges, eight new station platforms and increased parking, and the closure of 21 grade crossings in Michigan City to help increase average train speeds. The single track street-running will be replaced with ballasted double track, and 11th Street will be converted into a single one-way lane for eastbound automobile traffic. The project is scheduled to be completed in 2024.

LONG-TERM BUSING BETWEEN CARROLL AVE. & DUNE PARK STATIONS - EFFECTIVE FEB. 28, 2022
 

In order to accommodate construction for the Double Track NWI project, the South Shore Line announces it is implementing a long-term busing schedule for passengers between Dune Park and Carroll Ave. stations.  

 

Beginning Monday, Feb. 28, 2022, and lasting through fall 2022, busing between the stations will be ongoing for all weekday and weekend trains. Dune Park to Carroll Ave. bus service will operate on the regular SSL train time schedule.  

 

Loop bus service will be provided to M. City 11th St. (bus stop located @ 920 Franklin St.) and Beverly Shores Station. Loop buses will not operate on the regular SSL train schedule. Please view the below special schedule for the Beverly Shores and 11th St. loop bus. Those passengers will be bused to either Dune Park or Carroll Ave., where they may board the next scheduled SSL train.  

 

With the onset of the Bikes on Trains program April 1, 2022, no bikes will be transported between South Bend Airport and Dune Park stations. Bikes will be permitted as normal from Dune Park Station-west.  

 

Buses between Dune Park and Carroll Ave. will arrive and depart with passengers to match our published train schedule. Westbound passengers should be prepared to detrain and board buses in front of Carroll Ave. Station and re-board South Shore trains at Dune Park. Eastbound passengers will detrain at Dune Park to board buses, and board their regular trains again at Carroll Ave.
