The Dallas/Fort Worth Metroplex has a myriad of freeways, but rail transit is catching up, both in the case of the Trinity Rail Express and DART. The latest proposal, is to use the Cotton Belt corridor for a commuter train between DFW Airport and Plano, which would not just connect with the DART Red Line, but also the Green Line, and the DCTA A-Train.

Dallas Area Rapid Transit and the Fort Worth Transportation Authority want to find out if an increasingly popular method to jump start highway projects will work for transit projects in the United States.

The two transit agencies have issued a Request for Information (RFI) seeking firms who would be interested in a public private partnership (PPP) to design, construct, operate, maintain and finance a cross-regional passenger rail service starting as early as 2013.

The 67.7-mile project, known as the Cotton Belt Rail Line, will operate principally on a 54-mile DART-owned rail corridor of the same name. The DART corridor extends from Wylie in Collin County, north and east of Dallas, west to Fort Worth. Some of the cities on the corridor include Plano, Richardson, Dallas Addison, Carrollton and Fort Worth as well as DFW International Airport.

Well this is good news. A little exciting for my neck of the woods.

ARLINGTON -- The once unlikely prospect of seeking a private developer to build a 62-mile commuter line connecting Fort Worth to Plano is quickly emerging as a viable alternative, several North Texas officials said Thursday.

One by one on Thursday afternoon, members of the 43-person Regional Transportation Council lined up to sign a nondisclosure agreement to get a peek at an unidentified private developer's letter of intent to build the passenger rail project.

I've heard some of these guys speak at a few meetings, and some of funding concepts still go over my head, but they seem pretty enthusiastic about building this project from the private side of things.

We've been addressing TEXRail in other threads, and it does sound exciting. I surmise it will get built in phases, the most important one being downtown Fort Worth to DFW Airport (linking to DART Orange Line). The continuation southwest of downtown FTW might be the same time or later, and the section east of the airport further down the line, with the excitement being the other connections it can offer with DART light rail... most likely the Red Line.

GRAPEVINE -- The TEX Rail/Cotton Belt project is no longer just an obscure line on a map.

It's a multibillion-dollar commuter rail project that is moving quickly toward construction -- and a line that, if planners can hurdle funding and other obstacles, could open for business as soon as 2016.

The Fort Worth City Council voted down a resolution that would have supported still-undrafted state legislation facilitating the privately-backed 62-mile Cotton Belt commuter rail line connecting southwest Fort Worth to D/FW Airport and Plano or Richardson.

Fort Worth officials say they're willing to support the proposed private development of the Cotton Belt commuter rail line, if they can be assured that any federal funds awarded for the Tarrant County portion of the project aren't spent in the Dallas area.

Dallas Area Rapid Transit will be hosting open houses to talk about the Cotton Belt Commuter Line and what rail stations along the 26-mile route may look like. The line will connect southeast Plano to Terminal B at Dallas Fort Worth International Airport. Pending a federal environmental impact review, which is expected to be finished by April, the Cotton Belt Commuter Line will be fully operational in 2022. DART expects the line to carry 7,000 people daily, and will eventually grow to 12,000 by 2040.

One of the most important issues DART will have to consider when building the Cotton Belt Line, is the construction impact on those living along the route. “There are probably going to be some places where we need to have some walls or things we can do with trees. We’ve been doing some sound measurements and the community is aware of that,” Morgan Lyon, DART Spokesman said.

The Cotton Belt Commuter Line is expected to cost $1.1 Billion.
