From Hampton Roads Transit website, edited to include only TIDE info:

Weekend Storm May Interrupt Service

NORFOLK, VA – An unusually powerful fall storm moving toward Hampton Roads this weekend will produce heavy rain, strong winds and tidal surges starting Saturday night.

The eastern third of Virginia could experience sustained tropical storm force winds of between 39-73 mph for more than 48 hours. Flooding in low-lying coastal areas is expected. These challenging conditions may last until Tuesday.

Hampton Roads Transit will draw down bus, ferry and light rail services if weather conditions threaten the agency’s ability to deliver safe, reliable transit services.

Light rail services will operate until sustained winds reach 50 miles per hour or greater. The system will then be shut down. High winds cause overhead wires to “bounce” and interrupt power flow to the trains. Temporary and repeated wind gusts often arrive before sustained winds. Field observations by HRT staff will determine if these temporary conditions will require rail operations to be suspended even if sustained winds have not reached 50 mph.

Train operators are instructed not to operate light rail vehicles when standing water appears to be three inches or higher above the top of the rail.
