SEPTA Announces Plan for Winter Storm Quinn

 

Customers Urged To Check For Possible Service Disruptions

March 06, 2018

 

 

PHILADELPHIA, PA (March 6, 2018) - SEPTA is urging customers to plan ahead, and if possible, avoid unnecessary travel as Winter Storm Quinn moves into the region late Tuesday evening into Wednesday. Forecasts are predicting 6-12 inches of heavy, wet snow and moderate wind gusts that will impact SEPTA services on all modes of travel throughout the transit system on Wednesday, March 7. SEPTA will continually monitor the storm and make service adjustments as needed to ensure the safety of our customers and employees.

 

Below is a summary of some of the issues SEPTA may face, and steps being taken to maintain service and keep customers informed of possible disruptions:

 

Proactive Measures & Additional Staffing: SEPTA will have additional personnel on-site at the SEPTA Headquarters Command Center, and also in the field to monitor conditions. Personnel at bus depots and rail yards will take measures to address vehicle equipment concerns that come with this kind of weather. Track inspectors and maintenance crews, as well as signal maintainers and power crews, will be staged at various locations throughout the system to be available to quickly address issues. By deploying extra staff, SEPTA will be in the best possible position to quickly identify problems and take corrective action to minimize the impact to our riders. Crews will also run pilot vehicles on trolley routes 11, 34, 101 and 102 and the Norristown High Speed Line (NHSL) overnight Wednesday to keep the lines clear and ready for Thursday morning service.

 

SEPTA has tools at its disposal to battle the winter weather, such as high-velocity snow blowers and brining equipment, aimed at combating snowy and icy conditions. This equipment will play a key role in the Authority's efforts to minimize disruptions to customers resulting from winter weather events. In addition, SEPTA has taken preventive efforts to prepare its revenue fleet of over 2,700 buses and trains. Air systems and doors on all vehicles are aggressively serviced, and additional traction motors are placed into inventory to reduce down time. Winter weather snow plans are also developed to identify critical system infrastructure areas that require deployment of personnel and equipment.

 

Twenty-Four Hour Market-Frankford Line and Broad Street Line Service:

Similar to weekends, 24-hour weekend train service will be in operation Wednesday night on the Market-Frankford and Broad Street Lines - SEPTA's two busiest routes. There will be no overnight Nite Owl bus service; trains will operate every 20 minutes, all-night. This keeps additional buses off potentially hazardous roads, and helps with efforts to continue service on these vital transit arteries. The Market-Frankford and Broad Street Lines will be the best modes of transit for those needing to travel throughout Philadelphia.

 

Regional Rail to Operate on Severe Storm Service Plan: On Wednesday, March 7, SEPTA will activate its Regional Rail Severe Storm Service Plan, (http://septa.org/winter-storm). Lines will operate on a Saturday schedule with the exception of the following:

  • The Wilmington/Newark Line will run on an enhanced Saturday schedule, with service to Newark and Churchmans Crossing Stations (click here for the schedule: http://www.septa.org.../pdf/WIL_1.html).
  • Cynwyd Line service will not operate.
  • It is anticipated that service could experience significant delays and possible cancellations. Customers are urged to register for Twitter updates for their specific Regional Rail Line. Details are available at http://www.septa.org...rt/twitter.html.

Snow Could Impact Norristown High Speed Line: The NHSL will operate every 20 minutes; however, NHSL passengers should monitor SEPTA's website and Twitter alerts for possible service delays or service suspension due to snow covering the electrified third rail.

 

Historically Affected Bus Routes to be Detoured at 9 a.m. (Earlier if Conditions Warrant): SEPTA will cut back and/or detour bus service along routes that arehistorically impacted by storms, such as hilly areas or on tight streets: Routes 7, 9, 14, 15B, 18, 19, 20, 22, 24, 26, 27, 28, 31, 32, 35, 38, 44, 46, 48, 50, 52, 53, 55, 57, 58, 61, 62, 65,70, 73, 77, 84, 88, 92, 93, 94, 95, 97, 99, 103, 107, 108, 112, 114, 117, 119, 120, 124, 125, 126, G, H, XH, J, K, and L.

  • Additional bus routes could be detoured or suspended if road conditions deteriorate.

Heavy Snow Could Impact Trolleys: Customers using SEPTA Trolley Routes 10, 11, 13, 34 and 36, and the Media/Sharon Hill Line (Routes 101/102) should anticipate significant delays and possible service cancellations, due to street conditions and cars parked too close to the rails.

 

Customized Community Transportation (CCT) to Operate Limited Schedule: CCT is currently planning for full service on Wednesday, March 7, 2018; however, CCT riders should anticipate delays due to the impending weather conditions. Keep in mind service reductions may become necessary if conditions deteriorate during the day. Sidewalks and steps not cleared of accumulated snow, ice and/or streets blocked by stuck vehicles may prevent safe boarding and transport. Please contact CCT Control Center at (215) 580-7720 to cancel trips if you do not plan to ride or to inquire about the status of any pending same day trips. Customers should call CCT Customer Service at (215) 580-7145 for all other inquiries.

 

The SEPTA Customer Service Call Center will open at 6 a.m., and will be staffed with extra personnel. Customers can call (215) 580-7800 to speak to SEPTA representatives. The SEPTA Social Media Team (@SEPTA_Social) will also be available to answer inquiries via Twitter starting at 6 a.m. Service updates will be posted at www.septa.org.

Due to Winter Storm Quinn, service on your Bus, Train, or Trolley may be adjusted or suspended based on weather conditions. Customers should refer to the information below for service during the storm.

Regional Rail:

The Regional Rail Severe Storm Schedule will be in effect on Wednesday, March 7th. ALL Regional Rail Trains will operate on a SATURDAY schedule, with enhanced Wilmington/Newark Line service to Newark and Churchmans Crossing Stations. The Cynwyd Line will not operate. Customers can check the status of their train in real-time via TrainView or follow your Regional Rail Line on Twitter.

Bus:

The following historically affected Bus Routes will be placed on weather related detours at 9:00 a.m., Wednesday, March 7th. Please look for the storm icon next to the route on System Status for routing information: Routes 7, 9, 14, 15B, 18, 19, 20, 22, 24, 26, 27, 28, 31, 32, 35, 38, 44, 46, 48, 50, 52, 53, 55, 57, 58, 61, 62, 65,70, 73, 77, 84, 88, 92, 93, 94, 95, 97, 99, 103, 107, 108, 112, 114, 117, 119, 120, 124, 125, 126, G, H, XH, J, K, and L. Broad Street & Market Frankford Lines:

Broad Street and Market Frankford Line Trains will operate with all night service Wednesday evening, March 7th. Trains will operate every 20 minutes. There will be no overnight NiteOwl Bus service. The Broad Street and Market Frankford Lines are the best modes of travel for service to/from Center City during a severe storm.

 

Trolley Routes 101 and 102 and the Norristown High Speed Line:

Customers should check System Status or TransitView throughout the day for the latest service information.

CCT Connect:

Safety During a Storm

Our primary concern is your safety.

  • Use extreme caution when boarding and departing vehicles during inclement weather
  •  
  • Dress appropriately for the weather
  •  
  • Allow for extra travel time in the event of delays due to inclement weather

Preparation for winter weather conditions includes stockpiling several tons of salt and equipment such as snowplows, front-end loaders and salt spreaders. During a snowstorm or ice emergency, crews clear equipment and facilities and make sure vehicles are ready for service.

 

If the weather becomes too severe for regular operation of any route or service, SEPTA will announce the suspension of service one hour before the scheduled time service ends. Information will immediately be sent to news outlets and posted throughout official SEPTA web communications, including System Status, Twitter and the official SEPTA apps for iPhone and Android devices.

 

  Regional Rail

Snow removal plan for station platforms & parking

 

Frozen switches and ice on overhead wires or pantographs (the electrical poles on top of rail cars) can delay or shut down Regional Rail service. Maintenance crews work to keep the corridor between Center City Philadelphia and Lansdale open so we can continue to provide service on the main branch if frozen switches prevent trains from operating on other lines. On the Wilmington/Newark Line, Paoli/Thorndale Line and Trenton Line, Amtrak is the owner of the tracks we travel on, so SEPTA must work with Amtrak to resolve weather-related problems.

 

  Subway Lines

The Broad Street Line and Market-Frankford Line are best bets for riders during severe winter storms. We keep the cars ready for service by storing them overnight in tunnels and maintenance car houses and we assign crews to keep station entrances, platforms and sidewalks clean of ice and snow.

 

  Bus Routes & Trolley Lines

During a winter snow or ice emergency, SEPTA will attempt to operate all bus service, although a large number of routes may be detoured. We will attempt to maintain service without detours on our most heavily used routes, which generally operate over streets that have been given a high priority for snow removal.

 

  CCT Connect

 

General Information:

Depending on road conditions, full CCT service may be provided in some areas, while limited or no service may be provided in others. During extreme weather conditions when CCT service is suspended, every effort will be made to continue service for kidney dialysis and other urgent, critically-needed medical treatment.

General Announcement:
Bus: Service has resumed on most routes, however, some may still be suspended or detoured due to street conditions from the storm. Customers should check System Status for updated routing information. Please use caution during your travels today as SEPTA platforms, parking lots, walkways, and vehicles may be wet, slippery or icy.
Bus:
Routes 129, 130, 92 : Service is suspended until further notice due to inclement weather and icy road conditions.
Regional Rail:
Paoli/Thorndale : Train #9542 will express from Paoli to Center City. Train #544 will make all station stops.
Trenton : Trains are operating with residual delays due to earlier Amtrak switching issues.
Broad Street Line:
Broad Street Line : Southbound local and express trains may experience delays of up to 20 minutes due to earlier signal problems at Fern Rock Transportation Center.
CCT:
CCT : CCT is planning for full service today, however, riders should anticipate delays due to weather conditions. Service reductions may become necessary if conditions deteriorate. Sidewalks/steps not cleared of snow/ice and streets blocked by stuck vehicles may prevent safe boarding and transport.
