Law enforcement official tells the Associated Press that the man they have in custody had the explosive device strapped on when it exploded in the New York City subway.

The man is injured.

Gov. Andrew Cuomo, at a news conference, said the suspect used a “low-tech device.”

Mayor Bill de Blasio, at a news conference, called it an “attempted terrorist attack.”

“There are no additional known activities,” de Blasio said. “There are no credible threats against New York City at this time.”

AP via WTOP radio, 12/11/17:

‘One of my nightmares’: Pipe bomb attack hits in NYC subway

NEW YORK (AP) — A would-be suicide bomber inspired by Islamic State extremists strapped on a crude pipe bomb, slipped unnoticed into the nation’s busiest subway system and set the device off at rush hour Monday in a scenario that New York has dreaded for years, authorities said.

In the end, the only serious wounds were to the suspect identified as Akayed Ullah, a 27-year-old Bangladeshi immigrant and former cab driver. But the attack sent terrified commuters fleeing through a smoky passageway, and three people suffered headaches and ringing ears from the first bomb blast in the subway in more than two decades.

“This was an attempted terrorist attack,” Democratic Mayor Bill de Blasio said. “Thank God the perpetrator did not achieve his ultimate goals.”

The suspect had looked as Islamic State propaganda online and told investigators he acted alone in retaliation for U.S. military aggression, law enforcement officials said.

SNIP

“This is one of my nightmares, right: a terrorist attack in the subway system,” Cuomo, a Democrat, later told cable channel NY1.

“The good news is: We were on top of it,” he said, and “the reality was not as bad as the fear.”

Analysis: NY suicide bomb attack borrowed from old playbook, why it matters

WASHINGTON — For decades U.S. intelligence and law enforcement authorities have warned that a terrorist would eventually try to detonate a suicide device in a crowded U.S. city.

It happened in New York’s Port Authority transit terminal at approximately 7:20 a.m. Monday.

SNIP

The bomb fizzled out.

Ullah was injured, but survived, and three people around him suffered relatively minor injuries.

But the message was loud and clear: Big cities in the U.S. are still prime targets for suicide bombers.

PANYNJ news release:

PORT AUTHORITY CHAIRMAN, EXECUTIVE DIRECTOR PRAISE ACTIONS OF PORT AUTHORITY POLICE OFFICERS FOLLOWING THIS MORNING’S EXPLOSION IN PASSAGEWAY NEAR PABT

Date: Dec 11, 2017

Port Authority Police Department (PAPD) officers took quick and decisive action to apprehend a suspect linked to this morning’s explosion in a passageway near the Port Authority Bus Terminal, helping to ensure public safety and restore calm after the incident.

After touring the bus terminal and speaking with police and facility employees, Port Authority Chairman Kevin O’Toole and Executive Director Rick Cotton praised the actions of four officers who responded to the incident in an underground subway pedestrian passageway near the PABT during the height of this morning’s rush hour. They subdued the suspect and placed him under arrest, with the case now under the jurisdiction of federal authorities.

To ensure public safety and security, Port Authority Police and PABT staff then acted to temporarily close the Port Authority Bus Terminal, so the facility could be swept for potential explosive devices and to assist with an orderly evacuation.

“Thanks to the quick response of these brave Port Authority Police officers, the suspect was apprehended, there were no serious injuries and the PABT was secured without further incident,” Chairman O’Toole said. “Our officers responded immediately and put themselves in harm’s way to protect the public.”

Executive Director Rick Cotton said, “Our officers’ actions were commendable and we are thankful there were no serious injuries to any travelers.”

Port Authority officials are working to restore normal operations at the bus terminal to the extent possible by the afternoon/evening commute, and will be providing updates periodically as conditions change.
