The article makes it sound like single level equipment is here to stay, rather than rumored re-conversion to Superliners. Bad news for customer amenities (until new single level equipment is delivered), and good news for one-seat ride fans from points between New York City and Baltimore.

Yup and this is closely linked with the changes proposed for the Cap and the necessary schedule for achieving the goals for the Cap. This makes it impossible to reduce the number of consists needed to run the Cap by one, which is where the cars for switching the Card over to Supers were partially coming from.
