President Joseph R. Biden, Jr. on Oct. 25 helped mark the official start of Portal North Bridge construction in New Jersey.

Alongside federal, state and local officials, President Biden participated in a groundbreaking ceremony that followed the New Jersey Transit Board of Directors’ approval earlier this month of a $1.56 billion contract with Skanska/Traylor Bros Joint Venture for construction of the bridge.

“The infrastructure bill is about rebuilding the arteries of America, and the Portal Bridge Project is showing why investments like this are so important,” President Biden said.  . . .

Federal and New Jersey officials gathered yesterday in Kearny to mark the official groundbreaking of the new Portal North Bridge project.

Construction of the new bridge will reduce gridlock caused by critical operation and maintenance issues of the existing 110-year-old swing bridge and improve service, reliability and capacity for rail travel along the Northeast Corridor, state officials said in a press release issued by New Jersey Gov. Phil Murphy's office.

The bridge project is a major part of the larger Gateway Program, one of the nation's largest infrastructure projects. The program is designed to eventually double rail capacity between Newark, New Jersey, and New York.

NJ Transit fires manager of new Portal Bridge construction, part of Gateway tunnel project

NJ Transit's chief of construction management, who was overseeing the Portal Bridge project — the largest single project in the agency's history — was fired this week.

Mohammed Nasim, a licensed engineer who has more than 30 years of experience delivering large projects, said he was given no reason for his firing, except that he was an "at will" employee and was escorted out of the agency's Newark headquarters building by police.

"It was a very unfair decision. Many people were shocked, including the FTA, the contractor," he said when reached by phone, referring to the Federal Transit Administration.

Nasim was hired by NJ Transit in 2021 after previously working at Amtrak as the project manager for the Gateway program.

Fired head of NJ Transit's Portal Bridge project warns about key design flaws in lawsuit

The engineer who oversaw NJ Transit’s Portal North Bridge project accused the agency of ignoring his whistleblower concerns about the new bridge’s design, which he alleges led to retaliation and discrimination, says a recently filed lawsuit.

Within months of his hiring at NJ Transit in 2021, Mohammed Nasim — the agency's former chief of construction management — began reporting “design defects including the dangers of track settlement and issues with construction work being built too close to the existing corridor, and the navigation issues in the river,” says the lawsuit, filed in the Superior Court of New Jersey in Essex County last month.
