Europe still believes in the novel concept of if they still succeed in getting passengers to ride, why not invest in the network to get it to grow even more. Something that seems to be missing over here, as the article suggested, we have 2 of the three things needed to make HSR work. We seem to lack the Political Will.

Europeans still believe that governement can work, they still know that humans survive only when we stick together and look out for each other. The inablity of the sole superpower, the greatest military might over seen, the most prosperous nation around to put in place a modern transit system is a warning that something is deeply wrong with America.
