Sound Transit to host open house on Puyallup Sounder station improvements

Public can review conceptual designs for proposed garage, comment on environmental review 

 

Sound Transit will conduct an informational open house Tuesday, Feb. 23 from 4 to 6 p.m. at Puyallup City Hall, 333 S. Meridian. At the event, staff will share conceptual designs for a proposed garage and other non-motorized access improvements at the Puyallup Sounder station. The public will also have the chance to comment on the environmental analysis for the project.

 

People unable to attend the event can visit an online open house at puyallupaccess.publicmeeting.info.

 

In the 2008 Sound Transit 2 ballot measure, voters approved funding for improving commuter access to Sounder train stations. Station improvements being considered include more parking, enhanced connections for pedestrians and bicycle users, and bus access improvements. 

 

The open house will provide an opportunity to discuss and provide comment on the environmental analysis that examines the benefits and potential impacts of a proposed 503-stall garage, as well as other station access improvements. The Sound Transit Board of Directors is scheduled to select the project to build this spring.

Sound Transit selects parking, bike, pedestrian improvements for Puyallup Sounder station

Improvements include approximately 669 new parking spaces, a pedestrian bridge, bike access routes and storage, and traffic mitigation

 

 

The Sound Transit Board of Directors today approved a new parking garage, more surface parking, a pedestrian bridge, and pedestrian and bike paths at the Puyallup Sounder Station to improve transit rider access to the station.

We’re making it easier for commuters to walk, bike and drive to the Puyallup Sounder station,” said Sound Transit Board Chair and King County Executive Dow Constantine. “Our investments will help us keep up with the growing demand for mass transit in our region.”

It’s sad that heavy congestion in the South Sound is now considered a ‘normal commute’ on all the traffic reports,” said Sound Transit Boardmember and Sumner Mayor Dave Enslow. “Our ability to provide more parking and access to our stations is a win for commuters and their families, and our ability to get more cars off the clogged highways is a win for the entire region.”

 

Access improvements for the $60.2 million project include 669 new parking spaces. An estimated 503 of these will come from a new garage near the station. An additional 166 spaces will come from surface parking along the north side of 3rd Avenue Northwest. The new garage and lot will supplement an existing 292-stall surface spaces at the station and 219 leased surface spaces at the Red Lot on 131 West Main Street.

 

A pedestrian bridge from the new garage over 5th Street Northwest to the Sounder Station platform, sidewalk and pedestrian lighting, improved pedestrian and bicycle connections, and bike storage were also approved.

 

In the 2008 Sound Transit 2 ballot measure, voters approved funding for improving commuter access to Sounder train stations. In August 2014, following work with the city, business owners, and members of the community, the Board identified the preferred alternative to advance through environmental analysis for the Puyallup station.   Next steps for the project will include the Board considering actions to authorize property purchase and the start of final design.

Project update: Puyallup Station Parking and Access Improvements

 

Community input informs design for Puyallup Station parking garage

 

 

Sound Transit is building a new parking garage at Puyallup Station so that more people can conveniently access Sounder and enjoy a traffic-free commute.

 

Last month we asked for your input on the look and feel of the new garage and attached pedestrian bridge. Through an open house and an online survey, we heard from more than 170 people about preferred design elements. Thank you to everyone who participated!

 

Vision statement excerpt

A vision statement was crafted based on community input; read an excerpt below or the full statement and outreach summary online. The statement will be included in project requirements that guide the firm that will design and construct the garage.

 

The new Puyallup Station parking garage is envisioned to reflect a design that is both sustainable and timeless by incorporating materials and design features that are complementary to the existing context of nearby downtown Puyallup.

 

Surveys and in-person public feedback indicate that safety and security are a concern, and this garage should be well-lit with regular monitoring, adhere to Crime Prevention Through Environmental Design (CPTED) guidelines, and provide good visibility into stairwells and elevators. The pedestrian experience should be enhanced with canopies along walkways, streetscape plants and greenery, and architectural lighting to create a welcoming environment for transit users and local pedestrians.

 

The pedestrian bridge over 5th Street Northwest is an opportunity to have a distinguishing feature in the guardrail screening or glazing that will be enjoyed by transit users crossing the bridge.

What's next?

Sound Transit will hire a construction contractor in 2019, and construction is expected to begin in early 2020. The garage will open in 2021, and all other access improvements will be complete by 2023.

Puyallup and Sumner Station improvements moving forward

 

Many residents in Puyallup and Sumner would like to take the Sounder train but can’t find a place to park or don’t have a safe way to walk or bicycle to the stations. Sound Transit has been partnering with each city to plan more parking and access options. This email provides updates on each station:

  • Puyallup: Sound Transit will advertise for a design/build contractor in early 2019 to design and build the new garage.
  • Sumner: Sound Transit aims to advertise for a design/build contractor sometime in 2019. The City of Sumner is moving forward in 2019 to rebuild the Traffic Avenue/410 interchange and improve sidewalks near the station, both with funding contributions from Sound Transit.

Puyallup Station update

 

Sound Transit has worked with the City of Puyallup over the past few years to plan for a new 500-space garage, to be located at 5th Street N.W. and 2nd Avenue N.E., along with 165 new surface parking spaces. In 2018, Sound Transit completed preliminary design work, completed successful negotiations with the Eagles for property acquisition and relocation, and gathered community input on the look and feel of the new garage.

 

The next step is to hire a firm to complete designs and build the garage. Sound Transit expects to release a Request for Qualifications within the next few weeks and award a contract by fall. Construction will likely start in early 2020, and the garage is expected to open in late 2021.

 

This contractor will also build two Sound Transit-funded street improvements that will help maintain traffic flow in downtown Puyallup:

  • A traffic light and left-turn lanes at W. Stewart Avenue and 7th Street N.W.
  • A right-turn pocket from eastbound W. Stewart Avenue to southbound N. Meridian Street

Sound Transit is also working with the City of Puyallup to make walking and bicycling near the station safer. Potential projects include:

  • Bicycle lanes on Stewart Avenue between 23rd and 7th Streets N.W.
  • New street lighting, flashing beacons, and accessible curbs on 5th Street S.W., W. Main Avenue, and other locations. (See map on the Sound Transit website.)

The City will design and construct these improvements with a contribution of $3.4 million from Sound Transit.

Sumner Station update

 

Garage update
 

Sound Transit is planning a garage at Sumner Station with approximately 630 stalls, for a net increase of about 500 stalls. In 2018, preliminary engineering was completed, and progress was made in property acquisition negotiations with the city. Next steps include working with the city on permitting and then advertising for a design/build contractor. Construction could start as early as mid-2020, and the facility would open in 2022.

 

Safer sidewalks
 

In 2019, the City of Sumner will be building accessible curb ramps at intersections near Sumner Station as part of its Capital Improvement Program, with funding from Sound Transit. Additional street lighting in the area will be added within the next 2-3 years, also with funding from Sound Transit.

 

Traffic Avenue/410 Interchange
 

The City of Sumner has completed designs for the improved SR 410/Traffic Avenue interchange, and expects to go out to bid for construction in early-mid 2019. Sound Transit contributed $5 million towards new walking and bicycling facilities. The new interchange will include a six-foot wide sidewalk and a 14-foot shared pedestrian/bicycle path on Traffic Avenue, providing a safe way to walk and bicycle to the Sounder Station and a key link with the Puyallup Riverwalk Trail and Sumner Link Trail. The project is expected to be complete by December 2020.

New parking and access options coming June 2019

Sound Transit is providing a new reserved parking option and encouraging riders to find other ways to get to the station, from sharing rides to frequent local bus connections.

 

Reserved parking permit options

 

New solo driver permit: The existing carpool permit parking area on the south side of Puyallup Station will be expanded to provide a new choice for riders who drive alone but can't reach the lot before it typically fills. Single Occupant Vehicle (SOV) permits will be available for a standard monthly fee of $60, with a discounted rate of $20 per month for riders who are eligible for ORCA Lift reduced fares.

 

Carpool permit: Carpool permits are available free of charge to groups of two or more riders who carpool to the station at least 12 times per month.

Construction on Puyallup garage starts next year

Construction starts next year on a new parking garage, set to open in early 2022. The garage will have approximately 500 spaces, and new surface parking will add approximately 165 spaces. Sound Transit is currently in the process of hiring a design-build team to construct the garage. Other access investments will include pedestrian lighting and bike lanes.

Hiring of team to build new garage under way

 

Earlier this year Sound Transit released a Request for Qualifications to procure a design-build contractor to finish designing and then construct the Puyallup Station garage. After evaluating the proposers, Sound Transit has selected several firms to advance to the next stage of the procurement process. A winning bid will be selected later this year, with construction scheduled to begin in early 2020.

Artist chosen for Puyallup garage

 

Sound Transit includes artist-designed features into transit facilities that create a positive experience for riders. Seattle artist Preston Singletary has been selected to create artwork for the new parking garage at Puyallup Station, chosen by a panel that included a member of the Puyallup Arts Commission and arts and design professionals from the community.

 

Singletary's work combines glass with themes inspired by his Tlingit cultural heritage. Over the next several months, Singletary will be developing an artwork design for the Puyallup community that will be integrated into the new garage.

Weekend Sounder trains – not just for sports fans

 

Want to take your kids to the Seattle Aquarium, Seattle Center fountains or an out-of-town guest to Pike Place Market and the Space Needle? We all know driving to Seattle can be tough on weekends, not to mention the cost of parking. But there is another way.

Garage construction to begin later this year

 

Over the past few months, Sound Transit has been moving forward on the new parking garage and access improvements at Puyallup Station to better connect Pierce County residents with fast and reliable Sounder train service.

 

In March, a development agreement between Sound Transit and the City of Puyallup was approved by both the Puyallup City Council and the Sound Transit Board of Directors. This followed the Board’s action on November 21, 2019, to award a design-build contract to Hensel Phelps Construction Company for the project, which includes a new 500-space garage and new surface parking with approximately 165 spaces.

 

Final design work began this spring, and we expect construction to start later this year. We’ll hold an online open house before construction begins to share updated designs and prepare you for construction activities.

Transit construction jobs can help the economic recovery

 

The improvements we’re making at Puyallup Station will create an estimated 100 full-time-equivalent craft labor positions over a 15-month period. Taking into account workers in different fields, we estimate approximately 600-700 different workers participating in work throughout the project. These family-wage jobs, along with thousands of other Sound Transit construction jobs throughout Puget Sound, will help support our region’s economic recovery, and in turn will support more retail and service jobs in the community. And as more people return to work, investments in transit infrastructure will help more people connect to jobs.

Sound Transit is building a new garage and improving walking, rolling and bicycling connections to Puyallup station so that more people can conveniently access Sounder trains and enjoy a traffic-free commute. Construction begins this fall, and the garage will open to the public in 2022. 

 

An online open house where the public can learn about construction impacts, building designs and improvements to local intersections around Puyallup station will be available starting today through Dec.3 at www.puyallupstation.org.

 

Hensel Phelps was selected in 2019 as the design/build contractor for the project. The new five-level garage and surface parking will add approximately 610 new parking spaces to Puyallup station. The project also includes construction of a pedestrian bridge crossing at 5th Street NW, installing a new traffic signal at the intersection of 7th Street NW and West Stewart Avenue, sidewalks, curb ramps, street lighting and a flashing pedestrian beacon.

Artist Shaun Peterson chosen to create garage artwork 

 

Sound Transit’s Art Program, STart, develops public artworks in and around our stations because we know art can inspire joy, spur conversation and create positive experiences for our communities. We’re excited to announce that artist Shaun Peterson will be the newest addition to the STart roster, having been selected to create artwork for the new Puyallup Station parking garage, expected to open in 2022.

 

Peterson, also known as Qwalsius, was born in Puyallup and is a member of the Puyallup Tribe. He pursued Coastal Native art shortly after graduating high school, and his focus has been on his Coast Salish roots through painting, print and sculpture. Peterson has works in public collections around the world, including in Japan, China, Ireland and Germany.

Update on garage opening timing

 

As more people return to the workplace, parking at Puyallup Station has been getting fuller, and many people are curious when the new garage will open. While construction on the garage and new surface lot is nearly complete, required improvements to rail crossings and nearby intersections still have several months of work to complete, due to pandemic-related delays. Therefore, we expect the garage to open to the public this fall. However, we are also working with our partners at the City of Puyallup and Federal Transit Administration to see if it’s possible to open the garage before the other improvements are complete.

 

In the meantime, the Puyallup Fair Red Lot is a park and ride option for Sounder passengers – especially those taking later trains, when the station lots may be full. The Red Lot, located south of the station at 898 5th St SW, has 219 stalls, and has parking available. From the Red Lot, you can walk 15 minutes to the station or catch either Pierce Transit route 400 or ST Express Route 580, which meet most Sounder trains. (Board either bus at 5th St SW and 9th Ave SW.)

Sounder special event trains this spring

 

Sounder runs special service on select weekends for some sporting events, conventions and celebrations. Upcoming game trains include:

  • May 8: Seattle Mariners vs. Tampa Bay Rays

  • June 12: Seattle Mariners vs. Boston Red Sox
  • June 18: Sounders FC vs. Los Angeles FC

Reminder: 4 Sounder trips restored in March

 

On March 21 four more weekday trips were restored to the S-Line, for a total of 12 roundtrips. The restored trips are:

  • Train 1501: 6:05 a.m. Seattle to Tacoma
  • Train 1509: 3:15 p.m. Seattle to Tacoma]
  • Train 1514: 7:20 a.m. Tacoma to Seattle
  • Train 1522: 4:30 p.m. Tacoma to Seattle
