Metro Board Awards Contract to Tutor Perini/O & G to Build Section Two of Metro Purple Line Extension Project

Thursday January 26, 2017

 

 

The Los Angeles County Metropolitan Transportation Authority (Metro) Board of Directors today awarded a $1.37-billion contract to the joint venture team of Tutor Perini/O & G to build the second section of the Metro Purple Line Extension Project to Century City. The board also established a budget of $2.4 billion for the project.

 

 

 

The award is based on the firm’s competitive proposal, which was about $500 million lower than other competitor bids. 

 

“Today’s contract award to Tutor Perini brings us one step closer to fulfilling our promise to bring fast, reliable, high-capacity subway service to the Westside,” said John Fasana, Metro Board Chair and Duarte City Council Member. “We now have the funding in place and the contractor onboard to expedite delivery of this high priority, regionally beneficial transit project for Los Angeles County.” 

 

In early January, the U.S. Department of Transportation announced $1.5 billion in new federal grants and loans to Metro to build section two of the project.

 

In recommending the contractor for the award, Metro conducted a thorough and extensive competitive bidding process. The Tutor Perini team was deemed to have the best overall proposal through a combination of technical, project management and price components. All three proposals submitted were comparable on their technical merits, but the Tutor Perini team had the best value proposal.

 

Tutor Perini/O&G and its major subcontractors have delivered subway tunnel projects for the Central Subway project in San Francisco, the University Link in Seattle and the East Side Access project in New York.  

 

Another large project the contractor successfully helped construct is the World Trade Center - Greenwich Street Corridor for the Port Authority of New York and New Jersey. 

 

Completion of the second subway section is anticipated no later than 2026 per a funding agreement with the Federal Transit Administration and Metro is aiming to possibly finish the project at an earlier date. The second section will add another 2.6 miles to the Purple Line with one station at Wilshire/Rodeo in downtown Beverly Hills and a station in the heart of Century City.

 

A third and final section will extend the subway to the Westwood/VA Hospital. Construction of the third section is planned to begin as early as 2019.

 

Metro is now building the first section of the Purple Line Extension between the current subway terminus at Wilshire/Western and Wilshire/La Cienega with three new stations.

 

Tutor was involved in construction of the original Metro Red Line. The contractor built segments 2 and 3, completing section 3 to North Hollywood six months ahead of schedule and within the project’s budget.

 

“This team has a recent history of delivering successful tunneling projects across the globe,” said Metro CEO Phillip A. Washington. “Metro is confident this contractor will play a critical role in helping us build the world-class public transportation system we have promised to voters.”

 

Metro intends to implement a strong oversight plan with experienced staff to ensure the project is completed as intended and remains on time and on budget. That includes ‘executive partnering’ between Metro and the contractor up to the CEO level to resolve project claims and changes. Metro will also pursue a collaborative approach to third-party issues.

Project update: A longer subway in Los Angeles

 

When it's finished in nearly eight years, the Los Angeles County Metropolitan Transportation Authority's (Metro) Purple Line subway extension will be a heavy-rail line between the Wilshire Boulevard Western Station and the VA Hospital Station in West Los Angeles. Ultimately, the project — also known as the Westside Purple Line Extension — involves the construction of 9 miles of track and seven stations.

Metro to Hold Public Hearing on June 22 for Purple Line Extension Section 2 Supplemental Environmental Impact Statement

The Los Angeles County Metropolitan Transportation Authority (Metro) will be holding a public hearing on the Metro Purple Line Extension project’s Draft Supplemental Environmental Impact Statement (SEIS) for Section 2 on Thursday, June 22, 2017, and invites public participation.

 

Section 2 of the project extends the subway an additional 2.6 miles with new stations at Wilshire/Rodeo and Century City. The SEIS expands upon the extensive environmental analysis that was conducted for the full project between 2007 and 2012. The report presents additional information on the Century City Constellation station, seismic studies, public health, construction and other impacts for the planned subway alignment connecting the future Wilshire/Rodeo and Century City stations, including tunneling beneath Beverly Hills High School. A presentation at the public hearing will provide an overview of this information.

In August 2016, a federal judge ruled that the Federal Transit Administration (FTA) must produce a Supplemental Environmental Impact Statement for this portion of Metro’s subway extension project. As the project sponsor, Metro participated fully in the preparation of this study, conducted additional analyses, reviewed new studies available since 2012 and updated some of the planned construction methodologies for the subway extension. The project remains environmentally approved at the state and federal level and on schedule. Following the public comment period ending July 17, the FTA will prepare and publish a final report later this summer, including responses to public comments. At that point, the FTA may also choose to make changes to the project.

In January of this year, Metro received a Full Funding Grant Agreement committing federal matching funds for Section 2 of the subway. That same month the agency also awarded a contract to Tutor Perini/O & G to build this section. Major construction of Section 2 is expected to begin in Century City in 2018, with completion no later than 2026 per the agency’s agreement with the FTA. 

 

The first section of the Metro Purple Line Extension Project is now under construction and will extend the subway 3.9 miles west along Wilshire Boulevard from the line’s Wilshire/Western terminus.  Three new subway stations at Wilshire/La Brea, Wilshire/Fairfax and Wilshire/La Cienega will be built.  A third section will extend the subway from Century City to the Westwood/VA Hospital with an additional station at Wilshire and Westwood boulevards.

The Los Angeles County Metropolitan Transportation Authority (Metro) joined local, state, and federal officials to break ground on Section 2 of the Metro Purple Line Extension Project that will add 2.6-miles of new subway service to downtown Beverly Hills and Century City.

Metro has begun moving underground water, gas, power, and telecommunications lines to make way for future subway construction. The agency is also conducting potholing, geotechnical tests, traffic surveys, and other preparatory work. Major construction activities are slated to begin this spring when work crews create a launch area for a tunnel boring machine at the planned Century City/Constellation Station. Major work at the planned Wilshire/Rodeo Station in Beverly Hills is expected to begin at the end of this year or early 2019.

Metro has already begun construction of the first four-mile section of subway between Wilshire/Western in Koreatown and Wilshire/La Cienega in Beverly Hills. This initial section is now 30% complete and is scheduled to open in 2023. Section 2 is scheduled for completion in 2025 and the third and final section from Century City to Westwood/VA Hospital is planned to open in 2026 — two years prior to the 2028 Olympic and Paralympic Games.

The entire Purple Line Extension project is based on a three-phase construction schedule, which is expected to include $3.6 billion in federal grants. Metro has established a $2.53 billion budget for Section 2, including $1.5 billion from a federal grant and loan. County sales tax proceeds from 2008’s Measure R and 2016’s Measure M voter-approved transportation measures are providing critically needed local funding to match the federal contributions and accelerate construction work.

A contractor to build Section 2 has already been selected. Metro has awarded a $1.37-billion construction contract to Tutor Perini O&G, a Joint Venture, to build the second subway section.

“We now have the funding and the contractor in place to build Section 2 of this massive transit project that will greatly improve mobility for the whole L.A. region,” said Metro CEO Phillip A. Washington. “This project, along with the buildout of the final section, Purple Line Section 3, and coupled with our three additional transit lines now under construction, will create new transportation choices for our customers and move us closer to our goal of becoming the best transit system in America.”

The Los Angeles County Metropolitan Transportation Authority (LA Metro) earlier this week completed decking for the planned Wilshire/Rodeo subway station on the Purple Line extension seven months ahead of schedule.

 

The project completion was expedited due to a two-and-a-half-month street closure made possible by reduced traffic as a result of the countywide COVID-19 stay-at-home order.

A significant tunneling milestone has been reached on the L.A. Metro Purple Line extension.

Some good and welcome news from Section 2 of the Purple (D Line) Extension project: both tunnel boring machines (or TBMs) have now excavated tunnels between Century City and the Wilshire/Rodeo station under downtown Beverly Hills.

 

In early February, the TBMs are anticipated to start digging the tunnels between Wilshire/Rodeo and Wilshire/La Cienega stations. The tunnels on 3.9-mile Section 1 of the project — between Wilshire/Western and Wilshire/La Cienega — were completed in 2021.

For those keeping score at home, here are the vital stats on the tunneling on Section 2:

 

•The two TBMs — named Ruth and Harriet — began digging at Century City on April 30, 2020, and traveled to the east.

•Both TBMs excavated for 5,811 feet (or about 1.1 miles) between Century City and the Wilshire/Rodeo station.

•The first TBM, Harriet, reached Wilshire/Rodeo on Jan. 11. The second TBM, Ruth, made it to the station box on Jan. 28.
