The new cars are expected to begin rolling out on Long Island Rail Road in 2017 and would not run on Metro-North lines until the following year at the earliest, said railroad spokeswoman Marjorie Anders.

“For Metro-North, it’s years down the road, and unfunded,” she said.

ProgressiveRailroading.com, 11/26:

Schumer calls on LIRR to consider rider comfort in new rail-car design   U.S. Sen. Charles Schumer (D-N.Y.) is urging MTA Long Island Rail Road (LIRR) officials to consider "rider satisfaction" and incorporate community input into the design of the railroad's new M-9 commuter-rail cars, which are scheduled to enter service in 2017. Schumer asked LIRR officials to hold public meetings, create an "online suggestion box" or conduct a passenger survey to raise public awareness of the design of the cars, which will be built by Kawasaki, the senator said in a press release. "For the amount of money that Long Island commuters pay to use the railroad, and the amount of time they spend onboard the railroad each week, they should expect a safe and on-time ride, but also a comfortable and convenient one," said Schumer.

I saw the new fleet from the train during the Fest trip on Saturday.  Many cars in consists are parked there in Yonkers on the east side of the active tracks that carry Metro North and Amtrak. Most had LIRR livery already applied.

Report finds Long Island Rail Road shares blame for delivery problems with new railcars

March 29, 2022

Commuter operator says it “fundamentally disagrees” with state comptroller’s audit on M9 railcar project

Screen-Shot-2022-03-28-at-7.37.09-PM.pngA state audit report says practices of the Long Island Rail Road play a role in the delayed delivery of its M9 railcars. (MTA Long Island Rail Road, via Twitter)

NEW YORK — An initial order for new electric multiple-unit railcars for the Long Island Rail Road fell almost three years behind schedule and more than $8.9 million over budget — and the commuter railroad failed to collect damages and accepted cars with defects that were not repaired in a timely fashion, according to a state audit report.

In a response, the LIRR said it “fundamentally disagrees with the audit conclusions.”

The report from the office of New York State Comptroller Thomas DiNapoli examines the acquisition of M9 EMU railcars from Kawasaki from the time the order was placed in September 2013 to the point until November 2020, by which time 64 of the 92 cars in the original order had been conditionally accepted. The LIRR also exercised an option for 110 additional cars in July 2017. A report summary is available here; the full report, including the LIRR response, is here.

Long Island Rail Road's new rail car fleet delivery delayed again

The Long Island Rail Road’s new fleet of rail cars will be delayed another 17 months, according to the Metropolitan Transportation Authority.

The order for 202 model electric rail cars from Kawasaki Rail Car Inc. was already 18 months behind schedule.

COVID-19 related staffing shortages and supply chain issues contributed to the delay, but the MTA puts the majority of the blame on “workmanship issues”.

New York comptroller finds half of recommendations for LIRR on M9 contract were not implemented

December 13, 2023

Response to 2022 report reflects commuter railroad’s disagreement with original findings

ALBANY, N.Y. — In a follow-up to a 2022 report, the New York Office of the State Comptroller found the cost of a Long Island Rail Road order for M9 electric multiple-unit railcars manufactured by Kawasaki has continued to increase, while half of the recommendations made by the Comptroller’s office in the original report have not been implemented.

The original report found the initial 92-car order had fallen three years behind schedule, with 62 cars accepted, and was $8.9 million over budget. It found the LIRR contributed to the problem on a number of fronts, a conclusion the LIRR said it “fundamentally disagrees with” [see “Report finds Long Island Rail Road shares blame …,” Trains News Wire, March 29, 2022]. The LIRR had subsequently expanded that order by exercising an option for 110 additional cars.

The follow-up report indicates 172 cars had been accepted as of July of this year, with the rest expected to be accepted by the end of May 2024. It also indicates the budget for the M9 procurement has increased by more than $2.1 million, to $735.7 million, since the initial audit.
