Metro at Potomac Yard?

ALEXANDRIA, Va. -- Alexandria officials and Metro this week will discuss an idea that's been batted about since the 1990s -- building a Metro station at Potomac Yard.

"We are at the point where it behooves us to focus on this right now," Alexandria Mayor Bill Euille tells WTOP.

"This is all at the very beginning stages, and it may not happen until five or 10 years down the road, but we want to make sure that we don't miss our chance."

Alexandria and federal transit officials have narrowed down to two the potential sites for the construction of a Metro station at Potomac Yard, as the project moves forward in a federal environmental review process required before it moves to construction.

The project is already two years behind schedule, but Alexandria officials say they anticipate construction to begin in 2016, with an opening by late 2018.

The Federal Transit Administration, which oversees the environmental review, and the city of Alexandria had looked at about three dozen options and most recently had focused on four sites. City officials announced recently that the two most expensive and least viable options have been nixed, leaving two options that city officials say are financially feasible.

City of Alexandria Awarded $50 Million Loan Towards Construction of a

New Potomac Yard Metrorail Station

 

For Immediate Release: January 14, 2015

 

The Commonwealth Transportation Board has awarded the City of Alexandria a $50 million loan from the Virginia Transportation Infrastructure Bank (VTIB), for the City to construct a Metrorail station in the Potomac Yard area.  Governor Terry McAuliffe’s announcement of today’s award, which follows, details the importance of the new station and provides reaction from Governor Terry McAuliffe, Mayor William D. Euille, and state officials.

 

The new station will be funded through a variety of sources -- including new tax revenue from development around the station and two new special tax districts – without the need for any additional local funds.  This means that most residents and businesses in Alexandria will not have to contribute to the station’s construction through local taxes.  Because the new tax revenue will be received over time but the station must be paid for when it is built, the City plans to issue General Obligation Bonds to finance construction. Today’s VTIB loan, which is close to the maximum available from the state fund, will lower the amount the City must borrow from other sources.

 

“The Potomac Yard Metrorail Station project is one of the City’s highest priorities,” said Paul Smedberg, the member of Alexandria City Council who represented the City at today’s meeting of the Board in Richmond.  “Today’s action by the Commonwealth Transportation Board is recognition that the station will also be a key part of the region's transit network.”

 

The 30-year loan locks in an interest rate of 2.17%, which is substantially lower than municipal bonds.  The loan also requires no interest or principal payments for four and one-half years after contract completion. This grace period is important to allow early development around the Metro station to begin to create new revenue prior to the City’s first repayments.

 

The City’s loan application included an offer to accelerate repayment if revenue exceeds expectations.  Members of the Board took particular note of this innovative provision, which would allow the money lent to the City to be returned to the VTIB’s revolving fund 11 to 12 years earlier than originally planned.

It's a little surprising that it has taken this long to get a station there at Potomac Yards.  The area continues to be redeveloped for decades since the actual RF&P yards were pulled up and replaced by commercial and retail structures.  The presence of a working station there would stimulate growth and result in more businesses moving into the area.  And if the area becomes a true destination, I think parallel VRE could even stop there as well.

Learn about the proposed Potomac Yard Metro station

 

Alexandria is planning a new Potomac Yard Metro station that would be on Metro’s Yellow and Blue Lines, between the Braddock Road and Reagan National stations.  A federal environmental impact study released last week evaluates the pros and cons of four potential options for the station. The city is now taking comments from residents and other interested parties before it selects a construction site.

 

The city is offering several opportunities between now and May where residents can learn more about the project and the findings of the federal environmental review.  Metro will hold a hearing in late April for residents to provide comment.

Plan advances for Metro station at Potomac Yard

 

A new Metro station in Alexandria’s growing Potomac Yard community is a step closer to reality with the release of a federal environmental impact study that says the project would spur economic development and boost transit.

 

The report, released last week by the Federal Transit Administration, details the station’s potential impact on the community, overall development, wetlands and views from the George Washington Memorial Parkway.

“Having a Metro station at Potomac Yard is an economic engine not only for the city, but for the entire region,” Alexandria Mayor William D. Euille (D) said last week at a Metro board meeting where the agency approved a hearing on the project. “Long overdue,but certainly we now are beginning to see the light at the end of the tunnel— or a train at the beginning of the tunnel.”

Metro to host public hearing on proposed Potomac Yard Metrorail station

 

Metro will host a public hearing on the Draft Environmental Impact Statement and plans for the proposed Potomac Yard Metrorail Station on Thursday, April 30, 2015 at Cora Kelly Recreation Center. The public hearing will be preceded by an Open House period that will begin at 6:30 p.m., and the formal Public Hearing will begin at 7:00 p.m. 

 

The milestone represents another positive step toward providing transportation infrastructure investment within Potomac Yard. “This is a significant point in a critical project and will help City Council make the best decision regarding a new station and location,” said Mayor William D. Euille.

 

Shuttle buses to the Cora Kelly Recreation Center will depart every 30 minutes from the King Street Metrorail Station starting at 4:45 p.m. and the Braddock Road Metrorail Station starting at 5:00 p.m. The return shuttle bus will depart the recreation center at the conclusion of the hearing.
